Regulations of the State corporation on space activities Roskosmos

I. General provisions

1. These Regulations establish procedure the State corporation on space activities Roskosmos (further - Corporation) the powers and functions assigned to it according to the Federal Law "About the State corporation on space activities Roskosmos, execution by Corporation of orders and instructions of the President of the Russian Federation, orders of the Government of the Russian Federation, and also interaction of Corporation with federal bodies of the government, public authorities of subjects of the Russian Federation and local government bodies of municipalities when implementing of the functions by Corporation.

2. Activities of Corporation for realization of the powers and functions assigned to it are performed according to the program of activities of Corporation which affirms the supervisory board of Corporation.

Decisions of the President of the Russian Federation, the Government of the Russian Federation, the program of activities of Corporation, the solutions of the supervisory board of Corporation establishing obligatory for accomplishment of task by Corporation are the bases for forming of the financial plan of activities of Corporation.

3. The corporation participates in preparation of the federal law draft about the federal budget for the next financial year and planning period according to the procedure and terms which are established for federal executive bodies according to the budget legislation of the Russian Federation.

4. The CEO of Corporation is present at meetings of the Government of the Russian Federation, provides participation of Corporation in planning of meetings of the Government of the Russian Federation, preparation and representation of materials on the questions included in the plan of meetings of the Government of the Russian Federation, according to the procedure and terms which are established by the Government of the Russian Federation for federal executive bodies.

5. Activities of Corporation for creation of governmental and interdepartmental coordinating and advisory bodies and participation in them are performed according to the procedure, established by the Government of the Russian Federation for federal executive bodies.

6. The corporation introduces to the President of the Russian Federation and in the Government of the Russian Federation drafts of the Federal Laws, other regulatory legal acts of the Russian Federation, and also other documents on the questions relating to the established field of activity, according to the procedure, established for federal executive bodies.

7. The corporation participates in bill activities for the questions relating to the established field of activity, according to the procedure, established for federal executive bodies.

8. Officials of Corporation according to the decision of the Government of the Russian Federation can be appointed official (special) representatives of the Government of the Russian Federation on considered by chambers of Federal Assembly of the Russian Federation (further - Federal Assembly) to bills in the established field of activity of Corporation.

Specified persons coordinate activities for representation in the State Duma of Federal Assembly (further - the State Duma) and the Federation Council of Federal Assembly (further - the Federation Council) line items of the Government of the Russian Federation with plenipotentiaries of the Government of the Russian Federation in the relevant chambers of Federal Assembly.

10. The CEO of Corporation (his deputies) provides according to the procedure and terms which are established by the Government of the Russian Federation:

a) preparation of the draft of the response to parliamentary request for the Russian Prime Minister, the Deputy Prime Minister of Russia according to their order;

b) preparation of the draft of the response to deputy request, the address of senator of the Russian Federation or the deputy of the State Duma in the Government of the Russian Federation, to the Russian Prime Minister or the Deputy Prime Minister of Russia;

c) preparation and the direction of the answer to the appeals of committees and the commissions of chambers of Federal Assembly concerning their maintaining to the Russian Prime Minister, Deputy Prime Ministers of Russia which arrived in the Government of the Russian Federation. About results of consideration of addresses it is reported in the relevant committees or the commissions in the terms coordinated with them. 11. For the purpose of implementation of normative legal regulation in the established field of activity the Corporation publishes regulatory legal acts in the form of orders, provisions and instructions which are subject to registration and publication in the procedure established for federal executive bodies.

The CEO of Corporation plans the activities taking into account need of participation in the events held by the President of the Russian Federation or the Russian Prime Minister, Deputy Prime Ministers of Russia for meetings of the Government of the Russian Federation, the coordinating and advisory bodies formed by the Government of the Russian Federation, chambers of Federal Assembly, intergovernmental commissions and also in others planned actions, obligatory for it.

Departure in business trip and vacation of the CEO of Corporation are performed with the notification of the chairman of the supervisory board of Corporation.

II. Procedure for execution by Corporation of orders and instructions of the President of the Russian Federation, orders of the Government of the Russian Federation

13. For the purpose of the organization of execution of the Federal Laws, decrees and orders of the President of the Russian Federation, and also orders and instructions of the President of the Russian Federation resolutions and orders of the Government of the Russian Federation according to which Corporations are given instructions of the Russian Prime Minister and Deputy Prime Ministers of Russia concerning the established field of activity are issued.
