1. Approve the enclosed Administrative regulations of Federal Agency for Fishery on provision of the state service in preparation and decision making about provision of water biological resources in use.

2. Recognize invalid:

a) the order of the Ministry of Agriculture of the Russian Federation of December 28, 2012 No. 660 "About approval of form and procedure for filling of requests for provision of the water biological resources carried to objects of fishery in use for the purpose of providing traditional conduct of life and implementation of traditional economic activity of indigenous ethnic groups of the North, Siberia and the Far East of the Russian Federation, procedure and term of their consideration" (registration No. 28016) is registered by the Ministry of Justice of the Russian Federation on April 5, 2013;

b) the order of the Ministry of Agriculture of the Russian Federation of September 16, 2013 No. 347 "About modification of the Procedure for consideration of requests for provision of the water biological resources carried to objects of fishery, of use for the purpose of providing traditional conduct of life and implementation of traditional economic activity of indigenous ethnic groups of the North, Siberia and the Far East of the Russian Federation, approved by the order of the Ministry of Agriculture of the Russian Federation of December 28, 2012 No. 660" (registration No. 29980) is registered by the Ministry of Justice of the Russian Federation on September 19, 2013.

I. General provisions

1. The administrative regulations of Federal Agency for Fishery on provision of the state service in preparation and decision making about provision of water biological resources in use (further - Regulations) establish terms and the sequence of ministerial procedures (actions) performed by Rosrybolovstvo (territorial authorities of Rosrybolovstvo), order of interaction between structural divisions of Rosrybolovstvo (territorial authorities of Rosrybolovstvo), their officials and also interaction of Rosrybolovstvo (territorial authorities of Rosrybolovstvo) with applicants by provision of the state service.

2. Applicants of receipt of the state service are:

b) persons belonging to indigenous ethnic groups of the North, Siberia and the Far East of the Russian Federation, and also their community according to the Single list of indigenous ethnic groups of the Russian Federation approved by the order of the Government of the Russian Federation of March 24, 2000 No. 255 (The Russian Federation Code, 2000, No. 14, Art. 1493; No. 41, Art. 4081; 2008, No. 42, Art. 4831; 2010, No. 21, Art. 2615; No. 26, Art. 3353; No. 37, Art. 4684; 2012, N, 1, Art. 178; 2015, No. 36, the Art. 5026), the List of indigenous ethnic groups of the North, Siberia and the Far East of the Russian Federation approved by the order of the Government of the Russian Federation of April 17, 2006 No. 536-r (The Russian Federation Code, 2006, No. 17, Art. 1905; 2010, No. 21, Art. 2615; 2012, No. 1, Art. 178; 2015), the List of places of traditional accommodation and traditional economic activity of indigenous ethnic groups of the Russian Federation approved by the order of the Government of the Russian Federation of May 8, 2009 No. 631-r (The Russian Federation Code, 2009, No. 20, Art. 2493; 2015, No. 49, the Art. 7019) for receipt of water bioresources in use for implementation of fishery for the purpose of ensuring maintaining traditional conduct of life and implementation of traditional economic activity of indigenous ethnic groups of the North, Siberia and the Far East of the Russian Federation concerning water bioresources of internal sea waters of the Russian Federation, the territorial sea of the Russian Federation, the continental shelf of the Russian Federation and exclusive economic zone of the Russian Federation, and also anadromous, katadromny and cross-border species of fish.

3. Information on procedure for provision of the state service in preparation and decision making on provision of water bioresources in use is posted electronically on the official site of Rosrybolovstvo (territorial authorities of Rosrybolovstvo) on the Internet and in the federal state information system "Single Portal of the State and Municipal Services (Functions)" in the Section "Federal Agency for Fishery" the state service "Preparation and Decision Making about Provision of Water Biological Resources in Use", and also, in case of the address of the applicant, it is provided in case of personal acceptance, by phone or by e-mail.

About provision in use of water bioresources of internal sea waters of the Russian Federation, the territorial sea of the Russian Federation, the continental shelf of the Russian Federation and exclusive economic zone of the Russian Federation, and also concerning anadromous, katadromny and cross-border species of fish for implementation of fishery for the purpose of providing traditional conduct of life and implementation of traditional economic activity of the small people the relevant territorial authority of Rosrybolovstvo is responsible for preparation and decision making.

6. Consultations concerning provision of the state service in preparation and decision making about provision of water bioresources in use are performed by the following methods:

- individual consultation on personal acceptance;

- individual consultation by mail (by e-mail);

- individual consultation by phone;

- public written consultation;

- public oral consultation.

In case of consultation officials of Rosrybolovstvo (territorial authority of Rosrybolovstvo) shall, according to the arrived request, to provide information on the following questions:

1) about the list of the documents necessary for receipt of the state service in preparation and decision making about provision of water biological resources in use, completeness (sufficiency) of the submitted (submitted) documents;

2) about time of receiving and delivery of documents;

9. Obligations of officials of Rosrybolovstvo (territorial authorities of Rosrybolovstvo) in case of the answer to the address of the applicant:

- in case of the oral address of the applicant (by phone or personally) the officials of Rosrybolovstvo (territorial authorities of Rosrybolovstvo) performing consultation shall give the answer independently. If the official whom the applicant addressed cannot answer question independently, then it shall suggest the applicant to address in writing or to fix another consultation time, convenient for it, or to readdress (to transfer) to other official, structural division or the organization, or to report telephone number according to which it is possible to obtain necessary information;
