Rules of implementation of interaction electronically citizens (physical persons) and the organizations with public authorities, local government bodies, with the organizations performing separate public powers according to the Federal Laws

1. These rules determine interaction procedure electronically of citizens (physical persons) and the organizations (further - applicants) with public authorities, local government bodies, with the organizations performing separate public powers, and requirements to such interaction according to the Federal Laws.

2. Public authorities, local government bodies, and also the organizations performing separate public powers according to the Federal Laws within the powers shall provide at the choice of applicants information in the form of the electronic documents signed by the strengthened qualified digital signature irrespective of form or method of the address of applicants, except as specified, if other procedure for provision of such information is established by the Federal Laws or other regulatory legal acts of the Russian Federation regulating legal relationship in the established field of activity.

3. If the Federal Laws or regulatory legal acts of the Russian Federation adopted according to them do not establish other, public authorities, local government bodies, and also the organizations performing separate public powers according to the Federal Laws within the powers shall provide at the choice of applicants information in the form of electronic documents by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)" and (or) regional portals of the state and municipal services according to the Federal Law "About the Organization of Provision of the State and Municipal Services".

4. In case of submission of information by applicants necessary for implementation of powers of public authorities and local government bodies, the organizations performing separate public powers according to the Federal Laws in the form of electronic documents such documents are signed by the digital signature according to requirements of the legislation of the Russian Federation.

5. At the choice of the applicant the inquiry for provision of information can be sent by it in electronic form to public authorities, local government bodies, and also the organizations performing separate public powers according to the Federal Laws by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)" and (or) regional portals of the state and municipal services according to the Federal Law "About the Organization of Provision of the State and Municipal Services".

6. If the Federal Laws or regulatory legal acts of the Russian Federation adopted according to them do not establish other, access for the applicants, public authorities, local government bodies and organizations performing separate public powers according to the Federal Laws to the state information systems created based on respectively Federal Laws, the laws of subjects of the Russian Federation, based on legal acts of state bodies by provision (request) of information is electronically performed by means of the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically.

7. The public authorities, local government bodies, the organizations performing separate public powers according to the Federal Laws by provision shall provide to applicants of information in the form of electronic documents protection of such information against unauthorized access, change and destruction according to requirements of the legislation of the Russian Federation.

8. Provision of the electronic documents containing information of limited access is performed according to the procedure, stipulated by the legislation the Russian Federation.
