About measures for further enhancement of development financing of forestry

For the purpose of further enhancement of development financing of forestry in the Republic of Uzbekistan, financial provision of protection, protection, reproduction, recovery of plant and animal life in the territory of the forest Cabinet of Ministers fund decides:

1. Form Fund of development of forestry under Head department of forestry under the Ministry of agricultural and water economy of the Republic of Uzbekistan.

2. Determine sources of forming of Fund of development of forestry under Head department of forestry under the Ministry of agricultural and water economy of the Republic of Uzbekistan:

100 percent of the means received for consideration of the applications and issue of permissions on lands of forest fund;

100 percent of the amounts received for the account of the money recovery on indemnification caused to animal and flora on lands of forest fund (except for national parks);

50 percent of payment amounts for cattle pasture in the permitted territories of forest fund, mowing on sites of forest fund, placement of beehives and apiaries on sites of forest fund, collection of boughs and brushwood without cabin of trees and bushes on sites of forest fund, use of sites of the state forest fund in the cultural and educational, educational, improving, recreational and esthetic purposes;

means of philanthropists - legal entities and physical persons, including nonresidents of the Republic of Uzbekistan;

income from placement of temporarily available funds of Fund in commercial banks of the Republic of Uzbekistan and other receipts which are not forbidden by the legislation.

3. Approve Regulations on procedure for forming and use of fund of development of forestry under Head department of forestry under the Ministry of agricultural and water economy of the Republic of Uzbekistan according to appendix No. 1.

4. Make changes and addition to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.

5. To impose control of execution of this resolution on Information analysis department concerning agricultural and water economy, conversion of agricultural products and consumer goods of the Cabinet of Ministers to the Republic of Uzbekistan.

Regulations on procedure for forming and use of fund of development of forestry under Head department of forestry under the Ministry of agricultural and water economy of the Republic of Uzbekistan

Chapter I. General provisions

1. This Provision according to the laws of the Republic of Uzbekistan "About protection and use of flora", "About protection and use of fauna", "About the wood", "About the protected natural territories", the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of October 20, 2014 No. 290 "About settlement of use of biological resources and about procedure for passing of allowing procedures in the sphere of environmental management" determines procedure for forming and use of fund of development of forestry under Head department of forestry under the Ministry of agricultural and water economy of the Republic of Uzbekistan (further - Fund).

2. The fund is created for the purpose of forming of means for ensuring development of forestry, strengthening of material and technical resources of forestry, protection, protection, reproduction and recovery of plant and animal life on lands of forest fund.

3. The fund is created without formation of legal entity under Head department of forestry under the Ministry of agricultural and water economy of the Republic of Uzbekistan.

Chapter II. Forming of fund

4. Fund is created at the expense of the following sources:

a) 100 percent of the means received for consideration of the applications and issue of permissions on lands of forest fund;

b) 100 percent of the amounts received for the account of the money recovery on indemnification caused to animal and flora on lands of forest fund (except for national parks);

5. The means which arrived in Fund accumulate on treasurer personal account in information system of the Ministry of Finance of the Republic of Uzbekistan.

Chapter III. Use of fund

6. Fund is used on:

a) development of target programs for development of forest, lesookhotnichy economy, national parks and other protected natural territories on lands of forest fund;

b) actions for elimination of damage suffered and prevention of damnification to plant and animal life;

c) strengthening and development of material and technical resources of central office of Head department of forestry under the Ministry of agricultural and water economy of the Republic of Uzbekistan and state forestry in its system, including:

acquisition of the equipment and technology for forest conservation, systems of environmental monitoring, the equipment, tools, computer programs;

maintenance of cars, acquisition of spare parts and fuels and lubricants, means of communication for forest protection;

d) project development of regulatory legal acts of industry, stimulation of implementation of innovative projects and modern technologies;

e) development of seed farming, forest selection, creation of special uterine plantations, testing of advanced technologies on pilot (pilot) sites under the organization of special nurseries, greenhouses, and also plantations of herbs;
