About some questions of realization of policy of employment of the population

According to subitems 9-5), 9-6), 9-7) of Item 2 of article 6 of the Law of the Republic of Kazakhstan of January 23, 2001 "About employment of the population" PRIKAZYVAYU:

1. Approve:

1) Rules of the organization and financing of social jobs according to appendix 1 to this order;

2) Rules of the organization and financing of social workplaces according to appendix 2 to this order;

3) Rules of the organization and financing of youth practice according to appendix 3 to this order.

2. Recognize invalid some decisions of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan according to appendix 4 to this order.

3. To provide to department of employment of the population of the Ministry of health and social development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of the order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and information system of law of regulatory legal acts of the Republic of Kazakhstan of Ad_let;

3) placement of this order on Internet resource of the Ministry of health and social development of the Republic of Kazakhstan.

4. To impose control of execution of this order on the vice-Minister of health and social development of the Republic of Kazakhstan Nurymbetov B. B.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization and financing of social jobs

1. General provisions

1. These rules of the organization and financing of social jobs (further - Rules) are developed according to subitem 9-5) of Item 2 of article 6 of the Law of the Republic of Kazakhstan of January 23, 2001 "About employment of the population" and determine procedure for the organization and financing of social jobs for the unemployed.

2. Social jobs are understood as the types of labor activity organized by local executive bodies, which are not requiring preliminary professional training of the worker, having social and useful focus and carried out by citizens of the Republic of Kazakhstan in the direction of jobcenter of the population for providing their temporary employment.

2. Procedure for the organization of social jobs

3. Social jobs will be organized by local executive bodies in the organizations and financed by budgetary funds and means of employers according to their requests.

4. Local executive bodies make decisions on the organization and amounts of social jobs at the expense of means of the local budget and means of employers.

5. In decisions of local executive bodies:

are determined the demand and supply on social jobs;

affirm the list of the organizations in which social jobs, types and specific conditions of social jobs, funding mechanism for social jobs, the amount of compensation of participants and sources of their financing will be carried out.

6. According to the decision of local executive bodies the jobcenter of the population signs with the employer the standard agreement on accomplishment of social jobs in form according to Appendix to these rules.

7. The direction of the unemployed on social jobs is performed by jobcenter of the population in the organization in compliance with decisions of local executive bodies.

8. The direction of the unemployed on social jobs is performed by jobcenter of the population according to the procedure of priority according to registration date.

9. The employers wishing to organize at themselves social jobs at the expense of own means submit applications to jobcenter of the population.

10. The jobcenter of the population directs the unemployed to social jobs only from their consent.

11. The unemployed entering into target groups of the population have the priority right of participation in social jobs.

12. Between the employer and to the unemployed participating in social jobs the employment contract according to the Labor code of the Republic of Kazakhstan of November 23, 2015 is signed (further - the Labor code).

13. Persons, self-willedally, without reasonable excuse stopped participation in social jobs, repeatedly go only after three months from the date of repeated registration (address) in jobcenter of the population.

14. Jobcenter of the population under the organization of social jobs:

1) is performed by accounting of the unemployed participating in social jobs;
