Approve the Procedure for use of the means provided in the government budget for reconstruction of hydraulic engineering constructions of protective massifs of the Dnieper water storage basins which is attached.

Procedure for use of the means provided in the government budget for reconstruction of hydraulic engineering constructions of protective massifs of the Dnieper water storage basins

1. This Procedure determines the mechanism of use of the means provided in the government budget according to the "Reconstruction of Hydraulic Engineering Constructions of Protective Massifs of the Dnieper Water Storage Basins" program (further budgetary funds).

2. The main manager of budgetary funds is Ministry for Protection of the Environment and Natural Resources.

Executive in charge of the budget program and the manager of budgetary funds of the lowest level is Gosvodagentstvo.

3. Budgetary funds are used for implementation of the state investment project "Reconstruction of Hydraulic Engineering Constructions of Protective Massifs of the Dnieper Water Storage Basins" (further - the investment project) which underwent selection by the Interdepartmental commission on questions of the state investment projects according to the Procedure for selection of the state investment projects approved by the resolution of the Cabinet of Ministers of Ukraine of July 22, 2015 No. 571 "Some questions of management of the state investments" (The Official Bulletin of Ukraine, 2015, No. 64, the Art. 2116).

4. Gosvodagentstvo based on offers and reasons for the Dnieper basin management of water resources constitutes and taking into account planned targets of the Section III of the Investment project in coordination with Ministry for Protection of the Environment and Natural Resources approves the actions plan on implementation of the investment project (further - the actions plan). The copy of the actions plan moves to the Ministry of Finance and the Ministry of Economic Development.

5. Gosvodagentstvo leads up in accordance with the established procedure in the terms determined for approval of estimates, to the Dnieper basin management of water resources the actions plan and amounts of their financing.

6. The design estimates on performance of works are developed taking into account requirements of construction regulations and rules, acts of inspections and defective acts according to the Approval procedure of construction projects and conducting their examination approved by the resolution of the Cabinet of Ministers of Ukraine of May 11, 2011 No. 560 (The Official Bulletin of Ukraine, 2011, No. 41, the Art. 1674).

7. The expenses connected with financing of capital construction at the expense of budgetary funds are performed according to the Procedure for public financing of capital construction approved by the resolution of the Cabinet of Ministers of Ukraine of December 27, 2001 No. 1764 (The Official Bulletin of Ukraine, 2001, No. 52, the Art. 2374).

8. Purchase of goods, works and services at the expense of budgetary funds is performed in the procedure established by the legislation.

9. Advance payment of the goods, works and services which are purchased for budgetary funds for the purpose of accomplishment of the actions plan is performed according to requirements of the resolution of the Cabinet of Ministers of Ukraine of April 23, 2014 No. 117 (The Official Bulletin of Ukraine, 2014, No. 34, the Art. 916).

10. Reflection in primary and financial accounting of information on opening of accounts, registration, accounting of the budget obligations in bodies of Treasury and carrying out the transactions connected with use of budgetary funds are performed in the procedure established by the legislation.

11. Creation and submission of financial and budget reports about use of budgetary funds, and also control of their target and effective expenditure are performed in the procedure established by the legislation.

12. Information on implementation of the investment project moves the Gosvodagentstvy Ministry of Economic Development for carrying out monitoring of condition of development (realization) the state investment projects in accordance with the established procedure.
