1. Approve Regulations on procedure for production of examination on aviation safety in civil aviation of the Republic of Uzbekistan according to appendix.

2. To service of homeland security of the Republic of Uzbekistan, State inspectorate of the Republic of Uzbekistan for supervision of aviation safety, NAC Uzbekiston havo yullari in three-months time to bring the departmental regulatory legal acts into accord with this resolution.

3. Declare invalid the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of April 29, 1997 No. 219 "About approval of the Instruction about procedure for production of examination of cabin baggage, baggage and personal inspection of passengers, members of crews of civil air vehicles, the staff of the airports and other service employees by divisions of aviation safety of SNB-USNB of the Republic of Uzbekistan".

4. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.

Regulations on procedure for production of examination on aviation safety in civil aviation of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision according to requirements of the Air code of the Republic of Uzbekistan, standards and recommendations of International Civil Aviation Organization (IKAO) determines procedure for examination on aviation safety of cabin baggage, baggage, personal inspection of passengers, members of crews, preflight cargo inspection, mailings, stores, air vehicles, employees of the airports and other service employees by divisions of aviation safety of Service of state security of the Republic of Uzbekistan.

2. In this Provision the following basic concepts are applied:

examination - application of the technical or other means intended for identification and/or detection of weapon, explosive substances or other dangerous devices, objects or substances which can be used for implementation of acts of illegal intervention in activities of civil aviation;

liquids, aerosols and gels - liquids, aerosols and gels in any amount, held for sale in outlets of the airport or in the controlled area, or in the protected zone of limited access (except for the food and drinks intended for consumption in air terminal facility, but not for transportation in passenger cab of the air vehicle), or onboard during flight;

check of the air vehicle for the purpose of safety - survey of internal rooms of the air vehicle to which passengers could have access, survey of luggage section and technological cavities, open for open entry, for the purpose of detection of suspicious objects, weapon, explosive substances or other dangerous devices, objects and substances;

personal inspection - the actions of authorized employees (at least two) directed to inspection of the particular person before its landing to the air vehicle without presence of strangers in the special room for the purpose of detection of weapon, explosive substances, destructive or other dangerous devices which can be used for making of the act of illegal intervention in activities of civil aviation;

manual examination - the actions of authorized employees directed to the inspection of cabin baggage and/or passengers' luggage, members of crews of air vehicles, employees of the airports and other service employees which are carried out without use of technical means;

sterile area - zone between any verification station (examination) of passengers and the air vehicle, access to which is strictly controlled.
