1. Approve Regulations on procedure for acceptance and implementation of collective decisions on use of forces and means of system of collective security - it (is applied).

2. To the Council of Ministers of Defense of the State Parties of the Agreement on collective security by preparation of the normative legal documents directed to realization of this provision, first-priority attention to pay to development of legal status of forces and means of system of collective security in case of their application according to Art. 4 of the Agreement on collective security, and also in cases of their use in counter-terrorist operations.

It is made in the city of Minsk on May 24, 2000 in one authentic copy in Russian. The authentic copy is stored in the Secretariat of Council of collective security which will send to each state which signed this Decision, its verified copy.

Regulations on procedure for acceptance and implementation of collective decisions on use of forces and means of system of collective security

1. General provisions

1.1. This Provision determines procedure for activities of bodies, forces and means of system of collective security by acceptance and implementation of collective decisions on use of forces and means of system of collective security of the State Parties of the Agreement on collective security (further - the Agreement) according to articles 2 and 4 of the Agreement.

1.2. The mechanism of acceptance and implementation of collective decisions on use of forces and means of system of collective security provides the sequence of activities and interaction of all bodies of system of collective security, and also again created interstate structures.

2. Structure, purpose and functions of bodies of system of collective security

2.1. Treat interstate bodies of system of collective security: Council of collective security and its supreme consultative bodies - Council of Foreign Ministers and the Council of Ministers of Defense.

Other governing bodies created by Council of collective security for the solution of specific objectives of ensuring collective security, acting on the permanent or temporary basis.

If armed attack is committed against one of the State Parties of the Agreement, Council of collective security for its request makes decisions on use of forces and means of system of collective security, the decisions connected with implementation of policy concerning their use, and also measure which he will consider necessary for maintenance or recovery of international peace and safety according to the Charter of the UN.

About the measures taken based on article 4 of the Agreement, Council of collective security without delay reports the Security Council of the United Nations.

2.3. Council of Foreign Ministers in case of safety hazard, territorial integrity and to sovereignty of one of the State Parties of the Agreement or threat to international peace and safety holds consultations for the purpose of approval of their foreign policy line items according to the prevention and permission political means of the conflict and crisis situations menacing to safety of these states develops recommendations to Council of collective security, coordinates the efforts of the State Parties of the Agreement directed to implementation of decisions of Council of collective security in the foreign policy area.

The secretary general of Council of collective security holds political consultations for the purpose of coordination of line items of the State Parties of the Agreement on military-political questions, will organize preparation of draft documents and decisions of Council of collective security.

2.6. The committee of chiefs of headquarters develops offers for the Council of Ministers of Defense on the questions connected with creation, preparation and planning of use of multilateral forces and means in regions (areas) of collective security of the State Parties of the Agreement.

2.7. According to decisions of Council of collective security for the purpose of direct management of forces and the funds allocated by the State Parties of the Agreement in structure of multilateral forces and means commands of multilateral forces and means in regions (areas) of collective security are created.

Commands of multilateral forces and means in regions (areas) of collective security perform the sales activity of the decisions made by Council of collective security in interaction with national authorities of military authorities of the State Parties of the Agreement.

2.8. Other interstate bodies coordinating the separate directions of safety of the State Parties of the Agreement also can take part in development of offers to Council of collective security and the subsequent implementation of its decisions.
