ORDER OF THE GOVERNMENT OF THE KYRGYZ REPUBLIC

of April 11, 2016 No. 201

About approval of acts in the field of public health care

(as amended on 01-09-2021)

For the purpose of implementation of article 22-1 of the Law of the Kyrgyz Republic "About public health care" the Government of the Kyrgyz Republic decides:

1. Approve:

- Health regulations "The organization and carrying out production control over observance of health regulations and accomplishment of sanitary and anti-epidemic (preventive) actions" according to appendix 1;

- Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to the organization of work on personal electronic computers" according to appendix 2;

- Sanitary and epidemiologic rules and standard rates "Sanitary protection zones and sanitary classification of the companies, constructions and other objects" according to appendix 3;

- Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to subjects to household appointment on rendering hairdresser's and cosmetic services to the population" according to appendix 4;

- Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to the device, content and the organization of operating mode in the preschool educational organizations" according to appendix 5;

- Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to disinfecting of drinking water by method of ultra-violet radiation" according to appendix 25;

- Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to the device and operation of public toilets" according to appendix 26;

- Health regulations and hygienic standard rates "Hygienic requirements to safety of the materials, reagents, the equipment used for water purification and water treatment" according to appendix 27.

2. Irrespective of departmental accessory and patterns of ownership, within five years to provide to the treatment-and-prophylactic organizations compliance of the used rooms put into operation before adoption of this resolution, to Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to the treatment-and-prophylactic organizations" approved by this resolution.

3. This resolution becomes effective after fifteen days from the date of official publication.

4. To impose control of execution of this resolution on department of education, culture and sport of Government office of the Kyrgyz Republic.

Appendix 1

Health regulations "Organization and carrying out production control over observance of health regulations and accomplishment of sanitary and anti-epidemic (preventive) actions"

1. General provisions

1. Health regulations "The organization and carrying out production control over observance of health regulations and accomplishment of sanitary and anti-epidemic (preventive) actions" (further - health regulations) determine procedure for the organization and carrying out production control over observance of health regulations and accomplishment of sanitary and anti-epidemic (preventive) actions.

2. Health regulations are aimed at safety and (or) harmlessness for the person and the habitat of subjects of production supervision, safety for health of the person of the performed works and the rendered services, and also industrial goods, foodstuff and goods for personal and domestic needs in case of their production, transportation, storage and realization to the population and intended for all organizations irrespective of departmental accessory and patterns of ownership.

3. Subjects of production supervision are production, public places, buildings, constructions, sanitary protection zones, zones of sanitary protection, atmospheric air, water supply, transport, engineering procedures and the equipment, raw materials, the made products (goods), storage conditions, transportations and realization, production wastes and consumption, the workplaces used for performance of works, rendering services.

4. The terms and determinations used in these health regulations:

1) production supervision - the control system on providing the sanitary and anti-epidemic (preventive) actions organized and of the activities held by legal entities and physical persons in the course of implementation by them, performance of works and rendering the services constituting potential danger for the person for the purpose of preserving life and human health, environment protection;

2) incoming inspection - control of raw materials and (or) products which arrived to the consumer or the customer intended for further use in production;

3) technological control - control of technological parameters of production (goods) in the course of production and rendering services;

4) frequency of control - the frequency rate of monitoring procedure determined by the program of production supervision;

5) control amount - the list of necessary inspections, researches, testing, examinations for assessment of safety of the rendered services to the population and the made products (goods), conditions of its production, storage, transportation and realization;

6) control critical point - production phase and turnover of food staples and foodstuff on which methods of laboratory, technological or other control can be applied and measures for ensuring their safety for life and health of the person are taken;

7) the program (plan) of production supervision - the document containing list sanitarily of significant factors and indicators, priority for this subject of managing and products developed by it, determining specific measures for implementation of production supervision in each specific control critical point and also the list of the actions providing control of observance of health regulations, accomplishment of sanitary and anti-epidemic and preventive actions in production process, storages, transportations, sales of products, performance of works, rendering services, terms of accomplishment and (or) frequency of holding these actions.

5. Production supervision includes:

1) implementation of actions, provided in the program of production supervision;

2) implementation (organization) of laboratory researches and testing:

- on sanitary protection zone border, in the territory (production site), on workplaces for the purpose of production impact assessment on the habitat of the person and his health;

- raw materials, semifinished products, finished goods and technologies of their production, storage, transportation, realization and utilization;

3) the organization of medical examinations, professional hygienic training and certification of officials and employees of the organizations which activities are connected with production, storage, transportation and realization of foodstuff and drinking water, education and training of children, public and consumer services of the population;

4) control of availability of personal medical books, sanitary passports of transport, the documents confirming quality, safety of raw materials, semifinished products, finished goods and technologies of their production, storage, transportation, realization and utilization in the cases provided by regulatory legal acts;

5) reasons for safety for the person and the environment of new types of products and technology of its production, criteria of safety and (or) harmlessness of factors production both the environment and development of control methods, including in case of storage, transportation and utilization of products, and also safety of process of performance of works, rendering services;

6) timely informing the population, local government bodies, authorized state body in the field of sanitary and epidemiologic wellbeing of the population about emergencies, production stops, about violations of the engineering procedures creating threat to sanitary and epidemiologic wellbeing of the population;

7) visual inspection by officials (workers) of the organization behind accomplishment of sanitary and antiepidemiological (preventive) actions, observance, development and the implementation of measures directed to elimination of the revealed violations.

6. The nomenclature, amount, frequency of laboratory researches and testing are determined taking into account the sanitary and epidemiologic characteristic of production, availability of harmful production factors, extent of their influence on health of the person and the circle of its dwelling and results of the laboratory researches and testing which are carried out in accordance with the established procedure by accredited laboratories.

7. Actions for carrying out production supervision are performed by legal entities and physical persons. Responsibility for timeliness of the organization, completeness and reliability of production supervision are born by legal entities and physical persons.

2. Requirements to the program (plan) of production supervision

8. The program (plan) of production supervision (further - the program) includes:

- the list of officials (workers) to whom functions on implementation of production supervision are assigned;

- the list of chemicals, biological, physical and other factors, and also the subjects of production supervision constituting potential danger for the person and the circle its dwellings (control critical points) concerning which the organization of laboratory researches and testing is necessary with indication of points in which sampling is performed (laboratory researches and testing are conducted), and frequency of sampling (carrying out laboratory researches and testing);

- the list of positions of the workers who are subject to medical examinations, professional hygienic training and certification;

- the list of the works and services, and also the types of activity which are constituting potential danger for the person and which are subject to sanitary and epidemiologic assessment carried out by subjects of entrepreneurship;

- the actions providing reasons for safety for the person and the environment, products and technology of its production, criteria of safety and (or) harmlessness of factors production both the environment and development of control methods including in case of storage, transportation, realization and utilization of products, and also safety of process of performance of works, rendering services;

- the list of forms of accounting and the reporting established by regulatory legal acts on the questions connected with implementation of production supervision;

- the list of the possible emergencies connected with production stop, violations of the engineering procedures creating threat to sanitary and epidemiologic wellbeing of the population of other situations in case of which emergence informing the population, local government bodies, and authorized body in the area sanitarno - epidemiological wellbeing of the population is performed;

- other actions which holding is necessary for implementation of effective control behind observance of sanitary and antiepidemiological (preventive) actions. The list of the specified actions is determined by the epidemiological importance of object, degree of potential danger for the person of the activities (the performed work, the rendered service) performed on subject of production supervision, capacity of object, possible negative consequences of violations of health regulations.

