Chapter 1. General provisions

1.1. The reference book of BIC of Russia represents the systematized list of participants of the calculations transferring money within payment system of the Bank of Russia (further - participants of calculations), and divisions of the Bank of Russia, not being participants of calculations, with indication of their bank identification codes assigned by the Bank of Russia and other details.

1.2. Participants of calculations are:

divisions of the Bank of Russia: territorial offices of the Bank of Russia, field organizations of the Bank of Russia and structural divisions of central office of the Bank of Russia;

credit institutions (branches) which correspondent accounts (sub-accounts) are open in territorial offices of the Bank of Russia and field organizations of the Bank of Russia (further - credit institutions (branches), except for direct specifying in the text of this provision on the specific participant of calculations), and also liquidation commissions, receivers, the liquidators using correspondent accounts of credit institutions during implementation of liquidating procedures (further - the body performing liquidation);

the organizations which are not credit institutions which bank (correspondent) accounts according to the Federal Laws, international treaties, and also agreements are open in the Bank of Russia (further - clients, not being credit institutions).

For the purpose of this provision divisions of the Bank of Russia, not being participants of calculations, are understood as the divisions of the Bank of Russia excluded from the list of participants of calculations according to organizational and administrative documents of the Bank of Russia or not being participants of calculations according to regulations of the Bank of Russia.

1.3. The reference book of BIC of Russia is the departmental reference book and is part of information resources of the Bank of Russia.

1.4. The reference book of BIC of Russia contains the bank identification codes (BIC) and other details of the participants of calculations and divisions of the Bank of Russia who are not participants of calculations which list contains in appendix 1 to this Provision.

The data containing in the Reference book of BIC of Russia are used when filling orders about money transfer and performing procedures of control of correctness of their filling, and also for control of admissibility of transactions on money transfer within payment system of the Bank of Russia (further - money transfer).

1.5. The maintaining the Reference book of BIC of Russia including collection, processing and combination of the obtained data, forming of the changes made to the Reference book of BIC of Russia, and subsequent their bringing to structural divisions of central office of the Bank of Russia, territorial offices of the Bank of Russia and the Interregional center of information processing of the Bank of Russia performs structural division of central office of the Bank of Russia to which the organizational and administrative document of the Bank of Russia assigns the corresponding functions (further - authorized division). The authorized division keeps the Reference book of BIC of Russia in the form of the electronic database. Maintaining the electronic database of the Reference book of BIC of Russia provides possibility of reproduction on paper of the Reference book of BIC of Russia and formed in the course of its forming and maintaining electronic messages.

1.6. Forming of the Reference book of BIC of Russia is performed based on representations of territorial offices of the Bank of Russia and structural divisions of central office of the Bank of Russia, and also organizational and administrative documents of the Bank of Russia. Representations (appendices 2 - 4 to this Provision) go to authorized division in the form of electronic messages.

1.7. Territorial offices of the Bank of Russia and structural divisions of central office of the Bank of Russia provide completeness and reliability of the data sent to authorized division for entering into the Reference book of BIC of Russia. Representations go taking into account time necessary for implementation of coordination according to Item 1.8 of this provision.

1.8. The authorized division exercises control of the received representations which consists in check of observance of requirements of normative and other acts of the Bank of Russia when forming details of the Reference book of BIC of Russia, in establishment of their mutual compliance, in correlation with data of the Book of state registration of credit institutions, and also coordination of representations with Department of national payment system of the Bank of Russia according to the procedure established by this Provision. Coordination is performed no later than three working days following behind day of receipt of national payment system of the Bank of Russia of the corresponding data by Department and drawn up by the letter signed by his head (deputy manager) confirming coordination.

1.9. In case of negative result of control the authorized division sends to the sender on the same day the electronic message which contains information allowing to identify unambiguously the representation which did not undergo control, and also information on the reasons of negative result of control. Changes based on the representation which did not undergo control are not brought in the Reference book of BIC of Russia.

1.10. In case of positive result of control the authorized division creates the changes made to the Reference book of BIC of Russia and brings them according to the procedure established in Chapter 7 of this provision to divisions of the Bank of Russia in the form of electronic messages. The electronic message contains the information letter (appendix 5 to this Provision) with appendix of the changes made to the Reference book of BIC of Russia.

1.11. The authorized division provides compliance of the data included in the Reference book of BIC of Russia, to the data containing in representations of territorial offices of the Bank of Russia and structural divisions of central office of the Bank of Russia and also in organizational and administrative documents of the Bank of Russia.

Chapter 2. Structure of bank identification code and procedure for its forming

2.1. Nine-digit BICs, unique within payment system of the Bank of Russia, which assignment performs the Bank of Russia are applied to identification of the participants of calculations and divisions of the Bank of Russia who are not participants of calculations.

2.2. BIC has the following structure:

1 - The 2nd categories at the left - code of the Russian Federation (the 04 code is used);

3 - The 4th categories at the left - code of the territory of the Russian Federation according to categories 1 and 2 of "The all-Russian qualifier of subjects to administrative-territorial division" (further - RCATU). The 00 code in the specified categories BICs means that the territory is outside the Russian Federation;

5 - The 6th categories at the left - the identifier of division of the Bank of Russia, unique within the territory of the Russian Federation which code is specified in 3 - 4 categories BIC - accepts values from "00" to "99";

7 - The 9th categories at the left - the identifier of credit institution (branch), the body performing liquidation, the client not being credit institution, unique within division of the Bank of Russia which code is specified in 5 - 6 categories BIC - accepts values from "050" to "999".

For territorial office of the Bank of Russia, structural division as a part of territorial office of the Bank of Russia in 7 - 9 categories value "000", "001" is specified.

For structural divisions of central office of the Bank of Russia in 7 - 9 categories 002 value is specified.

For field organizations of the Bank of Russia in 7 - 9 categories values from "002" to "005" are specified.

2.3. Reuse of BIC of the participants of calculations and divisions of the Bank of Russia who are not participants of calculations is allowed after calendar year after date of their exception of the Reference book of BIC of Russia, but not earlier than closing date of accounts on accounting of calculations using the advice for the specified calendar year, except for reuse of BIC of divisions of the Bank of Russia according to organizational and administrative documents of the Bank of Russia.
