About the microfinancial organizations of entrepreneurial financing

1. The microfinancial organizations of entrepreneurial financing the microfinancial organizations providing microloans to subjects of small and medium business at the same time corresponding to the following criteria are recognized:

the number of the agreements of microloan signed with legal entities and individual entrepreneurs makes at least 70 percent from total quantity of the signed agreements of microloan;

the amount of the microloans issued to legal entities and individual entrepreneurs makes at least 75 percent from the total amount of the issued microloans.

2. The number of prisoners with legal entities and individual entrepreneurs of agreements of microloan and amount of the microloans issued to legal entities and individual entrepreneurs are determined based on the report on microfinancial activities submitted by the microfinancial organization in the Bank of Russia for calendar year, except as specified, provided by Items 3 and 4 of this Instruction.

3. If for the legal entity who received the status of the microfinancial organization, the term of submission to the Bank of Russia of the report on microfinancial activities for calendar year did not come, the number of prisoners with legal entities and individual entrepreneurs of agreements of microloan and amount of the microloans issued to legal entities and individual entrepreneurs are determined based on the first report on microfinancial activities submitted by the specified legal entity for the first quarter, half-year or nine months.

4. If on the date of entry into force of this Instruction of the data on the microfinancial organization contain in the state register of the microfinancial organizations, the number of prisoners with legal entities and individual entrepreneurs of agreements of microloan and amount of the microloans issued to legal entities and individual entrepreneurs are determined based on the report on microfinancial activities submitted by the specified microfinancial organization for the first quarter 2016.

5. This Instruction becomes effective after 10 days after day of its official publication in "the Bulletin of the Bank of Russia".
