The agreement between the Government of the Republic of Kazakhstan and the Government of Turkmenistan on cooperation in the field of education

of February 27, 1997

The government of the Republic of Kazakhstan and the Government of Turkmenistan, the hereinafter referred to as Contracting Parties,

in view of the traditional relations of friendship between the people of both states, expressing aspiration and from now on to develop and strengthen cooperation between the Republic of Kazakhstan and Turkmenistan in the field of education,

agreed as follows:

Article 1

Contracting parties mutually recognize independence of educational systems of the Republic of Kazakhstan and Turkmenistan, confirm readiness for full cooperation in the fields of education and sciences according to legal acts of the Republic of Kazakhstan and Turkmenistan.

Article 2

Contracting parties will perform cooperation in the field of education, preparation and advanced training of specialists, high school science in the following forms: experience exchange in the most important directions of development and planning, the organization of management in the field of education,

strengthening of cooperation and bonds in science and technology, increase in efficiency of scientific research,

according to requirements exchange of students, graduate students, teachers, scientists and specialists on currency-free basis, and also by direct agreements,

establishment of direct contacts and cooperation between educational institutions of two countries on the basis of direct contracts between them,

experience exchange of reform in educational and methodical and educational work,

exchange of training programs, curricula, textbooks and educational and methodical materials,

cooperation in voluntary studying and distribution in both countries of the Turkmen and Kazakh languages.

Article 3

Each of Contracting Parties guarantees to citizens of other Party rights to education, equal with the citizens, and its availability, promotes creating favorable conditions for education in the native language.

Article 4

Contracting parties will give mutual aid in creation of textbooks and educational and methodical literature for persons of the Turkmen nationality living in the territory of the Republic of Kazakhstan and for persons of the Kazakh nationality living in the territory of Turkmenistan.

Article 5

For strengthening of ties, experience exchange of work, discussion of questions of further development of cooperation, and also for carrying out the consultations connected with accomplishment of this agreement, the parties will mutually exchange delegations.

Article 6

Contracting parties recognize equivalent the education documents issued till January 1, 1993, academic degrees and ranks, competence certificates and diplomas and will develop provision on mutual recognition of again issued documents.

Article 7

Specific forms and conditions of cooperation in the field of education will be regulated by free standing agreements between relevant organs of public administration by formation of the Parties.

Article 8

Disagreements which can arise in case of accomplishment of this agreement are permitted by negotiations between Contracting parties.

Article 9

Changes and additions can be made to this agreement. Changes and amendments are drawn up by protocols which are integral part of the Agreement.

Article 10

This agreement becomes effective from the date of its signing, will be effective within five years and to be prolonged automatically for the subsequent five-year periods if any of the Finishing speaking Parties does not notify in writing other Finishing speaking Party at least in six months prior to the expiration of the corresponding term on the intention to stop its action.

It is made in Almaty on February "27", 1997 in duplicate, everyone in the Kazakh, Turkmen and Russian languages, and all texts are equally authoritative. For the purposes of interpretation (provisions) of this agreement the text in Russian is used.
