In pursuance of subitem 4.1 of item 4 of the Presidential decree of the Republic of Belarus of November 16, 2015 "About modification and amendments in presidential decrees of the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES: No. 460

1. Approve Regulations on procedure for forming, maintaining and use of the single database of the citizens who are (being) borrowers soft credits (receivers of disposable subsidies) for construction (reconstruction) or acquisition of premises, receivers of subsidies for payment of part of interest for using the credits and subsidies for repayment of principal debt on the credits issued by banks on construction (reconstruction) of premises and members of their families it (is applied).

2. This resolution becomes effective after its official publication.

Chapter 1. General provisions

1. This Provision determines procedure for forming, maintaining and use of the single database of the citizens who are (being) borrowers soft credits (receivers of disposable subsidies) for construction (reconstruction) or acquisition of premises, receivers of subsidies for payment of part of interest for using the credits and subsidies for repayment of principal debt on the credits issued by banks on construction (reconstruction) of premises, and members of their families (further – the single database) which creation is provided in Item 10-1 of the Presidential decree of the Republic of Belarus of January 6, 2012 No. 13 "About some questions of provision to citizens of the state support for construction (reconstruction) or acquisition of premises", and inclusions in it of data, provided in Item 9 of the Presidential decree of the Republic of Belarus of July 4, 2017 No. 240 "About the state support of citizens for construction (reconstruction) of premises".

2. For the purposes of this provision terms and their determinations in the values established by the Law of the Republic of Belarus of November 10, 2008 No. 455-Z "About information, informatization and information security" and the Regulations on structure of the state information resources, procedure for their forming and use of documentary information from the state information resources approved by the resolution of Council of Ministers of the Republic of Belarus of May 26, 2009 No. 673 are applied.

3. The single database is the state information resource and is intended for collection, processing, accumulating, storage and provision of information:

3.1. about the citizens who are (being) borrowers soft credits on construction (reconstruction) or acquisition of premises based on the credit agreements signed after January 1, 2004 or prisoners before the specified date on whom credit obligations for this date were not stopped;

3.2. about the citizens who are (being) borrowers, and members of families of borrowers taking into account whom soft credits are granted, based on lists on receipt of the soft credits approved after June 1, 2013 (further - lists on receipt of soft credits);

3.3. about the citizens who are (being) receivers disposable subsidies and members of families of receivers of disposable subsidies taking into account which disposable subsidies are provided, based on decisions district, city (the cities of regional and district subordination) executive committees, local administrations of areas in the cities, the organizations about provision to citizens of disposable subsidies for construction (reconstruction) or acquisition of the premises accepted after June 1, 2013 (further – decisions on provision of disposable subsidies);

3.4. about the citizens who are (being) receivers subsidies for payment of part of interest for using the credits issued by banks on construction (reconstruction) of premises (further – subsidies for payment of part of percent), based on decisions district, city (the cities of regional and district subordination) executive committees, local administrations of areas in the cities about provision of subsidies for payment of part of percent, and members of their families;

3.5. about citizens, being (being) receivers subsidies for payment of part of percent and subsidies for repayment of principal debt on the credits issued by banks on construction (reconstruction) of premises (further – subsidies for payment of part of percent and subsidy for repayment of principal debt), based on decisions district, city (the cities of regional and district subordination) executive committees, local administrations of areas in the cities about provision of subsidies for payment of part of percent and subsidies for repayment of principal debt, and members of their families.

4. The single database is part of the information system which is turning on complex of program technical means and system of the information security containing in the single database (further - information system).

5. Information containing in the single database is processed in information system using system of the information security certified according to the procedure, established by Operational analytical center in case of the President of the Republic of Belarus.

6. Program technical means and means of information protection, containing in the single database, shall have the certificate of conformity issued in accordance with the established procedure in National system of confirmation of conformity of the Republic of Belarus or the positive expert opinion by results of the state examination which is carried out by Operational analytical center in case of the President of the Republic of Belarus.