3. Features of production supervision

9. Production supervision is exercised using laboratory researches.

10. Laboratory researches and testing of factors of the production circle are conducted by accredited laboratories. Treat physical factors:

- temperature, humidity, air movement speed;

- thermal radiation;

- not ionizing electromagnetic fields and radiations, electrostatic field;

- permanent magnetic field (including hypogeomagnetic);

- electric and magnetic fields of industrial frequency (50 Hz);

- the broadband electromagnetic fields created by personal electronic computers;

- electromagnetic radiations of the radio-frequency range;

- broadband electromagnetic impulses;

- electromagnetic radiations of the optical range (including laser and ultra-violet);

- ionizing radiation;

- production noise, ultrasound, infrasound;

- vibration (local, general);

- aerosols (dust) mainly fibrogenny action;

- lighting natural (absence or insufficiency), artificial (insufficient illumination, illumination pulsation, excessive brightness, high unevenness of distribution of brightness, straight line and the reflected blinding blestkost);

- electrically charged particles of air - aero ions;

- aerosols mainly fibrogenny action.

Treat chemical factors:

- mixes, including some substances of the biological nature (antibiotics, vitamins, hormones, enzymes, proteinaceous medicines) received by chemical synthesis and/or for control of which use methods of the chemical analysis;

- hazardous substances with the ostronapravlenny mechanism of action;

- hazardous substances of 1 - 4 classes of danger.

Treat biological factors:

- microorganisms (bacteria, viruses, parasites, mushrooms, etc.), and also other biologically active agents which can cause infectious disease, allergy or poisoning.

11. Frequency of production laboratory supervision of harmful factors of the production circle makes 2 times a year (the cold, warm periods). Frequency can be reduced, but no more than twice in comparison with the normalized indicators on industrial enterprises (industrial facilities) in cases if on them excesses of threshold limit values and maximum permissible levels by results of the laboratory researches and measurements taken by the laboratories accredited on technical competence and independence, and establishments of positive dynamics of their sanitary and hygienic condition (holding the effective sanitary and improving actions confirmed by results of researches and measurements of factors of the production circle, lack of registration of occupational diseases, mass noninfectious diseases and the high illness rate with temporary disability except production supervision of hazardous substances with the ostronapravlenny mechanism of action are not noted for a number of years (at least 5 years), hazardous substances of 1 - 4 classes of danger and cases of change of the production technology).

4. Obligations of legal entities and physical persons when implementing production supervision

12. Legal entities and physical persons in case of identification of violations of health regulations on subject of production supervision shall take the measures directed to elimination of the revealed violations and non-admission of their origin including:

- suspend or stop the activities or work of certain shops, sites, operation of buildings, constructions, the equipment, transport, accomplishment of separate work types and rendering services;

- stop use to remove in the production of raw materials, the materials which are not conforming to the established requirements and which are not providing production, safe (harmless) to the person from realization the products which are not corresponding to health regulations and constituting danger to the person, to take measures for application (use) of such products for the purpose of, excluding damnification to the person, or its destruction;

- inform authorized body in the field of sanitary and epidemiologic wellbeing of the population on the measures taken on elimination of violations.

5. Organization of the state supervision of implementation of production supervision

13. Supervision of the organization and carrying out production supervision by legal entities and physical persons is performed by authorized body in the field of sanitary and epidemiologic wellbeing of the population.

14. Laboratory and tool researches are conducted in accredited laboratories for customer account, on contractual basis, according to the existing price list.

Appendix 2

Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to the organization of work on personal electronic computers"

1. General provisions

1. Sanitary and epidemiologic rules and standard rates "Sanitarno - epidemiological requirements to the organization of work on personal electronic computers" (further - health regulations) establish sanitary and epidemiologic requirements to the organization of work on personal electronic computers (further - PEVM).

2. Requirements of health regulations are directed to prevention of adverse influence on health of the person of harmful factors of the production circle and labor process during the work with PEVM.

3. Requirements of health regulations do not extend to designing, production and operation:

- household TVs and set-top game consoles;

- means of visual display of information of the microcontrollers which are built in processing equipment;

- PEVM of vehicles;

- PEVM moved in the course of work.

2. Terms and determinations

4. In these rules the following terms and determinations are used:

1) sanitary and epidemiologic rules and standard rates - the acts establishing criteria of safety and (or) harmlessness for the person of factors of the circle of its dwelling and the requirement to providing favorable conditions for its activity;

2) the video display terminal (display) - flexible technological means of input-output of information and management of it;

7) sound pressure - the variable component of pressure of air or gas resulting from sound vibrations;

8) the hygienic standard rate - the admissible maximum or minimum quantitative and (or) high-quality measure value established by researches, characterizing this or that factor of the habitat from line items of its safety and (or) harmlessness for the person;

9) threshold limit value (further - maximum allowable concentration) - such concentration of chemical elements and their connections in the environment which in case of daily influence on human body does not cause for a long time the pathological changes or diseases established by modern methods of researches in any terms of life of these and subsequent generations;

10) natural lighting - lighting of rooms the sky light (direct or reflected) getting through light apertures in the external protecting designs and also via light guides;

11) the coefficient of natural illumination (CNI) - the relation of the natural illumination created in settlement point of the set plane indoors by sky light (direct or after reflections), to at the same time measured value of the external horizontal illumination created by light of completely open firmament, at the same time participation of direct sunlight in creation of this or that illumination is excluded;

12) artificial lighting - lighting by artificial light sources: electric glow lamps or gas-discharge lamps;

13) microclimate - the complex of physical factors of the internal circle of rooms exerting impact on thermal exchange of organism and health of the person;

14) accreditation - the procedure by means of which the authorized body on accreditation officially recognizes competence of the legal entity of accomplishment of specific assessment works of compliance.

3. Requirements to rooms for work with PEVM

5. Rooms for operation of PEVM shall have natural and artificial lighting.

6. In case of natural side illumination of KEO there shall be at least 1,2 of %, artificial lighting in case of system of the combined lighting shall constitute 500-300 lx, in case of system of general lighting - 400 lx. Windows in rooms where PEVM is operated, shall be mainly oriented to the North and the northeast.

7. Window openings shall be equipped with regulated devices of type: blinds, curtains, external peaks, etc.

8. Placement of places of users of PEVM in all educational and cultural and entertaining organizations for children and teenagers in socle and basements is not allowed.

9. The square at one workplace of users of PEVM with video display terminals (further - VDT) based on electron beam tube (further - ELT) shall constitute at least 6 m 2, in premises of the cultural and entertaining organizations with videosdispleyny terminals based on flat discrete screens (liquid crystal, plasma) - sq.m 4,5.

10. When using PVEM with VDT based on ELT (without auxiliary devices - the printer, the scanner, etc.) with employment duration less than 4 hours a day the minimum Ploshchad 4,5 of sq.m at one workplace of the user (the adult and the student of the highest professional educational institution) is allowed.

11. For internal finishing of interior of rooms where PEVM are located, the diffusion reflecting materials with reflection coefficient for ceiling - 0,7 - 0,8 shall be used; for walls - 0,5 - 0,6; for floor - 0,3 - 0,5.

12. For internal finishing of interior of rooms with PEVM polymeric materials, in the presence of the documents confirming their quality and safety are used.

13. Rooms where workplaces with PEVM are placed, shall be equipped with protective grounding (zeroing) according to technical requirements on operation of PEVM.

14. It is not necessary to place workplaces with PEVM near power cables and inputs, high-voltage transformers, the processing equipment creating hindrances in work of PEVM.

4. Requirements to microclimate, content of aero ions and harmful chemicals in air on the workplaces equipped with PEVM

15. In production rooms in which work with use of PEVM is the main (dispatching, operator, settlement, cabins and posts of management, halls of computer facilities, etc.) and it is connected with neuroemotional pressure, optimum parameters of microclimate for work category 1a and 1b, the appendices 1 to these health regulations given in the table 3 shall be provided.

16. On other workplaces and in production rooms in which work with use of PEVM is auxiliary temperature, relative humidity and speed of movement of air should be supported at the admissible level conforming to the requirements provided in the table 4 of appendix 1 to these health regulations.

