1. Approve the enclosed Regulations of the Ministry of Natural Resources and Environmental Protection of the Russian Federation (further - Regulations).

2. To deputy ministers, heads of structural divisions of the Ministry of Natural Resources and Environmental Protection of the Russian Federation, heads of the Federal Services and federal agencies which are under authority of the Ministry of Natural Resources and Environmental Protection of the Russian Federation to be guided in practical activities by Regulations provisions.

3. I. Legal and organizational basis of activities of the Ministry of Natural Resources and Environmental Protection of the Russian Federation

1.1. These Regulations of the Ministry of Natural Resources and Environmental Protection of the Russian Federation (further - Regulations) according to the Constitution of the Russian Federation, the Federal Laws, decrees and orders of the President of the Russian Federation, resolutions and orders of the Government of the Russian Federation (further - the Government) establish general rules of the internal organization of the Ministry of Natural Resources and Environmental Protection of the Russian Federation (further - the Ministry of Natural Resources and Environmental Protection of the Russian Federation, the Ministry) when implementing functions on development and realization of state policy and normative legal regulation in the established field of activity, and also coordination and control of activities of Federal Nature Management Supervision Service, Federal Service for Hydrometeorology and Environmental Monitoring, Federal Forestry Agency, Federal Agency for Water Resources subordinated to it, Federal Agency on Mineral Resources (further - the subordinated Federal Services and federal agencies).

1.3. The field of activity and competence of departments are determined in regulations on them approved by the order of the Ministry of Natural Resources and Environmental Protection of the Russian Federation.

1.4. Organizational support of activities of the Minister of Natural Resources and Environmental Protection of the Russian Federation (further - the Minister) is performed by his assistants (advisers).

The ministry directs activities of the federal state budgetary institutions (further - organizations) created in the procedure established by the legislation of the Russian Federation for realization of tasks in the established field of activity of the Ministry of Natural Resources and Environmental Protection of the Russian Federation.

1.11. In the order of the Ministry of Natural Resources and Environmental Protection of the Russian Federation on distribution of obligations are specified:

a) special powers of the Minister;

b) powers of each deputy minister;

c) structural divisions of central office and in need of organization which coordination and control of activities are exercised by the corresponding deputy minister;

d) the scheme of temporary fulfillment of duties of the Minister (deputy ministers) for the period of absence in connection with disease, leave or business trip;

e) the subordinated Federal Services and federal agencies which coordination and control of activities are provided by the corresponding deputy ministers.

1.12. The deputy minister according to distribution of obligations and at the request of the Minister:

a) interacts (including corresponds) with divisions of Administration of the President of the Russian Federation and the Russian Government Office, public authorities and local government bodies, citizens and the organizations;

b) coordinates and controls work of the structural divisions of the Ministry assigned to it, gives instructions to their heads;

c) interacts (including gives instructions) with organizations of the Ministry;

d) holds meetings with representatives of public authorities, local government bodies and organizations;

e) considers the addresses and other documents which arrived in the Ministry;

e) considers and vises the draft documents represented for the signature to the Minister;

g) approves drafts of acts and other documents, and in the cases established by the legislation of the Russian Federation signs the conclusions on them;

h) performs other powers, stipulated by the legislation the Russian Federation, Regulations and orders of the Ministry.

1.13. For temporary absence in connection with disease, leave, the Minister's business trip the order of the Ministry of Natural Resources and Environmental Protection of the Russian Federation it is appointed fulfilling its duties.

In case of temporary absence of the deputy minister execution of its separate obligations can be assigned by the order of the Ministry of Natural Resources and Environmental Protection of the Russian Federation to the director of the department of the Ministry from its consent.

Powers of the director of the department of the Ministry

1.14. The director of the department of the Ministry according to the powers determined in the Regulations, regulations on structural division, official regulations and also based on personal written errands of the Minister (deputy ministers):

a) acts as the representative of the Ministry;

b) performs direct management of department, bears the personal responsibility for accomplishment of the functions and powers assigned to structural division, and also for condition of performing discipline;

c) interacts with other departments of the Ministry;

d) interacts (including corresponds) with the subordinated Federal Services and federal agencies, with structural divisions of other executive bodies, and also organizations subordinated to the Ministry;

e) provides preparation in accordance with the established procedure of drafts of acts and other documents of the Ministry;

1.15. The director of the department of the Ministry, besides, interacts (including corresponds) with the subordinated Federal Services and federal agencies, and also structural divisions of the Russian Government Office.

The department director has no right to sign letters on coordination of drafts of acts, and also on the direction of notes and offers on them.
