About approval of Rules of financing of expenses in the sphere of standardization

1. Approve the enclosed Rules of financing of expenses in the sphere of standardization.

Rules of financing of expenses in the sphere of standardization

1. These rules establish procedure for financing of expenses in the sphere of standardization.

2. Expenses are financed by the budgetary appropriations provided by the federal budget for the corresponding financial year to Federal Agency for Technical Regulation and Metrology on the specified purposes:

a) on development and program implementation of national standartization;

b) on forming, maintaining and publication of the list of national standards and information technical reference manuals, references to which are contained in regulatory legal acts;

c) on conducting examination of drafts of national standards, drafts of preliminary national standards and drafts of the interstate standards included in the program of national standartization;

d) on forming and maintaining Federal information fund of standards, including on creation and operation of federal information systems;

e) on conducting examination of separate drafts of international standards and regional standards;

e) on official publication of information technical reference manuals and the all-Russian qualifiers.

3. Expenses are financed by the budgetary appropriations provided by the federal budget for the corresponding financial year to federal executive bodies, State Atomic Energy Corporation "Rosatom" and the State corporation on space activities Roskosmos:

a) on development of perspective programs of standardization in the priority directions;

b) on development of documents of national system of standardization and the interstate standards included in the program of national standartization;

c) on development and examination of documents on standardization, stipulated in Item the 5th article 14 of the Federal law "About Standardization in the Russian Federation";

d) on development of international standards and regional standards in which development the Russian Federation participates;

e) on development and maintaining the all-Russian qualifiers, and also on development and updating of information technical reference manuals.

4. Payment of fees of the Russian Federation in the international and regional standardization organizations is made by federal executive bodies, authorized to represent the Russian Federation in these organizations, within the budgetary appropriations provided by the Federal Law on the federal budget specified to bodies for the corresponding financial year and limits of the budget obligations approved by it in accordance with the established procedure.

5. Legal entities (including the state corporations, other non-profit organizations) and physical persons can finance expenses by own means:

a) on development of the national standards, preliminary national standards and interstate standards included in the program of national standartization, and (or) perspective programs of standardization for the priority directions;

b) on development and updating of information technical reference manuals;

c) on carrying out scientific research in the field of standardization;

d) on conducting examination of separate standards of the organizations and specifications;

e) on development of international standards and regional standards in which development the Russian Federation, and also on conducting examination of separate drafts of international standards and regional standards participates;

e) on forming and maintaining Federal information fund of standards.

6. When implementing by legal entities (including the state corporations, other non-profit organizations) the expenses provided by subitems "a", "b", "d" and "e" of Item 5 of these rules joint financing of such expenses in the form of provision of subsidies to the specified legal entities within the budgetary appropriations provided by the federal budget for the corresponding financial year to the corresponding federal executive bodies, State Atomic Energy Corporation "Rosatom" and the State corporation on space activities Roskosmos on the specified purposes can be performed.

Provision of the subsidies specified in this Item is performed according to the regulatory legal acts adopted according to the budget legislation of the Russian Federation.

7. Federal executive bodies, State Atomic Energy Corporation "Rosatom" and the State corporation on space activities Roskosmos provide necessary means for financing of the expenses specified in article 33 of the Federal law "About Standardization in the Russian Federation", in the federal budget for the corresponding financial year and in the corresponding subprogrammes of state programs of the Russian Federation in accordance with the legislation of the Russian Federation.

8. Control of target and effective use of means of the federal budget, submission of the reporting on their use are performed by the main managers of means of the federal budget and the federal executive body performing functions on control and supervision in the financial and budget sphere, in accordance with the legislation of the Russian Federation.