17. In rooms of all types of the educational and cultural and entertaining organizations for children and teenagers where PEVM are located, the optimum parameters of microclimate specified in the table 3 of appendix 1 to these health regulations shall be provided.

18. When ensuring admissible sizes of microclimate on workplaces:

- temperature drop of air on height shall be no more than 3 °C;

- air temperature drop across, and also its changes during change shall not exceed:

in case of work categories of I and and I - 4 °C;

in case of work categories of II and and II - 5 °C;

in case of work category of III - 6 °C.

At the same time, for separate work categories absolute values of air temperature shall not exceed the limit of the sizes specified in the table 3 of appendix 1 to these health regulations.

19. In case of air temperature on workplaces + and above the most admissible sizes of relative humidity of air shall not exceed the limit of 25 °C:

70% - in case of air temperature + 25 °C;

65% - in case of air temperature + 26 °C;

60% - in case of air temperature + 27 °C;

55% - in case of air temperature + 28 °C.

20. In case of the air temperature of +26-+28 °C the air movement speed specified in the table 3 of appendix 1 to these health regulations for the warm period of year shall correspond to the range:

0,1 - 0,2 of m/s - in case of work category of I and;

0,1 - 0,3 of m/s - in case of work category of I;

0,2 - 0,4 of m/s - in case of work category of II and;

0,2 - 0,5 of m/s - in case of work categories of II and III.

21. In the rooms equipped with PEVM daily damp cleaning and systematic airing after each working hours on PEVM is carried out.

22. Levels of positive and negative aero ions in air of rooms where PEVM are located, are specified in the table 5 of appendix 1 to these health regulations.

23. Content of harmful chemicals in air of production rooms in which work with use of PEVM is auxiliary shall not exceed threshold limit values of hazardous substances in air of the working area according to the established hygienic standard rates.

24. Content of harmful chemicals in production rooms in which work with use of PEVM is the main (dispatching, operator, settlement, cabins and posts of management, halls of computer facilities, etc.) shall not exceed threshold limit values of pollutants in atmospheric air of the inhabited places according to the established hygienic standard rates.

25. Content of harmful chemicals in air of rooms, held for use PEVM, in all types of the educational organizations shall not exceed maximum permissible average daily concentration for atmospheric air according to the established hygienic standard rates.

5. Requirements to noise levels and vibration on the workplaces equipped with PEVM

26. In production rooms in case of accomplishment of the main or auxiliary works with use of PEVM noise levels on workplaces shall not exceed the maximum permissible values established for these work types given in the table 1 of appendix 1 to these health regulations.

27. In premises of all educational and cultural and entertaining organizations for children and teenagers where PEVM are located, noise levels shall not exceed the admissible values established for the residential and public buildings given in the table 1 of appendix 1 to these health regulations.

28. In case of performance of works with use of PEVM vibration level in rooms of all types of the educational and cultural and entertaining organizations in which PEVM are operated shall not exceed the admissible values specified in the table 1 of appendix 2 to these health regulations.

29. The rustling equipment (printers, servers, etc.) which level of sound pressure exceeds the maximum permissible levels provided in the table 1 of appendix 1 to these health regulations shall be placed out of rooms with PEVM.

6. Requirements to lighting on the workplaces equipped with PEVM

30. Desktops should be placed so that video display terminals were oriented by lateral face to light apertures that natural light fell mainly at the left.

31. Artificial lighting in rooms for operation of PEVM shall be performed by system of general uniform lighting. In production and administrative public places, in cases of preferential work with documents, it is necessary to apply systems of the combined lighting (to general lighting the lamps of local lighting intended for illumination of zone of arrangement of documents are in addition established).

32. Illumination on table surface in zone of placement of the working document shall be 300 - 500 lx. Lighting shall not create patches of light on the surface of the screen. Illumination of surface of the screen shall not be more than 200 lx.

35. Discomfort indicator in administrative public places - no more 40, in preschool and training rooms - no more than 14.

37. Lamps of local lighting shall have shadowproof reflector with protective corner at least 40 degrees.

39. As light sources in case of artificial lighting it is necessary to apply mainly luminescent lamps like LB and compact luminescent lamps. In case of the device of the reflected lighting in production and it is administrative - public places application of metalhalogen lamps is allowed. In lamps of local lighting use of glow lamps, including halogen is allowed.

40. With PEVM it is necessary to use lamps with the mirror parabolic lattices completed with electronic puskoreguliruyushchy devices to lighting of rooms (further - EPRA). Use of multilamp lamps with EPRA consisting of equal number of the advancing and lagging behind branches is allowed.

Use of lamps without lenses and the shielding lattices is not allowed.

In the absence of lamps with EPRA of lamp of multilamp lamps or nearby the located lamps of general lighting should be turned on on different phases of three-phase network.

41. General lighting when using luminescent lamps should be carried out in the form of firm or dash lines of the lamps located sideways from workplaces parallel to the line of sight of the user in case of line arrangement of video display terminals. In case of perimeter arrangement of computers of the line of lamps shall be located it is localized over desktop, is closer to its first line turned to the operator.

42. The inventory coefficient (further - Kz) for lighting installations of general lighting shall be accepted by equal 1,4.

43. The coefficient of pulsation shall not exceed 5%.

44. For ensuring the normalized values of illumination in rooms for use of PEVM it is necessary to purge glasses of window frames and lamps at least two times a year and to make timely replacement of the fused lamps.

7. Hygienic requirements to levels of electromagnetic fields on the workplaces equipped with PEVM

45. Maximum permissible levels of the electromagnetic fields (further - EMP) created by PEVM on workplaces of users and also in premises of the educational and cultural and entertaining organizations, shall conform to requirements of the corresponding technical regulations.

46. The technique of carrying out instrumental control of the EMP levels is given on workplaces of users of PEVM in appendix 3 to these health regulations.

8. General requirements to the organization of workplaces of users of PEVM

47. In case of placement of workplaces with PEVM the distance between desktops with video monitors (in the direction of the back of surface of one video monitor and the screen of other video monitor), shall be at least 2,0 of m, and the distance between side surfaces of video monitors - is at least m 1,2.

48. Workplaces with PEVM in rooms with sources of harmful production factors shall be placed in the isolated cabins with organized air exchange.

49. Workplaces with PEVM in case of accomplishment of the creative work requiring the considerable intellectual tension or high concentration of attention are recommended to be isolated from each other partitions 1,5 height - m 2,0.

50. The screen of video monitor shall be from the user's eyes at distance of 600 - 700 mm, but 500 mm taking into account the sizes of alphanumeric signs and symbols are not closer.

51. The design of desktop shall provide optimum placement on working surface of the used equipment taking into account its quantity and design features, nature of the performed work. At the same time use of desktops of various designs meeting the modern requirements of ergonomics is allowed. The surface of desktop shall have coefficient of reflection of 0,5 - 0,7.

52. The design of working chair (chair) shall provide maintenance of rational working pose during the work on PEVM and allow to change pose for the purpose of decrease in static stress of muscles of cervicobrachial area and back for the prevention of development of exhaustion. The type of working chair (chair) should be chosen taking into account growth of the user, nature and employment duration with PEVM.

The working chair (chair) shall be lifting and rotary, regulated on height and tilt angles of seat and back, and also back distance from first line of seat, at the same time adjustment of each parameter shall be independent, easily performed and to have reliable fixing.

53. The surface of seat, back and other elements of chair (chair) shall be semi-soft, with the nonskid, poorly electrified and air-permeable covering providing easy cleaning of pollution.

54. Hygienic criteria for evaluation of weight and intensity of labor process of users of PEVM are given in appendix 4 to these health regulations.

9. Requirements to the organization and the equipment of workplaces with PEVM for adult users

55. Height of table working surface for adult users shall be regulated within 680-800 mm; in the absence of such opportunity height of table working surface shall constitute 725 mm.

