About friendship, cooperation and mutual aid between the Russian Federation and the Republic of Kazakhstan

relying on historically developed strong bonds of two states, traditions of kind communication, friendship and interaction of the people,
considering that strengthening of friendship, neighborliness, cooperation and mutual assistance between the Russian Federation and the Republic of Kazakhstan is equitable to radical national interests of the people of both states, serves cause of peace and safety, confirming the commitment to rules of international law, first of all to the purposes and the principles of Articles of organization of the United Nations, and following the obligations undertaken within Organization for Security and Cooperation in Europe (OSCE)
declaring the determination to advance the idea of forming of the free, democratic, general and indivisible Euro-Atlantic and Eurasian community of safety founded on the agreed principles, joint liabilities and common goals including lack of any dividing lines,
considering joint arrangements within the Commonwealth of Independent States, Eurasian economic community, the Customs union, the Common economic space, the Collective Security Treaty Organization (CSTO), the Shanghai Cooperation Organization, the Meeting on interaction and measures of trust in Asia,
aiming to give new quality to the relations,
proceeding from desire to build the interstate relations on the basis of mutual understanding, justice, equality and non-interference to internal affairs,
full of determination to continue construction of democratic constitutional states of Russia and Kazakhstan,
recognizing feasibility of coordinated actions on the international scene and close cooperation in military-political area,
aiming at consolidation of the universal peace and international cooperation,
agreed as follows:
High contracting parties build the relations as the friendly states, consistently being guided by the principles of mutual respect of the state sovereignty and territorial integrity, peaceful settlement of disputes and nonuses of force or threats of force, including economic and different ways of pressure, equality and non-interference to internal affairs, respect for human rights and fundamental freedoms, fair accomplishment of obligations, and also other universally recognized norms of international law.
High contracting parties steadily interact for the purpose of strengthening of the world, stability and safety both in regional, and in global measurements. The parties pursue the approved foreign policy promoting disarmament process, increase in efficiency of the created systems and mechanisms of collective security, including regional, and also to strengthening of peacekeeping role of the UN, jointly promote peaceful settlement of the conflicts and situations infringing on their interests.
For the purpose of coordination of the foreign policy of the Party hold on regular basis consultations on the questions which are of mutual interest including international problems.
The high Finishing speaking Parties in every possible way interact in ensuring reliable joint defense within general strategic space on the basis of the approved provisions of the military doctrines and the principle of defense sufficiency. The Russian Federation will render assistance in formation and development of the Armed Forces of the Republic of Kazakhstan created based on the military units and connections located in the territory of the last taking into account the international obligations assumed by it.
The parties will approve the principles and procedure for joint use of control facilities air and space, and also other technical means of control in their mutual interests.
High contracting parties for the purpose of ensuring reliable safety and under approval among themselves allow joint use of military bases, polygons and other subjects to defense appointment which are located in their territories, and also use by armed forces of one Party of the subjects to defense appointment which are in the territory of other Party.
The procedure for use of such objects is determined by free standing agreements.
In case of the situation creating according to one of High contracting parties, threat to peace which is committing breach of the peace in the Eurasian region or violating the essential interests of its safety she can appeal to other High contracting party instantly to hold consultations. The parties will exchange the relevant information and if necessary to perform agreed measures for overcoming such situation.
In case of making of act of aggression against one of the Parties or both the Parties will give each other necessary assistance, including military.
The parties take the joint efforts aimed at forming within the CSTO of efficient system of ensuring collective security and response to crisis situations.
High contracting parties will not participate in any unions or blocks directed against any of them.
Each of the Parties abstains from participation or support of any actions or actions directed against other Party and does not assume that its territory was used for the purpose of preparation or implementation of aggression or other violent acts against other Party, and also holds consultations about possibility of assistance to the third states in case of armed conflicts between these states and other Party.
High contracting parties pursue the coordinated military and technical policy, including financing of the approved military programs, in questions of upgrade and reforming of the armed forces, their equipment by modern arms and military equipment, increases in their combat readiness, and also in other directions in the field which are of mutual interest actively interact.
The parties pursue the coordinated policy in the field of export and import of military technology and weapon with observance of the established international rules.
High contracting parties will interact in strict accomplishment of international treaties in the field of non-proliferation of all types of weapon of mass destruction and means of their delivery.
High contracting parties if necessary will create by the conclusion of free standing agreements the joint coordinating bodies which can be required for implementation of the provisions containing in Articles 2-8 of this Agreement.
