The government of the Republic of Kazakhstan and the Government of the Republic of Belarus which are hereinafter referred to as with the Parties

being guided by the Agreement on the principles of recognition and nostrification of documents on academic degrees, comparability of academic degrees, of May 17, 1993,

aiming at preserving and development of scientific bonds,

confirming the aspiration to continue cooperation in the field of certification scientific and research and educational personnel of the top skills,

agreed as follows:

Article 1

The parties recognize the documents of the state sample on award of academic degrees issued by the relevant certification organs of the states of the Parties, way of recertification of owners of diplomas in accordance with the established procedure in the territories of the states.

Article 2

Authorized body from the Republic of Kazakhstan - The highest certifying commission of the Ministry of Education and Science of the Republic of Kazakhstan, from the Republic of Belarus - the State highest certification committee of the Republic of Belarus.

Article 3

Authorized bodies of the states of the Parties:

hold mutual consultations in case of development of concepts of development of national systems of certification and requirements to certification scientific and research and educational personnel of the top skills, and also national lists (nomenclatures) of professions of scientists;

provide comparability of the main requirements to job seekers of academic degrees in the state systems of certification scientific and research and educational personnel of the top skills.

Article 4

Authorized bodies of the states of the Parties will develop cooperation in the field of certification scientific and research and educational personnel of the top skills by means of: creations of equal conditions for carrying out protection of theses by job seekers of the state of other Party in councils on protection of theses in the territory of the state; timely mutual informing on changes in the state systems of certification scientific and research and educational personnel of the top skills of the states of the Parties, exchange of the corresponding regulatory legal acts and other materials concerning certification of this personnel;

holding necessary joint actions for experience exchange of process control of certification scientific and the research and educational personnel of the top skills directed to its enhancement.

Article 5

For improvement of quality of examination of dissertation works Authorized bodies of the states of the Parties help:

to participation of the leading scientists and specialists in work of councils on protection of theses of the states of the Parties, and also as opponents in case of protection of theses;

to conducting additional examination of the theses defended in councils on protection of dissertations of other Party in councils on defense of a thesis in the territory.

Article 6

Participation in this agreement does not limit the right of the Parties to use of other forms of cooperation in the field of certification scientific and research and educational personnel of the top skills.

Article 7

On the specific questions connected with implementation of this agreement supplementary agreements and protocols can be signed.

Article 8

The Agreement on mutual consent of the Parties changes and additions which will be drawn up by the separate protocol which is integral part of this agreement can be made to the text.

Article 9

In case of disagreements concerning interpretation or application of provisions of this agreement of the Party will resolve them by consultations and negotiations.

Article 10

This agreement becomes effective from the date of receipt of the last written notice of execution of the interstate procedures necessary for its entry into force.

This agreement will be effective within five years and the term of its action will be prolonged automatically for the subsequent five-year periods if any of the Parties does not declare the intention to terminate this agreement by the written notice no later than six months before the expiration of the corresponding period of its action. It is made in the city of Minsk on May 22, 2000 in two authentic copies, everyone in the Kazakh, Russian and Belarusian languages, and all texts are equally authoritative.