56. The modular sizes of table working surface for PEVM based on which the constructive sizes shall be calculated should be considered: width 800, 1000, 1200 and 1400 mm, depth of 800 and 1000 mm with its non-regulated height equal of 725 mm.

57. The desktop shall have space for legs at least 600 mm high, width - at least 500 mm, depth at the level of knees - at least 450 mm and at the level of the extended legs - at least 650 mm.

58. The design of working chair shall provide:

- width and depth of surface of seat at least 400 mm;

- seat surface with the rounded first line;

- adjustment of height of surface of seat within 400 - 550 mm and tilt angle forward to 15 degrees and back - to 5 degrees;

- height of the bearing area of back of 300+-20 mm, width - at least 380 mm and the radius of curvature of the horizontal plane - 400 mm;

- back tilt angle in the vertical plane within +-30 degrees;

- adjustment of distance of back from first line of seat within 260 - 400 mm;

- stationary or removable armrests at least 250 mm long and width - 50 - 70 mm;

- adjustment of armrests on height over seat within 230 +-30 mm and internal distance between armrests - within 350 - 500 mm.

59. The workplace of the user of PEVM should be equipped with the support for legs having width at least 300 mm, depth - at least 400 mm, adjustment on height - in limits to 150 mm and on tilt angle of the bearing area of support - to 20 degrees. The surface of support shall be corrugated and have side 10 mm high on first line.

60. The keyboard it is necessary to have on table surface at distance of 100 - 300 mm from the edge turned to the user, or on the special, regulated on height working surface, separated the main table-top.

10. Requirements to the organization and the equipment of workplaces with PVEM

for students in the general education organizations and the organizations initial and higher education

61. Rooms for occupations are equipped with the single tables intended for work with PEVM.

62. The design of single table for work with PEVM shall provide:

- two separate surfaces: one horizontal - for placement of PEVM, with smooth adjustment on height within 520 - 760 mm and the second - for the keyboard, with smooth adjustment on height and tilt angle from 0 to 15 degrees, with reliable fixing in optimum working provision (12-15 degrees);

- width of surfaces for VDT and the keyboard at least 750 mm (width of both surfaces shall be identical) and depth - at least 550 mm;

- support of surfaces for PEVM or VDT and for the keyboard on strut in which shall is wires of power supply and cable of local network. The basis of strut should be combined with support for legs;

- lack of boxes;

- increase in width of surfaces up to 1200 mm in case of equipment of workplace the printer.

63. Height of the table edge turned to working with PEVM, and height of space for legs shall correspond to growth of students in footwear according to appendix 5 to these health regulations.

64. In the presence of the high table and chair inappropriate to growth of students, it is necessary to use the support regulated on height for legs.

65. The line of look shall be perpendicular to the center of the screen and its optimum variation from the perpendicular passing through the center of the screen in the vertical plane shall not exceed +-5 degrees, admissible - +-10 degrees.

66. The workplace with PEVM is equipped with chair which main sizes shall correspond to growth of students in footwear according to appendix 6 to these health regulations.

67. Requirements to the organization of operating mode with PEVM for students in the general education organizations and the organizations initial and higher education shall conform to the requirements given in appendix 4 to these health regulations.

11. Requirements to the equipment and the organization of rooms with PEVM for children of preschool age

68. Rooms for occupations are equipped with the single tables intended for work with PEVM.

69. The design of single table shall consist of two parts or tables connected together: on one surface of table VDT, on another - the keyboard is located.

The table design for placement of PEVM shall provide:

- smooth and easy adjustment on height with reliable fixing of horizontal surface for video monitor within 460 - 520 mm, with depth at least 550 mm and width - at least 600 mm;

- possibility of smooth and easy change of tilt angle of surface for the keyboard from 0 to 10 degrees, with reliable fixing;

- width and depth of surface under the keyboard shall be at least 600 mm;

- table surface, equal without deepenings, for the keyboard;

- lack of boxes;

- space for legs under table over floor at least 400 mm.

Width is determined by table design.

70. The sizes of chairs for occupations are given in appendix 7 to these health regulations.

71. Replacement of chairs with stools or benches is not allowed.

72. The surface of seat of chair shall give in to disinfection easily.

73. Requirements to the organization of operating mode with PEVM for children of preschool age shall conform to the requirements given in appendix 4 to these health regulations.

12. Requirements to the organization of medical attendance of users of PEVM

74. Persons working with PEVM (PEVM which are professionally connected with operation) shall pass obligatory preliminary in case of the revenues to work and periodic medical examinations according to the procedure established by the order of the Government of the Kyrgyz Republic "About approval of regulatory legal acts of the Kyrgyz Republic in the field of public health care" of May 16, 2011 No. 225.

75. Women since establishment of pregnancy are transferred to the works which are not connected with use of PEVM or for them operating time with PEVM (no more than 3 hours for working shift) on condition of observance of the hygienic requirements established by these health regulations is limited.

76. Medical examination of students in the educational organizations regarding establishment of contraindications to work with PEVM is carried out according to the order of the Government of the Kyrgyz Republic "About approval of regulatory legal acts of the Kyrgyz Republic in the field of public health care" of May 16, 2011 No. 225.

Technique of instrumental control and hygienic assessment of levels of electromagnetic fields on workplaces of users of personal electronic computers

1. General provisions

1. Instrumental control of electromagnetic situation on workplaces of users of personal electronic computers (further - PEVM) is made:

- in case of input of PEVM in operation, the organizations new and reorganization of workplaces;

- after holding the organizational and technical actions directed to normalization of electromagnetic situation;

- in case of certification of workplaces under the terms of work;

- according to requests of the companies and organizations;

- when carrying out production supervision.

2. Instrumental control is exercised by test laboratories (centers) accredited in accordance with the established procedure.

2. Requirements to measuring instruments

3. Instrumental control of levels of electromagnetic fields shall be exercised by the devices with the allowed main relative error of measurements of +20% included in the State register of gages and having the existing certificates on the passing of the State checking according to the procedure established by the legislation of the Kyrgyz Republic.

4. In case of instrumental control it is necessary to use measuring instruments with isotropic antennas converters.

5. When carrying out instrumental control of electromagnetic fields from PEVM in rooms with the high background level of electric and magnetic fields of industrial frequency (50 Hz) in which levels of intensity of fields in the range of the frequencies of 5 Hz - 2 kHz exceed the maximum permissible levels of the electromagnetic fields created by PEVM on workplaces, established by the corresponding technical regulations it is necessary to use the gage providing possibility of separate measurement of electric and magnetic fields in strip of the frequencies of 45 Hz - 55 Hz and in the range of the frequencies of 5 Hz - 2 kHz with the cut-out strip of the frequencies of 45 Hz - 55 Hz.

3. Preparation for carrying out instrumental control

6. Constitute the plan (sketch) of placement of workplaces of users of PEVM indoors.

7. Enter in the protocol of the data on the workplace equipment:

- name of the PEVM device;

- name of producer company;

- model and serial (serial) number.

8. Enter in the protocol of the data on availability of assessment of conformity of PEVM and priekranny filters (in case of their availability).

9. Establish on the screen of the video display terminal the image, typical for this work type (the text, graphics, etc.).

10. When carrying out measurements all computer facilities, the video display terminal and other electric equipment used for work placed in this room shall be included.

11. To take measurements of parameters of static electric field not earlier than in 20 minutes after inclusion of PEVM.

4. Carrying out measurements

12. Measurement of levels of variation electric and magnetic fields, static electric fields on the workplace equipped with PEVM is made at distance of 50 cm from the screen, at three levels: at height of 0,5 of m, 1,0 of m and 1,5 of m.

13. Measurements of electromagnetic fields treats direct measurements with repeated observations, accounting of error (uncertainty) of measurements is performed according to the existing national standards. For hygienic assessment the maximum values get out of the average values measured at various heights.

