The government of the Republic of Kazakhstan and the Government of the Republic of Belarus which are hereinafter referred to as with the Parties

for the purpose of development of provisions of the Agreement on the principles of providing armed forces of the State Parties of the Commonwealth of Independent States with arms, military equipment and other appliances, the organization of research and development works of March 20, 1992, the Agreement on the organization of works on interstate standardization of arms and military equipment of November 3, 1995, aiming at deepening of military-economic cooperation between the Republic of Kazakhstan and the Republic of Belarus,

agreed as follows:

Article 1

Military control of quality of development and production of military products (arms, military equipment, property and components for them) at the companies, and also its acceptance for armed forces of the state which ordered products (states customers) is performed by military representative offices of the Ministry of Defence of the state delivering these products (states suppliers).

Need of military control of quality of military products is determined by the Ministry of Defence of the state customer (by components - the states customers of end products) and it is specified in the agreement (contract) for delivery (development) of products.

The procedure for expense recovery for armed forces of the state customer is determined by the free standing agreement between the Ministry of Defence of the Republic of Kazakhstan and the Ministry of Defence of the Republic of Belarus by product acceptance by military representative offices of the Ministry of Defence of the state supplier.

Compliance of military products to requirements of technical documentation and to terms of the contract (contract) is confirmed by the certificate directed by military representation; performing acceptance of military products, to the relevant ordering management of the Ministry of Defence of the state customer within one days after product acceptance.

Article 2

If necessary military representative offices of the state customer can exercise incoming inspection of the finished goods accepted by military representative offices of the state supplier.

Article 3

Control of activities of military representative offices of the Ministry of Defence of the Republic of Kazakhstan and the Ministry of Defence of the Republic of Belarus perform managements of the specified ministries to which these military representations are subordinated.

By agreement between the Ministry of Defence of the Republic of Kazakhstan and the Ministry of Defence of the Republic of Belarus representatives of the Ministry of Defence of the state customer can take part in checks of activities of their military representations concerning the organization of military control of product quality.

Article 4

This agreement is temporarily applied from the moment of signing and becomes effective from the date of the last of the notifications confirming accomplishment of the proper interstate procedures necessary for its entry into force.

This agreement is signed for a period of five years. Its action will be prolonged automatically every time the next year if in six months prior to the expiration of the corresponding period any of the Parties in writing does not notify other Party on the desire to stop its action.

It is made in Almaty on September 23, 1997 in two authentic copies, everyone in the Kazakh, Belarusian and Russian languages, and all texts are equally authoritative. In case of disagreements in interpretation of provisions of this agreement the text in Russian is assumed as a basis.
