Based on paragraph two of Item 7 of the Presidential decree of the Republic of Belarus of December 2, 2013 "About some questions of informatization" the Ministry of Communications and Informatization of the Republic of Belarus DECIDES: No. 531

1. Establish the list of actions in the field of informatization according to appendix.

2. Recognize invalid:

the resolution of the Ministry of Communications and Informatization of the Republic of Belarus of April 10, 2014 No. 4 "About the list of actions in the field of informatization" (The national legal Internet portal of the Republic of Belarus, 15.05. 2014, 8/28666);

the resolution of the Ministry of Communications and Informatization of the Republic of Belarus of April 17, 2015 No. 14 "About modification of the resolution of the Ministry of Communications and Informatization of the Republic of Belarus of April 10, 2014 No. 4" (The national legal Internet portal of the Republic of Belarus, 05.05. 2015, 8/29850);

the resolution of the Ministry of Communications and Informatization of the Republic of Belarus of February 29, 2016 No. 3 "About modification and amendments in the resolution of the Ministry of Communications and Informatization of the Republic of Belarus of April 10, 2014 No. 4" (The national legal Internet portal of the Republic of Belarus, 29.03.2016, 8/30783).

The list of actions in the field of informatization

1. Development of the information systems and information resources having national or industry backbone character which realization allows to create new technological business process and (or) to provide emergence of new knowledge.

2. The actions having the amount of financing for all term of their realization more than 30 thousand basic values directed to development and deployment in activities of state bodies and organizatsiy1 information resources, networks, systems, their upgrade (introduction of constructive changes in program and (or) program technical means) and (or) integration with other information resources, systems and networks, except for actions on:

to acquisition, development (completion, upgrade), commissioning of the information systems automating implementation of the accompanying functions of the organization including financial accounting, document flow, informing (the websites, portals), systems of video surveillance, video fixing and video conferencing;

certifications of information security systems of information systems and resources;

to lease of the telecommunication and computer equipment, information networks;

to use of computing resources and the software on technology of cloud computing, including completion of information resources and systems for ensuring their transfer on cloud platform and works on their transfer;

to updating of information resources, technical support and maintenance of information systems, maintenance of information networks.

3. Acquisition of the software, complexes of program technical means, the rights to intellectual property items, the telecommunication and computer equipment which estimated cost of annual requirement of purchase constitutes more than 30 thousand basic values, except for the actions connected with:

maintenance, repair, replacement of the failed in use telekommunikatsionnogo2 and computer equipment;

development of the state system of legal information of the Republic of Belarus, distribution (provision) of the state information and legal resources;

acquisition of components for production and use in production of the telecommunication and computer equipment, other equipment which is turning on the telecommunication and computer equipment in the structure;

control of the technology equipment for ensuring its functioning;

production and broadcasting TV and broadcasts;

implementation by operators and service providers of telecommunication of activities for development of networks of telecommunication;

development and use of the State management system by public keys of verification of the electronic digital signature of the Republic of Belarus;

ensuring national security, and also within public procurements, data on which constitute the state secrets.