Appendix 4

to Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to the organization of work on personal electronic computers"

Organization of work with personal electronic computers

1. Hygienic criteria for evaluation of weight and intensity of labor process of users of personal electronic computers

1. Assessment of weight and intensity of labor process of users of personal electronic computers (further - PEVM) is carried out by the techniques approved in accordance with the established procedure.

Assessment of weight and intensity of work of operators of control panels whose professional activity is connected with high responsibility, decision making in the conditions of deficit of time (air traffic controllers, railway dispatchers, operators of power stations, etc.) shall be performed on the basis of studying of the conditions and functional condition working with the subsequent development of offers on rational labor organization. This work is performed by the research organizations accredited in accordance with the established procedure.

2. The organization of work with PEVM is performed depending on type and category of labor activity.

Types of labor activity are divided into 3 groups: group A - work on reading of information from the screen of the video display terminal (further - VDT) with preliminary request; group B - work on information input; group B - creative work in the mode of dialogue with PEVM. In case of accomplishment during working shift of the works relating to different types of labor activity for the main work with PEVM it is necessary to accept such which takes at least 50% of time during working shift or the working day.

For types of labor activity 3 categories of weight and tensions of work with PEVM which are determined are established: for group A - on total number of the read-out signs for working shift, but no more than 60 000 signs for change; for group B - on total number of the read-out or entered signs for working shift, but no more than 40 000 signs for change; for group B - on total time of direct work with PEVM for working shift, but no more than 6 hours for change.

Depending on category of labor activity and level of loading for working shift during the work with PEVM total time of the regulated breaks is established.

3. For the prevention of premature fatigue of users of PEVM the working shift is organized by alternation of works with use of PEVM and without it.

In case of origin at working with PEVM of visual discomfort and other adverse subjective feelings, despite observance of sanitary and hygienic and ergonomic requirements, it is required to apply individual approach with restriction of operating time with PEVM.

4. In cases when kind of work requires permanent interaction with VDT (set of texts or data entry, etc.) with tension of attention and concentration, in case of exception of possibility of periodic switching to other types of labor activity which are not connected with PEVM it is necessary to organize breaks for 10 - 15 min. every 45 - 60 min. work.

5. Duration of continuous work with VDT without the regulated break shall not exceed 1 hour.

6. During the work with PEVM in night shift (from 22 to 6 hours), irrespective of category and type of labor activity, duration of the regulated breaks should be increased by 30%.

7. During the regulated breaks for the purpose of decrease in neuroemotional pressure, exhaustion of the visual analyzer, elimination of influence of hypodynamia and gipokineziya, prevention of development of pozotonichesky exhaustion it is reasonable to carry out complexes of physical exercises.

8. Working with PEVM, with the high level of intensity, during the regulated breaks and at the end of the working day it is necessary to organize sessions of psychological unloading in specially equipped rooms (the room of psychological unloading).

2. The organization of occupations with PEVM of students in the educational organizations of higher education

9. Duration of work of students on occupations with use of PEVM is determined by training course, nature (data entry, programming, debugging of programs, editing, etc.) and complexity of the performed tasks.

10. For first-year students optimum time of studies during the work with VDT or PEVM constitutes 1 hour, for students of older years - 2 hours with obligatory observance between two class periods of occupations of break lasting 15 - 20 min. Time of studies with VDT or PEVM to increase for first-year students till 2 o'clock, and for students of older years - up to 3 class periods is allowed provided that duration of studies in display class (audience) does not exceed 50% of time of direct work with VDT or PEVM, and in case of observance of preventive actions: exercises for eyes, sports minute and sports pause.

11. For the prevention of development of overfatigue by obligatory actions are:

- carrying out exercises for eyes every 20 - 25 min. works with VDT or PEVM;

- the device of breaks after each class period of occupations, irrespective of educational process, lasting not less than 15 min.;

- carrying out during breaks of end-to-end airing of rooms with VDT or PEVM, with obligatory exit of students from it;

- implementation during breaks of exercises of sports pause within 3 - 4 min.;

- carrying out exercises of sports minute within 1 - 2 min. for removal of local exhaustion which are carried out individually in case of initial signs of fatigue;

- replacement of sets of exercises once in 2 - 3 weeks.

12. Sports pauses should be carried out under the leadership of the teacher or it is centralized, by means of information on local radio against the background of moderately sounding pleasant music.

3. The organization of operating mode with PEVM of students in the educational organizations of primary professional education

13. Work duration on occupations with use of PEVM is determined by training course, nature (data entry, programming, debugging of programs, editing, etc.) and complexity of the performed tasks.

14. Duration of work with PEVM during studies:

- for students at the first year - no more than 30 min.;

- for students on the second and third rates in case of dual occupations: 30 min. on the first hour and 30 min. - on the second, at an interval of work with VDT, PEVM at least 20 min., including change, explanation of training material, poll of students, etc.;

- for students of third year duration of studies with VDT or PEVM is allowed to increase to 3 class periods with total time of direct work with VDT or PEVM no more than 50% of general time of studies.

15. After each class period of occupations with PEVM it is necessary to arrange breaks lasting 15 - 20 min., with obligatory exit of students from class (office) and the organization of end-to-end airing.

16. Under the organization of single-shift occupations in the middle of school day (after 3 - 4 lessons) it is necessary to arrange break lasting 50 - 60 min. for lunch and rest of students.

17. For the prevention of development of overfatigue during the work with VDT or PEVM it is necessary to perform complex of preventive physical actions:

- carry out exercises for eyes every 20 - 25 min. of work with VDT or PEVM, and in case of the visual discomfort which is expressed in bystry development of fatigue of eyes, gripes, flashing of points before eyes, etc. exercises for eyes are conducted independently and before the specified time;

- for removal of local exhaustion sports minutes of purposeful appointment individually or orderly under control of the teacher shall be performed;

- for removal of general exhaustion, improvement of functional condition of nervous, cardiovascular, respiratory systems, and also for muscles of humeral belt, hands, back, neck and legs to carry out sports pause.

Sets of exercises should be changed in 2-3 weeks.

18. The general duration of kruzhkovy and facultative work with use of VDT and PEVM shall not exceed 2 hours a week, and direct works with VDT and PEVM - no more than 1 hour in case of observance of operating mode and preventive actions as when carrying out studies.

19. Kruzhkovy and facultative occupations with use of VDT and PEVM are held after the termination of studies not earlier than in 50-60 min.

20. Duration of work with use of PEVM during work practice, without studies, shall not exceed 3 hours a day in case of observance of operating mode and preventive actions.

4. The organization of occupations with PEVM of children of school age and occupations with game complexes based on PEVM of children of preschool age

21. The recommended continuous duration of the work connected with fixing of look directly on the VDT screen at lesson shall not exceed:

- for the studying I-IV classes - 15 min.;

- for the studying V-VII classes - 20 min.;

- for the studying VIII-IX classes - 25 min.;

- for the studying X-XI classes on the first hour of studies - 30 min., on the second - 20 min.

22. The optimum number of occupations with use of PEVM during school day for the studying I-IV classes makes 1 lesson, for the studying V-VIII classes - 2 lessons, for the studying IX-XI classes - 3 lessons.

23. During the work with PEVM for prevention of development of exhaustion it is necessary to perform complex of preventive actions according to Item 17 of appendix 4 to these health regulations.

24. During changes it is necessary to carry out end-to-end airing with obligatory exit of students from class (office).

25. For the studying senior classes employment duration with PEVM shall not exceed 50% of time of occupation.

26. Duration of work with use of PEVM during work practice, without studies, shall not exceed 50% of duration of working hours in case of observance of operating mode and preventive actions.

27. It is necessary to give nonlearning classes with use of PEVM not more often than 2 times a week lasting:

- for the studying II-V classes - no more than 60 min.;

- for the studying VI classes is also more senior - no more than 90 min.

