About approval of the Regulations on procedure for import and export of medicines and products of medical appointment as physical persons for private use

1. Approve Regulations on procedure for import and export of medicines and products of medical appointment as physical persons for private use according to appendix.
2. To the State Customs Committee of the Republic of Uzbekistan to establish control of observance by physical persons of established procedure of import and export of medicines and products of medical appointment for private use.
3. To the ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.
4. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. I. Ikramov.

1. This Provision according to the laws of the Republic of Uzbekistan "About medicines and pharmaceutical activities", "About drugs and psychotropic substances" and the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of November 12, 2015 No. 330 "About enhancement of procedure for import, export and transit through the territory of the Republic of Uzbekistan of drugs, psychotropic substances and precursors, and also control of their turnover" determines procedure for import and export of medicines, including drugs and psychotropic substances, and products of medical appointment as physical persons for private use.
2. In this Provision the following basic concepts are used:
medicines - the means received on the basis of medicinal substances (substances) and excipients, medicinal substances (substances), medicines allowed for use in medical practice for prevention, diagnostics and treatment of diseases and also for change of condition and functions of human body;
goods for private use - the goods intended for personal, family, house and others, not connected with implementation of business activity, needs of physical persons, moved through customs border;
products of medical appointment - the products allowed for use in medical practice for prevention, diagnostics and treatment of diseases and also for change of conditions and functions of human body;
the medicines - dosed, the packed medicines ready to application;
import, export of medicines and products of medical appointment for private use - movement of medicines and products of medical appointment, including drugs and psychotropic substances, from the territory of other state on the territory of the Republic of Uzbekistan or from the territory of the Republic of Uzbekistan on the territory of other state;
homeopathic medicines - one - or is a lot of - the component medicines containing, as a rule, the microdoses of active connections made on special technology and intended for peroral, injection or local application in the form of different dosage forms;

solutions for injections - sterile water or nonaqueous solutions of medicinal substances in the corresponding solvent;
outside drugs - ointments, emulsions, liniment, lotions, jelly, gels, foams, pastes, solutions, talkers, the powders, tinctures, aerosols and other forms of drugs intended for outside application.
3. Import and export of medicines and products of medical appointment without state registration and without customs clearance is allowed if they are intended for:
private use by physical persons during stay in the country;
treatments of the patient living in the Republic of Uzbekistan and beyond its limits based on the medical indication confirmed with medical institution within course of treatment;
private use diplomatic and administrative technicians of the diplomatic and equated to them representations, including members of their families living together with them;
the first aid to passengers of the vehicle which is arriving to the territory or disposed from the territory of the Republic of Uzbekistan are also included in structure of the medical first-aid kit;
treatments of participants of the international scientific, cultural, sporting events held in the Republic of Uzbekistan and beyond its limits and also participants of the international expeditions.
4. Medicines and products of medical appointment when importing and exporting by physical persons for private use in cases, stipulated in Item 3 this provision, shall be used only for delivery of health care to specified persons and cannot be transferred or realized to other persons.
5. Without submission of the document issued by medical institution of the country of accommodation or stay, physical persons for private use import and export is performed:
medicines in quantity to 10 medicines of the different name and no more than 5 packagings of medicines of each of them;
products of medical appointment in number of no more than 5 units.
At the same time one packaging shall contain:
for firm (tablets, dragee, granules, powders, capsules) dosage forms - no more than 100 units;
for the powders applied to solution preparation - no more than 500 g;
for homeopathic medicines in the form of granules - no more than 50 g;
for the infusion solutions and solutions accepted orally - no more than 500 ml;
solutions for injections - no more than 10 ampoules or no more than 10 bottles;
for outside drugs - no more than 200 ml or 200 g.
Medicines and products of medical appointment shall be in packaging of the producer.
