About approval of the Regulations on the special account of the State committee of the industry, power and subsurface use of the Kyrgyz Republic

For the purpose of development of mineral resources of the Kyrgyz Republic, improvement of material and technical resources of the State committee of the industry, power and subsurface use of the Kyrgyz Republic, creation of the conditions necessary for effective work and ensuring social protection of employees of the State committee of the industry, power and subsurface use of the Kyrgyz Republic, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve Regulations on the special account of the State committee of the industry, power and subsurface use of the Kyrgyz Republic according to appendix.

Regulations On the Special account of the State committee of the industry, power and subsurface use of the Kyrgyz Republic

1. General provisions

1. This Provision determines procedure for education and expenditure of means of the Special account of the State committee of the industry, power and subsurface use of the Kyrgyz Republic (further - Committee).

2. Means of the Special account are the means received by Committee in addition to the assignments allocated from the republican budget of the Kyrgyz Republic. Means of the Special account are spent strictly on purpose.

The specified means join in the government budget of the Kyrgyz Republic and are allocated in profitable and account parts of the budget with the stand-alone program.

3. The special account of Committee is opened for the purpose of:

- developments of mineral resources of the Kyrgyz Republic;

- creations of necessary material conditions for activities of Committee, its subordinated divisions and companies;

ensuring social protection and guarantees, advanced trainings of employees of central office of Committee.

4. The special account of Committee is opened in the Central Treasury of the Ministry of Finance of the Kyrgyz Republic.

5. Managers of means of the Special account is the chairman of Committee, and in its absence - the vice-chairman or the secretary of state who is granted the right to dispose of budgetary appropriations.

- financial incentive on representation of the secretary of state of employees of central office of Committee;

- acquisition of motor transport for the office purposes, spare parts to it and fuels and lubricants;

- payment of surcharges, allowances and incentive payments, including for unrationed work and overtime work;

compensation of compensations for use by employees of central office of Committee of the individual transport in the office purposes according to the legislation of the Kyrgyz Republic;

- payment of expenses on journey on public transport in the city, the area and partial compensation of expenses on food;

- equity in construction of housing and improving organizations, acquisition of housing, capital and running repair of service premises and other expenses on improvement of working conditions and life;
