About civil protection
This Law determines the main objectives in the field of civil protection, the legal basis of their implementation, power of state bodies, companies, organizations, organizations (further - the organizations), the rights and obligations of citizens of the Republic of Uzbekistan, and also force and means of civil protection.
In this Law the following basic concepts are applied:
civil protection - the state system of the events held for the purpose of protection of the population, the territories, material and cultural values of the Republic of Uzbekistan against the dangers arising when conducting military operations or owing to these actions;
service of civil protection - set of the functional divisions created for accomplishment of special events of civil protection, preparation of forces and means, for ensuring actions of forming of civil protection;
protective constructions - set of the engineering constructions which are specially intended for protection of the population and production personnel against modern weapons of destruction;
forces of civil protection - the military units of civil protection, territorial, functional and object forming of general and special purpose created for carrying out rescue and other urgent operations.
Tasks of civil protection are:
training of the population in methods of protection against the dangers arising when conducting military operations or owing to these actions;
preparation of objects for actions and methods of protection against the dangers arising when conducting military operations or owing to these actions;
the organization, development and maintenance in permanent readiness of management systems, notifications and bonds;
carrying out complex of actions for ensuring stability of functioning of objects of the national economy;
evacuation of the population, material and cultural values to safe places;
ensuring readiness of military forming of civil protection;
holding actions for providing the population with collective and individual remedies;
life support of the population when conducting military operations or owing to these actions;
observation and laboratory control of radiation, chemical and biological situation;
carrying out rescue and other urgent operations;
recovery and maintenance of public order in the areas which were injured when conducting military operations or owing to these actions;
implementation of other actions for protection of the population and territories.
The legislation on civil protection consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about civil protection then are applied rules of the international treaty.
Persons guilty of violation of the law in the field of civil protection, bear responsibility in accordance with the established procedure.
The cooperation of the Republic of Uzbekistan with other states and the international organizations in the field of civil protection is performed by state governing bodies according to international treaties and the legislation.
The common directorship of civil protection of the Republic of Uzbekistan is performed by the Cabinet of Ministers of the Republic of Uzbekistan.
The Prime Minister of the Republic of Uzbekistan is the chief of civil protection of the country.
Management of civil protection of the Republic of Uzbekistan is assigned to the Ministry of Emergency Situations of the Republic of Uzbekistan.
The management of civil protection in the territories of the Republic of Karakalpakstan, areas, areas and cities is performed respectively by the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokima of areas, areas and cities who are on position chiefs of civil protection.
The management of civil protection in the ministries, departments and the organizations is performed by their heads who are on position chiefs of civil protection of the specified bodies and the organizations.
The chief of civil protection within its powers is granted the right:

publish directives, orders, decisions and orders on civil protection;

perform other powers according to the legislation.
Directives, orders, decisions and orders of chiefs of civil protection concerning protection of the population and the territories are obligatory for execution by all organizations, and also officials and citizens.
Coordination of actions for protection of the population and the territories from effects of use of modern weapons of destruction and to implementation of actions in the field of civil protection is assigned to chiefs of civil protection of the corresponding territories, industries and the organizations.
Cabinet of Ministers of the Republic of Uzbekistan:
provides carrying out single state policy in the field of civil protection;
approves the plan of civil protection of the Republic of Uzbekistan;
approves the main directions of development and enhancement of civil protection, procedure for their financing and material logistics;
also wartime directs development and holding actions for ensuring stability of functioning of economy of the state in peace;
determines procedure for reference of the territories to groups on civil protection depending on quantity of the population living on them and the availability of the organizations playing essential role in economy of the state or influencing safety of the population, and also the organizations to categories for civil protection depending on role in economy of the state or influence on safety of the population;
determines procedure for transfer of system of civil protection into wartime, holding evacuation actions;
determines procedure for creation of protective constructions and other subjects to civil protection, and also condition of accumulating, storage and use of inventories of individual remedies, material, food, medical and other means;
exercises control of activities of state bodies and the organizations in the field of civil protection;
