1. Approve Regulations on Committee on cases of construction and housing and communal services of the Ministry of national economy of the Republic of Kazakhstan according to appendix 1 to this order.

2. Recognize invalid some orders of the Minister of national economy of the Republic of Kazakhstan according to appendix 2 to this order.

3. To provide to committee on cases of construction and housing and communal services of the Ministry of national economy of the Republic of Kazakhstan:

1) the direction within five working days of the copy of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after approval of this order the direction it the copy in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan and on the Internet portal of state bodies;

4) within ten working days after approval of this order submission to Legal department of the Ministry of national economy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3 presents of Item.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective from the date of its signing.

Regulations on Committee on cases of construction and housing and communal services of the Ministry of national economy of the Republic of Kazakhstan

1. General provisions

1. The committee on cases of construction and housing and communal services of the Ministry of national economy of the Republic of Kazakhstan (further - Committee) is the department performing within competence of the Ministry of national economy of the Republic of Kazakhstan (further - the Ministry) and according to the legislation of the Republic of Kazakhstan control and realizable functions in the sphere of architectural, town-planning and construction activities, state regulation in the field of the housing relations and municipal services, water supply and water disposal, electric utility service, heat supply and gas supply within borders (line) of settlements.

2. The committee performs the activities according to the Constitution and the laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan, other regulatory legal acts and this Provision.

2) collection and generalization of information on general activities with the offer of ways of enhancement of the pursued policy;

3) development of offers on carrying out single policy in system of the state architectural construction supervision and its enhancement;

4) control and supervision of activities of local executive bodies for architecture, town planning and construction, including regarding the corresponding accomplishment of the functions assigned to them by the legislation of the Republic of Kazakhstan;

5) visit of object for the purpose of establishment of the corresponding accomplishment by local executive bodies for architecture, town planning, construction and the state architectural construction supervision of the functions assigned to them by the legislation of the Republic of Kazakhstan;

6) conducting monitoring under construction (reconstructed, expanded, modernized, capitally repaired) objects in the territory of the Republic of Kazakhstan;

7) accreditation of the legal entities exercising technical supervision and technical inspection on objects of the first and second levels of responsibility;
