Article 1

1. Persons who received according to the Federal Law of December 29, 2006 No. 256-FZ "About additional measures of the state support of the families having children" (further - the Federal Law "About Additional Measures of the State Support of the Families Having Children") the state certificate on the maternity (family) capital and living in the territory of the Russian Federation (except for persons specified in part 2 of this Article), have the right to lump sum payment for the account of means of the maternity (family) capital (further - lump sum payment) in the amount of 25 000 rubles if the right to additional measures of the state support according to the Federal Law "About Additional Measures of the State Support of the Families Having Children" arose (arises) till September 30, 2016 inclusive irrespective of the term which expired since birth (adoptions) of the second, third child or the subsequent children.

2. The persons who received according to the Federal Law "About Additional Measures of the State Support of the Families Having Children" the state certificate on the maternity (family) capital and living in the territory of the Russian Federation whose size of part of means of the maternity (family) capital as a result of its use according to the Federal Law "About Additional Measures of the State Support of the Families Having Children" constitutes less than 25 000 rubles have the right to lump sum payment in the amount of the actual balance of the maternity (family) capital to date of filing of application about provision of such payment.

3. In the cases provided by parts 4 and 5 of article 3 of the Federal law "About Additional Measures of the State Support of the Families Having Children", the child (children in equal shares) on reaching it (them) age of majority or after acquisition by it (them) capacities in full before attainment of majority has the right to lump sum payment. Lump sum payment can be received on condition of achievement of age of majority by child(children) or acquisition by it (them) capacities in full before attainment of majority till September 30, 2016 inclusive if the specified lump sum payment was not received earlier by his parents (adoptive parents) or other legal representative.

4. The application for provision of lump sum payment is submitted to territorial authority of the Pension Fund of the Russian Federation directly or through the multipurpose center of provision of the state and municipal services no later than November 30, 2016.

5. The application for provision of lump sum payment can be submitted to territorial authority of the Pension Fund of the Russian Federation along with the statement for issue of the state certificate for the maternity (family) capital.

6. The size of the maternity (family) capital established according to the Federal Law "About Additional Measures of the State Support of the Families Having Children" decreases by the amount of lump sum payment which is transfered to account persons, opened in the Russian credit institution.

7. The procedure of lump sum payment for the account of means of the maternity (family) capital, and also the rule of filing of application about its provision is established by the federal executive body performing functions on development of state policy and normative legal regulation in the sphere of work and social protection of the population.

Article 2

1. This Federal Law becomes effective from the date of its official publication.

2. Provisions of this Federal Law are effective till December 31, 2016 inclusive.
