1. Approve the enclosed Regulations on features of assessment of conformity of products for which the requirements connected with safety in the field of use of atomic energy, and also processes of its designing are established (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial (further - the Provision).

2. Determine that:

documents on assessment of conformity of products for which the requirements connected with safety in the field of use of atomic energy are established (further - products), the entries into force of the Provision issued about one day, are valid before the termination of term of their action;

about day of entry into force of the Provision assessment of conformity of products is performed according to regulatory legal acts of the Russian Federation in the field of use of atomic energy, the regulating documents of federal executive bodies, and also the documents on standardization establishing requirements to such products and applied on obligatory basis in accordance with the legislation of the Russian Federation in the area use of atomic energy and on regulation of the relations in the field of standardization.

3. To Federal Service for Environmental, Technological and Nuclear Supervision before entry into force of the Provision on representation to State Atomic Energy Corporation "Rosatom" (further - Corporation) and in coordination with it to approve the list of products which assessment of conformity is performed in the form of obligatory certification.

4. To approve corporations in coordination with Federal Service for Environmental, Technological and Nuclear Supervision before entry into force of the Provision:

blank form of certificates of conformity of products;

procedure for issue and accounting of forms of certificates of conformity of products;

procedure for forming and maintaining the register of the issued certificates of conformity of products;

procedure for forming and maintaining the register of decisions on application of import products on subject to use of atomic energy.

5. To Federal Service for Environmental, Technological and Nuclear Supervision in coordination with Corporation and the interested federal executive bodies in 12-month time to introduce in accordance with the established procedure in the Government of the Russian Federation the draft of the act of the Government of the Russian Federation providing modification of the order of the Government of the Russian Federation of December 1, 2009 No. 982 "About approval of the single list of products, the subject obligatory certification, and the single list of products which confirmation of conformity is performed in the form of adoption of the declaration of conformity" regarding exception of the single list of products which are subject to obligatory certification, products which assessment of conformity is performed in the form of obligatory certification.

6. To Federal Service for Environmental, Technological and Nuclear Supervision and Corporation within 3 months from the date of entry into force of the Provision to bring the regulatory legal acts into accord with this resolution.

7. Realization by Corporation of the powers provided by this resolution is performed at the expense of own means and (or) means of other non-budgetary sources, and also at the expense of the means of the federal budget provided on accomplishment of the state powers assigned to Corporation in the established field of activity.

8. Realization of the powers of Federal Service for Environmental, Technological and Nuclear Supervision provided by this resolution is performed within the number of employees of its central office and territorial authorities, and also budgetary appropriations provided to Service in the federal budget on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

9. The provision becomes effective since January 1, 2018.

This Provision establishes features of assessment of conformity of products for which the requirements connected with safety in the field of use of atomic energy are established (further - products), and also processes of its designing (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial (further - processes).

This Provision does not extend to assessment of conformity of products relating to nuclear weapon, military nuclear power plants and also to features of assessment of conformity of the processes connected with the specified products.

2. The concepts used in this Provision mean the following:

"product lifecycle" - set of the interconnected processes of consecutive change of condition of products from forming of initial requirements to products and before removal of products from operation, its utilization and (or) burial;

"import products" - the products made outside the Russian Federation and imported to the Russian Federation for application on subject to use of atomic energy;

"testing" - determination by experimental methods of compliance of the set characteristics (quantitative, high-quality) properties of products, reproduction of operational conditions and parameters when functioning, modeling and (or) impact on products;

"testing facilities" - the equipment, measuring instruments, standard samples, technical means and other material resources intended for carrying out testing;

"control" - check of actual state of products (including signs and indicators of properties) on compliance to mandatory requirements;

"installation" - complex of works on assembly and installation of products (the equipment, designs, elements and systems);

"adjustment" - complex of works in the course of installation and (or) after installation of products (the equipment, designs, elements and systems), characterized by set of works on setup and approval of interaction of components of such products;