Time of carrying out computer games with the imposed rhythm shall not exceed 10 min. for pupils of the II-V classes and 15 min. - for pupils of more senior classes. It is necessary to carry out them at the end of occupation.

28. Conditions and day regimen in the improving and educational camps realizing educational programs with use of PEVM within 2-4 weeks shall conform to requirements of health regulations to the device, content and the organization of the mode of child care improving country facilities or improving organizations with day stay in the period of vacation in city conditions.

29. Occupations with PEVM in the improving and educational organizations realizing the educational programs with use of PEVM organized in the period of school vacation it is necessary to spend no more than 6 days a week.

30. The general duration of occupations with PEVM in the improving and educational organizations realizing educational programs with use of PEVM organized in the period of school vacation needs to be limited:

- for children of 7 - 10 years - one occupation in the first half of day, lasting no more than 45 min.;

- for children of 11 - 13 one or two years occupations 45 min.: one - in the first half of day and another - in the second half of day;

- for children of 14 - 16 one or three years occupations 45 min. everyone: two in the first half of day and one in the second half of day.

31. In the improving and educational organizations in the period of school vacation computer games with the imposed rhythm it is necessary to carry out no more once a day, duration:

- up to 10 min. - for children of younger school age;

- up to 15 min. - for children of average and the advanced school age.

It is forbidden to hold computer games before going to bed.

32. In the preschool educational organizations (further - DOO) continuous employment duration from PEVM on the developing game occupations for children of 5 years shall not exceed 10 min., for children of 6 years - 15 min.

33. It is necessary to give game classes with use of PEVM in DOO no more than one during the day and not more often than three times a week in days of the highest performance of children: on Tuesday, on environment and Thursday. After the occupation with children carry out gymnastics for eyes.

34. It is forbidden to give classes with PEVM in DOO at the expense of time allowed for dream, day walks and other improving actions.

35. Shall precede occupations with PEVM quiet games.

36. Simultaneous use of one VDT for two and more children irrespective of their age is forbidden.

37. Classes with PEVM irrespective of age of children are given in the presence of the tutor or the teacher.

Sanitary and epidemiologic rules and standard rates "Sanitary protection zones and sanitary classification of the companies, constructions and other objects"

1. General provisions

1. Sanitary and epidemiologic rules and standard rates "Sanitary protection zones and sanitary classification of the companies, constructions and other objects" (further - health regulations) extend to placement, design, construction and operation of again under construction, reconstructed and operating industrial facilities and productions, objects of transport, communication, agricultural industry, power, experienced and experimental productions, domestic objects, sport, trade, public catering, etc., being sources of chemical, physical, biological impact on the habitat and health of the person. Impact sources on the habitat and health of the person are objects for which levels of the created pollution outside the industrial platform exceed 0,1 of threshold limit values and/or maximum permissible levels.

2. Do not extend to the industrial facilities and productions which are sources of ionizing radiation, these health regulations.

3. For the purpose of safety of the population around the objects and productions which are impact sources on the habitat and health of the person the sanitary protection zone (further - the SPZ) as the special territory with specific mode of use which size provides reduction of impact of pollution by atmospheric air to the values established by hygienic standard rates "Threshold limit values of pollutants in atmospheric air of the inhabited places is established.

On the functional purpose the SPZ is the protective barrier providing the level of safety of the population in case of operation of object.

The project of reasons for the SPZ is developed for the objects which are impact sources on the habitat. The approximate size of the SPZ on classification shall be proved by the project with calculations of the expected pollution of atmospheric air (taking into account background) and levels of physical impact on atmospheric air and is confirmed with results of natural researches and measurements.

4. The SPZ of industrial productions and objects it is developed consistently: the settlement (preliminary) SPZ executed based on the project with calculations of dispersion of pollution of atmospheric air and physical impact on atmospheric air (noise, vibration, electromagnetic fields, etc.); the established (final) SPZ executed based on results of natural observations and measurements for confirmation of calculated parameters.

5. Criterion for determination of the size of the SPZ are not excess on its external border and beyond its limits of threshold limit values of pollutants for atmospheric air of the inhabited places and maximum permissible levels of physical impact on atmospheric air.

6. For groups of industrial facilities and productions or the industrial hub (complex) the single settlement and finally established SPZ taking into account total emissions in atmospheric air and physical impact of sources of the industrial facilities and productions entering single zone is established.

7. The organizations, the industrial facilities and productions, groups of industrial facilities and constructions which are impact sources on the habitat and health of the person it is necessary to separate from the SPZ the territory of the housing estate, landscape and recreational zones, rest areas, the territories of resorts, sanatoria, rest houses, stationary treatment and prevention facilities, the territories of gardening partnerships and cottage building, collective or individual seasonal and garden and garden dachas.

8. For highways, lines of rail transport, the subway, garages and car parks, and also along standard routes of flight in zone of take off and landing of aircrafts the size of gap is established in each case based on calculations of dispersion of pollution of atmospheric air and physical factors (noise, vibration, electromagnetic fields, etc.), with the subsequent carrying out natural researches and measurements.

9. For bulk distribution lines of hydrocarbonic raw materials, compressor installations sanitary gaps (sanitary right-of-ways) are created. The minimum sizes of sanitary gaps/distances are given in appendices 2-7 to these health regulations.

10. The size of sanitary gap from the settlement to the agricultural fields processed by pesticides and agrochemicals by aviation method shall constitute at least 2000 m.

11. The SPZ size for the airports, airfields is established in each case based on calculations of dispersion of pollution of atmospheric air and physical impact on atmospheric air (noise, vibration, electromagnetic fields, etc.), and also based on results of natural researches and measurements and risk assessment for health of the population.

12. The SPZ size for the companies can be changed by the Chief state health officer of the Kyrgyz Republic in coordination with authorized state bodies in the field of architecture, construction and housing and communal services and environmental protection, providing ecological safety and environmental management.

13. Laboratory researches of atmospheric air and measurement of physical impacts on atmospheric air in the territory of the SPZ and on its border, and also in the housing estate are performed by services of industrial facilities and productions, and also authorized state bodies of the Kyrgyz Republic in the field of supervision and control concerning ecological and technical safety, concerning sanitary epidemiological wellbeing of the population within the competence.

2. Terms and determinations

14. In these health regulations the following terms and determinations are used:

1) the sanitary protection zone is the territory separating the companies, their certain buildings and constructions with the engineering procedures which are impact sources on the habitat and health of the person the housing estate, landscape and recreational zone, the rest area, the resort. The sanitary protection zone is obligatory element of any object which is impact source on the habitat and health of the person;

2) sanitary and epidemiologic rules and standard rates - the acts establishing criteria of safety and (or) harmlessness for the person of factors of the circle of its dwelling and the requirement to providing favorable conditions for its activity;

3) sanitary protection zone border - the conditional line limiting the territory of the sanitary protection zone outside which factors of impact do not exceed the established hygienic standard rates;

4) sanitary gap - the minimum distance from source of harmful effects to border of the housing estate, landscape recreational zone, the rest area, the resort;

5) pollution zone - the territory around pollution source within which the ground layer of the atmosphere can be polluted by hazardous substances in the concentration exceeding maximum-permissible levels;

6) class of danger of object - the category of object established depending on capacity, service conditions, nature and amount of the pollutants emitted to the environment, the created noise, vibration, not ionizing radiation exerting adverse environmental impact and health of the person;

7) production facility - object of the economic activity connected with production, performance of works and rendering services which are performed with use of the processes, the equipment and technology which are impact sources on the habitat and health of the person.

3. Designing of sanitary protection zones

15. Designing of the SPZ is performed at all development stages of town-planning documentation, construction projects, reconstruction and operation of separate industrial facility and production and/or group of industrial facilities and productions.

