About approval of the Procedure for certification of the technique (method) of measurements accepted as reference technique (method) of measurements

For the purpose of implementation of the subitem 3 of Item 9 of the Protocol on carrying out coordinated policy in the field of ensuring unity of measurements (appendix No. 10 to the Agreement on the Eurasian Economic Union of May 29, 2014) and according to Item 15 of appendix No. 2 to the Regulations of work of the Eurasian economic commission approved by the Decision of the Supreme Eurasian economic council of December 23, 2014 No. 98, Board of the Eurasian economic commission solved:

1. Approve the enclosed Procedure for certification of the technique (method) for measurements accepted as reference technique (method) of measurements.

2. This Decision becomes effective from the effective date the rules of mutual recognition of results of works on ensuring unity of measurements approved by the Eurasian economic commission, but not earlier than 30 calendar days from the date of official publication of this Decision.

Procedure for certification of the technique (method) for measurements accepted as reference technique (method) of measurements

1. This Procedure is developed according to the subitem 3 of Item 9 of the Protocol on carrying out coordinated policy in the field of ensuring unity of measurements (appendix No. 10 to the Agreement on the Eurasian Economic Union of May 29, 2014) and determines rules of certification of the technique (method) of measurements accepted as reference technique (method) of measurements in state members of the Eurasian Economic Union (further respectively - certification of reference technique, reference technique, state members, the Union).

2. For the purposes of this Procedure primary reference technique (method) of measurements is understood as technique (method) of measurements which is implemented with the highest accuracy in state member at the single legal entity on 1 set of the equipment, is applied to assessment of correctness of results of the measurements received with use of other techniques (methods) of measurements of the same sizes including reference, allows to receive results of measurements without their metrological traceability to units of sizes of the same sort and is approved according to the legislation of state member as primary reference technique (method) applied in state member.

Other concepts used in this Procedure are applied in the values determined by the Protocol on carrying out coordinated policy in the field of ensuring unity of measurements (appendix No. 10 to the Agreement on the Eurasian Economic Union of May 29, 2014).

3. Certification of reference technique is carried out concerning again developed technique (method) of measurements or technique (method) of measurements certified according to the procedure for metrological certification of technique (method) for measurements approved by the Eurasian economic commission (further respectively - metrological certification, the Commission).

4. Certification of reference technique is carried out by the organization performing according to the legislation of state member reproduction, storage and transfer of units of sizes and scales of sizes (scales of measurements) with the highest accuracy in state member in the corresponding type of measurements (further - authorized organization).

The certified reference technique affirms authorized body on ensuring unity of measurements of state member (further - authorized body).

Certification of reference technique is carried out according to the statement of any state member registered according to the legislation in the territory of this state member of the legal entity or physical person as the individual entrepreneur which are developers of reference technique, or person by request of whom the reference technique is developed (further - applicants).

5. During certification of reference technique theoretical and (or) pilot studies are conducted and confirmation of conformity of reference technique to metrological requirements to measurements and possibility of its use for assessment of correctness of the measured values received by means of other techniques (methods) of measurements of size of the same sort and also for calibration of measuring instruments or determination of characteristics of standard samples is performed. The authorized organization can attract the applicant and (or) other organizations of state members to carrying out interlaboratory checkings within pilot studies.

6. When conducting theoretical and (or) pilot studies of reference technique are performed:

a) establishment of indicators of accuracy of the received results of measurements for the purpose of confirmation of conformity:

reference technique - to its purpose (compliance to properties of subject to measurements and to nature of the measured sizes);

conditions of accomplishment of measurements - to requirements for application of reference technique;

indicators of accuracy of results of measurements - to metrological requirements to the measurements established in the specification on development of reference technique or in other document containing initial requirements for development of reference technique (further - the specification);

the standards of units of sizes, standard samples and measuring instruments of the approved types used for realization of reference technique - to conditions of ensuring traceability of the received results of measurements to the state primary standards of units of sizes or primary reference techniques (methods), and in case of their absence - to national standards of units of sizes or primary reference techniques (methods) of measurements of other states;

records of results of measurements - to names and (or) designations of units of sizes of the International System of Units (SI) and the list of stand-alone units of the sizes applied in case of development of technical regulations of the Union, including their ratios with the International System of Units (SI), to No. 34 approved by the Decision of Board of the Eurasian economic commission of April 21, 2015;

forms of representation of the received results of measurements - to metrological requirements to measurements;

b) assessment of conformity of indicators of accuracy of reference technique to the purposes of its application for assessment of correctness of results of the measurements received using other techniques (methods) of measurements of sizes of the same sort for calibration of measuring instruments or for determination of characteristics of standard samples;

c) experimental approbation of the procedure of application of reference technique for assessment of correctness of results of the measurements received using other techniques (methods) of measurements of sizes of the same sort;
