1. Approve the Instruction about procedure for entrance (entrance) to border area, stay and movements in it physical persons and vehicles it (is applied).

2. Determine that forms of omissions on entrance (entrance), the temporary stay and movement in border area of the foreign citizens and stateless persons who are constantly living outside the Republic of Belarus, made before entry into force of this resolution are valid before their complete use.

3. This resolution becomes effective after its official publication.

Chapter 1. General provisions

1. This Instruction determines procedure for entrance (entrance) to border area, stay and movements in it physical persons and vehicles, and also procedure for issue and cancellation of omissions on the right of entrance (entrance), temporary stay, movement in border area (further - the omission) to the foreign citizens and persons without citizenship who are constantly living outside the Republic of Belarus (further, unless otherwise specified, - the foreigner).

2. For the purposes of this Instruction terms and their determinations in the values established in the Law of the Republic of Belarus of July 21, 2008 No. 419-Z "About Frontier of the Republic of Belarus" are used.

Chapter 2. Procedure for entrance (entrance), stay and movement in border area

3. Citizens of the Republic of Belarus, foreign citizens and persons without citizenship have the right to drive (to enter) border area, to stay and move in it based on the documents provided in article 37 of the Law of the Republic of Belarus "About Frontier of the Republic of Belarus".

4. Foreigners perform entrance (entrance) to border area, stay and move in it within the administrative and territorial unit (area) specified in the omission issued to them.

Chapter 3. Procedure for issue of omissions to foreigners

5. The omission is issued to the foreigner who reached fourteen-year age based on the statement in form according to appendix 1 and other documents, stipulated by the legislation about ministerial procedures (further - the documents necessary for issue to foreigners of omissions).

6. The documents necessary for issue to foreigners of omissions move (are represented) in electronic or written form according to the procedure, stipulated by the legislation about ministerial procedures, to authorized bodies of the border service.

7. The decision on issue or on refusal in issue of the omission is accepted by body of the border service.

8. The omission is issued to the foreigner by the authorized officer of body of the border service in form according to appendix 2.

9. The omission are issued on group of the foreigners following in border area jointly and during the same term, the authorized officer of body of the border service in form according to appendix 3.

10. The foreigner is notified on cancellation of the omission in day of cancellation of the omission by means of use electronic and other types of communication providing fixation of the fact of its notification with indication of the bases, time and date of cancellation of the omission.