The sizes and borders of the SPZ are determined in the project of the SPZ. Reasons for the sizes of the SPZ are performed according to the requirements stated in these health regulations.

16. In the project of the SPZ on construction new, reconstruction or modernization of the operating industrial facilities, productions and constructions actions and funds for the organization of the SPZ, including settling out of inhabitants, in case of need shall be provided. Accomplishment of actions, including settling out of inhabitants, is provided by officials of the corresponding industrial facilities and productions.

17. Borders of the SPZ are established from sources of chemical, biological and/or physical impact, or from border of the parcel of land belonging to industrial production and object for conducting economic activity and which is drawn up in accordance with the established procedure (the industrial platform), to external border of the industrial platform in the set direction.

18. Depending on the characteristic of emissions for industrial facility and production according to which the factor conducting the SPZ for establishment is chemical pollution of atmospheric air the size of the sanitary protection zone is established from border of the industrial platform and/or from source of emissions of pollutants.

The border of the SPZ is established:

- from border of the territory of the industrial platform in case of establishment of the SPZ on the basis of the approximate sizes of the SPZ;

- from extreme sources of emissions on perimeter in case of establishment of the SPZ on the basis of the settlement or established SPZ sizes.

19. In the territory with excess of indicators of background above hygienic standard rates placement of the industrial facilities and productions which are sources of pollution of the habitat and impact on health of the person is not allowed. For the operating objects being sources of pollution of the habitat of the person carrying out reconstruction or reshaping of productions on condition of decrease in all types of impact on the habitat to threshold limit value in case of chemical and biological impact is allowed and maximum permissible level - in case of impact of physical factors, taking into account background.

20. In case of discrepancy of the size of the settlement SPZ and received based on risk assessment (for the I-II companies of classes of danger), natural researches and measurements of chemical, biological and physical impact on atmospheric air, the decision by the size of the SPZ is made by the option ensuring the greatest safety for health of the population.

21. For the industrial facilities and productions, constructions which are impact sources on the habitat and health of the person depending on the capacity, service conditions, nature and quantity which are marked out to the environment of pollutants, the created noise, vibration and other harmful physical factors and also taking into account the provided measures for reduction of their adverse influence on the habitat and health of the person according to sanitary classification of industrial facilities and productions the following approximate sizes of the SPZ are established:

- industrial facilities and productions of the first class - 1000 m;

- industrial facilities and productions of second class - 500 m;

- industrial facilities and productions of the third class - 300 m;

- industrial facilities and productions of the fourth class - 100 m;

- industrial facilities and productions of the fifth class - 50 m.

22. Temporary production reduction is not the basis to review of the accepted SPZ size for the maximum project or actually reached capacity.

23. The SPZ border on graphical materials (the general plan of the city, the scheme of territorial planning, etc.) outside the industrial platform is designated by special information signs.

24. In the project of the SPZ shall be determined:

- size and borders of the SPZ;

- actions for protection of the population against impact of emissions of harmful chemical impurity in atmospheric air and physical impact;

- functional zoning of the territory SPZ and mode of its use.

25. The project documentation shall be submitted in the amount allowing to estimate compliance to sanitary standards and rules and to draw the conclusion of the state environmental assessment.

26. The SPZ sizes for the designed, reconstructed and operating industrial facilities and productions are established based on classification of the companies and calculations of dispersion of pollution of atmospheric air, physical impacts on atmospheric air and in the presence of the positive conclusion of the state environmental assessment for industrial facilities and productions of I, II classes of danger.

27. The SPZ size for groups of industrial facilities and productions or the industrial hub (complex) is established taking into account total emissions and physical impact of sources of the industrial facilities and productions entering the industrial zone, the industrial hub (complex). For them the single settlement SPZ, and after confirmation of calculated parameters is established by data of natural researches and measurements, risk assessments for health of the population the SPZ size is finalized. The risk assessment for health of the population is carried out by authorized state body in the field of sanitary and epidemiologic wellbeing of the population of the Kyrgyz Republic, for groups of industrial facilities and productions or the industrial hub (complex) which part objects I, II and III of classes of danger are, and also having substances 1 and 2 of classes of danger, carcinogens as a part of emissions. For the industrial facilities and productions which are part of industrial zones, industrial hubs (complexes), the SPZ it can be established individually for each object.

28. Reconstruction, modernization of industrial facilities and productions is carried out in the presence of the project with the calculations of the expected pollution of atmospheric air, physical impact on atmospheric air executed as a part of the project of the SPZ with settlement borders. After the end of reconstruction and commissioning of the facility calculated parameters shall be confirmed with results of natural researches of atmospheric air and measurements of physical factors of impact on atmospheric air.

29. The compulsory provision of modern industrial designing is implementation of the advanced resource-saving, wasteless and low-waste technology solutions allowing to reduce or avoid as much as possible receipts of harmful chemical or biological components of emissions in atmospheric air, the soil and reservoirs, to prevent or reduce impact of physical factors to hygienic standard rates below.

30. The technology and technical solutions developed in construction projects and reconstruction shall be proved by results of trial testing, when designing productions on the basis of new technologies - data of experienced and experimental productions, materials of foreign experiment on creation of similar production.

31. Change of the size (increase, reduction) of the SPZ operating reconstructed and designed industrial facilities and productions shall be followed by project development, proving necessary changes, on the basis:

- health regulations;

- results of project appraisal of the SPZ with calculations of dispersion of pollution of atmospheric air and physical impacts on atmospheric air (noise, vibration, electromagnetic fields, etc.);

- systematic (annual) natural researches and measurements of pollution of atmospheric air (at least fifty researches on each ingredient in separate point), levels of physical impact on atmospheric air.

4. Establishment of the sizes of sanitary protection zones

32. Establishment of the sizes of the SPZ for industrial facilities and productions is carried out in the presence of projects of reasons for the SPZ with calculations of pollution of atmospheric air, physical impact on atmospheric air, taking into account results of natural researches and measurements of atmospheric air, levels of physical impact on atmospheric air executed according to the program of observations represented as a part of the project.

33. The SPZ size for the operating objects can be reduced in case of:

- the objective proof of achievement of level of chemical, biological pollution of atmospheric air and physical impacts on atmospheric air to threshold limit values and maximum permissible levels on border of the SPZ and beyond its limits on materials of systematic laboratory observations for the companies I and II of classes of danger (at least fifty researches on each ingredient in separate point), measurements and risk assessment for health; for industrial facilities and productions III, IV, V classes of danger according to natural researches of priority indicators behind state of pollution of atmospheric air (at least thirty researches on each ingredient in separate point, except for the winter period) and measurements;

- confirmation by measurements of levels of physical impact on atmospheric air on SPZ border to hygienic standard rates below;

- capacity reduction, change of structure, reshaping of industrial facilities and productions, and connected with this change of class of danger;

- implementation of the advanced technology solutions, the effective treatment facilities directed to reducing levels of impact on environment.

34. The SPZ size for the designed and operating industrial facilities and productions can be increased in comparison with the classification received in the settlement way and/or by results of natural observations and measurements.

35. The SPZ size for research institutions, the design offices and other objects incorporating masterful, production, semi-production and experimental installations is established in each case taking into account results of project appraisal of the SPZ, and also natural researches of quality of atmospheric air, measurements of levels of physical impact.

36. For the industrial facilities and productions which are not included in sanitary classification and also with the new, insufficiently studied technologies which do not have analogs in the country and abroad the size of the SPZ is established in each case by the Chief state health officer of the Kyrgyz Republic, according to the procedure, established by these health regulations.

