Rules of determination of location of the coastline (border of water object), cases and frequency of its determination

1. Location of the coastline (border of water object) can be determined both concerning all superficial water object, and concerning its part.

2. Determination of location of the coastline (border of water object) in these rules is understood as establishment of location of the coastline (border of water object) or refining of location of the coastline (border of water object).

3. Establishment of location of the coastline (border of water object) is performed at least once in 25 years, and also in cases:

a) if location of the coastline (border of water object) changed as a result of natural processes of rusloformirovaniye, impacts of anthropogenous nature and natural disasters;

b) if location of the coastline (border of water object) is necessary for establishment of borders of the water protection zone and (or) borders of coastal protective strips of the corresponding water object.

4. Refining of location of the coastline (border of water object) is performed in cases:

a) implementation of the order water object or its part;

b) in other cases in need of increase in accuracy of the established location of the coastline (border of water object).

5. Establishment of location of the coastline (border of water object) is performed:

a) public authorities of subjects of the Russian Federation - in case of realization of delegated powers of the Russian Federation on implementation of measures for protection of the water objects or their parts which are in federal property and the reservoirs located in the territories of subjects of the Russian Federation, except for which are completely located in the territories of appropriate subjects of the Russian Federation and which use of water resources is performed for ensuring drinking and economic and household water supply of 2 and more subjects of the Russian Federation, according to the list of such reservoirs established by the Government of the Russian Federation;

b) Federal Agency for Water Resources and its territorial authorities - concerning reservoirs which are completely located in the territories of appropriate subjects of the Russian Federation which use of water resources is performed for ensuring drinking and economic and household water supply of 2 and more subjects of the Russian Federation and which are included into the list of reservoirs established by the Government of the Russian Federation, and also seas or their separate parts.

6. Refining of location of the coastline (border of water object) is performed by any interested persons, including public authorities and local government bodies, owners, users and owners of the parcels of land.

7. Works on determination of location of the coastline (border of water object) are performed by the legal entities or individual entrepreneurs determined by the customer of works according to the requirements established by the legislation of the Russian Federation.

8. As a result of performance of works by determination of location of the coastline (border of water object) the description of its location taking into account the requirements established by the authorized Government of the Russian Federation federal executive body is performed.

Establishment of location of the coastline (border of water object) of the seas or their parts is performed by kartometrichesky method on the basis of location of the lines of the greatest outflow along the coast specified on officially the sea maps published in the Russian Federation.

Establishment of location of the coastline (border of water object) of the swamps having peat deposits is performed by kartometrichesky method on the basis of data on borders of the fields of peat on the respective site containing in federal fund of geological information and its territorial funds, funds of geological information of subjects of the Russian Federation.
