The agreement on the organization of single metrological space in the field of power industry of the Commonwealth of Independent States

Heads of governing bodies of power industry of the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, Georgia, the Republic of Kazakhstan, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan and Ukraine - plenipotentiaries of the states - members of Electrical power Council of the Commonwealth of Independent States, based on the Agreement on coordination of the interstate relations in the field of power industry of the Commonwealth of Independent States of February 14, 1992,

being guided by the decision of Council of heads of states on creation of Economic Union, recognizing the sovereign rights of the State Parties of this agreement (further - participants) on independence in metrology,

creating positive premises for deepening of integration of power of the CIS countries,

agreed as follows:

Article 1. Agreement purpose

The purpose of this agreement is creation of single metrological space in the field of power industry taking into account legislative features of the State Parties of the Agreement.

Article 2. Organization of cooperation

The organization of cooperation and interaction of the central bodies of metrological services of power industry of agreement parties shall be performed according to "Regulations on interaction of metrological services of power industry in single metrological space of the Commonwealth of Independent States".

Participants pursue the approved interstate policy in the field of industry metrology, perform coordinated actions on development and enhancement of system of unity of measurements, on implementation of new measuring instruments, on coordination of perspective and current plans of work, create single interstate information bank of metrological regulating documents, perform coordination of plans of their development. Participants provide implementation of this agreement, accept necessary regulating documents, timely inform each other on acceptance of new technical solutions, on development and deployment of the new regulating documentation, will periodically organize and finance holding meetings of specialists metrologists.

Any of participants shall not the decisions and actions to cause damage to other agreement parties.

For the purpose of forming of the work plan on metrological support of power industry in single metrological space of the CIS, determination of priorities and terms of task performance of the plan, the Executive committee forms commission of experts.

The commission of experts makes the offers directed to prevention, the termination or elimination of violations of metrological rules and regulations; considers offers of agreement parties on participation in accomplishment of joint operations and on use of results of the work performed by other agreement parties; prepares offers on scope of regular meeting of representatives of the central bodies of metrological services, on priority and terms of accomplishment of joint operations, and also on holding the actions connected with work experience exchange.

The offers developed by commission of experts, plans and programs shall be approved by Executive committee, and if necessary Electrical power Council of the CIS.

Article 3. Coordination

Coordination of actions for implementation of this Agreement is assigned to Electrical power Council of the CIS and Executive committee.

Permission of mutual disputes and claims is performed by the commission of experts formed according to Article 2 of this agreement.

Article 4. Durations of the agreement

The agreement is effective within five years from the moment of signing and can be prolonged automatically the next five years for the states which did not submit applications for secession of agreement parties.

The agreement can be changed or added with the decision of Electrical power Council of the CIS with the consent of most the states which signed it.

Article 5. Accession to the Agreement of other states

The agreement is open for accession to it of other states interested in the participation in it and ready to assume liabilities following from this agreement. The state is considered the agreement party after consideration and approval of its written application at meeting of Electrical power Council of the CIS.

Accession of the states to this agreement does not limit their participation in any other agreements and agreements.

Article 6. Denouncement of the Agreement

Any state can terminate this agreement provided that, at least in 6 months, will in writing notify Executive committee and after this term does not incur any obligations under this agreement.

Article 7. Official language of the Agreement

Correspondence and exchange of information are performed in Russian.