5. Sanitary protection zone territory mode

37. In the SPZ it is not allowed to place:

- the housing estate, including certain apartment houses, barracks for accommodation of the military contingents, prisons (colony settlement);

- landscape and recreational zones, rest areas, territories of resorts, sanatoria and rest houses;

- the territories of gardening partnerships and cottage building, collective or individual seasonal and garden and garden dachas, and also other territories with the normalized indicators of quality of the habitat;

- sports constructions, playgrounds;

- educational organizations;

- specialized treatment-and-prophylactic organizations, hospitals;

- objects of tourism and rest. 

38. In the SPZ and in the territory of objects of other industries it is not allowed to place objects which can affect product quality:

- facilities for production of medicinal substances, medicines and (or) dosage forms, raw-material storages and semi-products for the pharmaceutical companies;

- objects of food industries, wholesale warehouses of food staples and foodstuff, except for warehouses for the storage of food staples and foodstuff packed into hermetically glass and (or) metal sealed container;

- complexes of water constructions for preparation and the storage of drinking water except for providing with water this company;

- objects for cultivation of the crops intended for food of the person.

39. It is allowed to place in borders of the SPZ of industrial facility or production: non-residential premises for emergency personnel on duty, rooms for stay working on shift method (no more than two weeks), management buildings, design offices, buildings of administrative assignment, research laboratories, polyclinics, sports constructions of the closed type, baths, laundries, objects of trade and public catering, motels, hotels, garages, platforms and constructions for storage of public and individual transport, fire stations, local and transit communications, power lines, power substations, oil and the gas pipelines, artesian wells for technical water supply water-cooling constructions for preparation of technical water, sewer pumping points, constructions of turnover water supply, gas stations, service stations of cars, objects of household servicing, underground sources of economic and household water supply providing with water this object, in case of observance of zones of sanitary protection of underground source and on condition of hydrogeological reasons, the farmland for cultivation of the commercial crops which are not used for production of food, the company, their certain buildings and constructions with less dangerous emissions of pollutants than the main production (in the presence at the subject to the emissions similar placed in the SPZ on structure with the main production, the requirement of not excess of hygienic standard rates on border of the SPZ and beyond its limits is obligatory in case of total accounting), nurseries of plants for gardening of the territories.

40. In the SPZ of objects of food industry, wholesale warehouses of food staples and food products, production of medicinal substances, medicines and (or) dosage forms, raw-material storages and semi-products for the pharmaceutical companies, placement of new profile, same objects is allowed, in case of exception of mutual negative impact on products, the habitat and health of the person.

41. The highway located in the sanitary protection zone of industrial facility and production or adjacent to the sanitary protection zone is not included into its size, and emissions of the highway are considered in background pollution in case of reasons for the size of the SPZ.

42. The SPZ or its any part cannot be considered as the reserve territory of object and to be used for expansion of the industrial or residential territory without the corresponding reasonable adjustment of borders of the SPZ.

6. Accounting of physical factors of impact on the population in case of establishment of sanitary protection zones

43. The SPZ sizes for the industrial facilities and productions which are sources of physical factors of impact on the population are established based on acoustic calculations, taking into account the location of sources and nature of the noise created by them, electromagnetic fields, radiations, infrasound and other physical factors. For establishment of the sizes of the SPZ calculated parameters shall be confirmed with natural measurements of factors of physical impact on atmospheric air.

44. The sizes of the SPZ are determined according to sanitary standard rates of admissible noise levels, electromagnetic radiations, infrasound, scattered laser radiation and other physical factors on external border of the SPZ.

45. For the purpose of protection of the population against impact of the electric field created by electricity transmission air-lines (further - VL), establish sanitary gaps along the route of the high-voltage line outside which electric field strength does not exceed 1 sq.m.

For again designed VL, and also buildings and constructions it is allowed to accept borders of sanitary gaps along the route VL with horizontal arrangement of wires and out-of-pocket decrease in electric field strength on both sides from it at the following distances from projection to the earth of extreme phase wires in the direction, perpendicular to VL:

- 20 m - for VL of 330 kV;

- 30 m - for VL of 500 kV;

- 40 m - for VL of 750 kV;

- 55 m - for VL of 1150 kV.

In case of commissioning of the facility and in use the sanitary gap shall be corrected by results of tool measurements.

46. Establishment of the size of the SPZ in locations of the transferring radio engineering objects is carried out according to health regulations and standard rates on electromagnetic radiations of the radio-frequency range and method of calculation of intensity of electromagnetic radiation of radio frequencies.

7. Sanitary classification of industrial facilities and productions of thermal power plants, store buildings and constructions and the sizes of approximate sanitary protection zones for them

47. For the industrial facilities and productions, buildings and constructions with engineering procedures which are impact sources on the habitat and health of the person it is necessary to provide approximate SPZ according to the classification given in appendix 1 to these health regulations.

8. Separate requirements to the sizes of gaps from car parks and garages parking to buildings of different function

48. The gap from land garages parking, parkings of the closed type is accepted based on results of calculations of dispersion of pollution in atmospheric air and levels of physical impact.

49. In case of placement of land garages parking, parkings, car parks normative requirements of security of the house adjoining territory with necessary elements of improvement on the area and names and hygienic standard rates "Threshold limit values of pollutants in atmospheric air of the inhabited places shall be observed.  

50. For the underground, semi-underground garages parking and garages parking placed under the apartment house or which are built in (the built-in attached) to elevated floors of the apartment house, the distance from entrance departure and from air shafts to the territory of the educational and treatment-and-prophylactic organizations, apartment houses, premises, platforms of rest which is accepted by results of calculations of dispersion of pollution in atmospheric air and levels of physical impact is regulated.

51. Gap from drives of motor transport from garages parking, parkings, car parks to the normalized objects there shall be at least 7 meters.

52. Ventilating emissions from the underground garages parking located under residential and public buildings shall be organized on m 1,5 above roof ridge of the highest part of the building.

53. On the operated roof of underground garage parking it is allowed to place platforms of rest, nurseries, sports, game, etc. constructions, at distance of 15 m from air shafts, entrances departures, drives, on condition of gardening of the operated roof and ensuring maximum-permissible concentration of 0,1 of maximum allowable concentration of pollutants in the mouth of emission in the atmosphere.

54. The sizes of the territory of land garage parking shall correspond to building dimensions, for exception of use of the adjacent territory under car park.

55. The gap from the territories of underground garages parking is not limited.

56. The requirements carried to underground garages extend to placement of obvalovanny garages parking.

57. For guest car parks of apartment houses, gaps are not established.

58. The gaps given in the table 2 of appendix 1 to these health regulations can change by results of calculations of dispersion of pollution in atmospheric air and the levels of physical impact which are carried out by the organizations having the license in the field of town planning, design and exploration work of residential, public and factory buildings and constructions (objects I, II, III of categories).

9. Sewer treatment facilities

59. The SPZ size for sewer treatment facilities with a productivity more than 280 thousand m3/days, and also in case of acceptance of new technologies of sewage treatment and processing of deposit, should be established according to requirements Item 36 of these health regulations.

60. For fields of filtering by the square to 0,5 of hectare, for fields of irrigation of municipal type by the square to 1,0 of hectare, for constructions of mechanical and biological sewage treatment with a productivity up to 50 m/days of the SPZ it is necessary to accept 100 m in size.

61. For fields of underground filtering by handling capacity to 15 m3/days of the SPZ it is necessary to accept 50 m in size.

62. The SPZ from drain stations should accept 500 m in size.

63. The SPZ from treatment facilities of superficial drain of open type to the residential territory should accept the 100 m in size, closed type - 50 m.

64. From the treatment facilities and pumping points of the production sewerage which are not located in the territory of industrial enterprises as in case of independent purification and transfer of production sewage, and in case of their joint cleaning with household, the sizes of the SPZ should be established same as for productions from which sewage arrives, but there are at least these Health regulations specified in table 1.

65. The SPZ from snegotayalok and snegosplavny Items to the residential territory should accept 100 m in size.

66. The sizes sanitary protection zones should be applied to sewer treatment facilities according to table 1.
