RESOLUTION OF COUNCIL OF MINISTERS OF THE REPUBLIC OF BELARUS

About approval of the State program "Education and youth policy" for 2016-2020

For the purpose of ensuring educational development and realization of the state youth policy in the Republic of Belarus the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed State program "Education and youth policy" for 2016-2020 (further - the State program).

2. Determine:

responsible customer of the State program Ministry of Education;

customers of the State program the Ministry of Education, the Ministry of Architecture, the Ministry of Health, the Ministry of Culture, the Ministry of Natural Resources and Environmental Protection, the Ministry of Sport and tourism, the Ministry of Defence, the Ministry of Communications and Informatization, the Ministry of Agriculture and Food, the Ministry of Transport and Communications, the Ministry of Labour and Social Protection, the Ministry of Emergency Situations, the Ministry of Finance, the Department of Energy, the Ministry of Economics, the State committee on science and technologies, Committee for State Security, the State committee on standardization, the State committee on property, the State committee of judicial examinations, the State boundary committee, the State Customs Committee, the Belarusian state concern on production and sales of goods of light industry, National academy of Sciences of Belarus, The highest certifying commission of the Republic of Belarus, Academy of management in case of the President of the Republic of Belarus, Administration of the President of the Republic of Belarus, regional executive committees, the Minsk Gorispolkom.

3. Customers of the State program within the competence submit to the responsible customer the report on the course of accomplishment of the State program according to the procedure established by the legislation.

4. Responsible customer of the State program:

4.1. within the competence coordinates activities of customers of the State program according to the procedure, established by the legislation;

4.2. submits the annual (final) statement about results of implementation of the State program according to the procedure, established by the legislation.

5. Determine that financing of the State program is performed within the means provided in republican and local budgets on these purposes and other sources.

6. Recommend to regional executive committees, to the Minsk Gorispolkom to provide in accordance with the established procedure funds for financing of actions of the State program and take other measures for its realization.

8. This resolution becomes effective from the date of its official publication.

The state program "Education and youth policy" for 2016-2020

Chapter 1. General provisions

The state program "Education and youth policy" for 2016-2020 (further - the State program) is developed according to the Code of the Republic of Belarus about education, the Law of the Republic of Belarus of December 7, 2009 "About fundamentals of the state youth policy" (The national register of legal acts of the Republic of Belarus, 2009, No. 300, 2/1617), the Program of activities of the Government of the Republic of Belarus for 2015 approved by the resolution of Council of Ministers of the Republic of Belarus of February 18, 2015 No. 110 (The national legal Internet portal of the Republic of Belarus, 25.02. 2015, 5/40151), it is also directed to achievement of priority "Development of the potential of youth and its active involvement in creation of economy of knowledge" ("Youth") determined in the Program of social and economic development of the Republic of Belarus for 2016-2020 approved by the Presidential decree of the Republic of Belarus of December 15, 2016 No. 466 (The national legal Internet portal of the Republic of Belarus, 27.12.2016, 1/16792).

In the State program the main directions and priorities of activities of the republican state bodies and other state organizations subordinated to the President of the Republic of Belarus and the Government of the Republic of Belarus, regional executive committees and Minsk Gorispolkom on realization of state policy in the field of education and youth policy are determined.

Responsible customer of the State program is the Ministry of Education.

Chapter 2. Subprogrammes of the State program and their customers

The state program includes:

the subprogramme 1 "Development of system of preschool education", customers – the Ministry of Education, regional executive committees, the Minsk Gorispolkom, National academy of Sciences of Belarus;

the subprogramme 2 "Development of system of general secondary education", customers – the Ministry of Education, regional executive committees, the Minsk Gorispolkom, the Ministry of Culture, the Ministry of Sport and tourism, the Ministry of Defence, the Ministry of Emergency Situations, the State committee on property;

the subprogramme 3 "Development of system of vocational education", customers – the Ministry of Education, regional executive committees, the Minsk Gorispolkom;

Chapter 3. Purposes, summary target indicators of the State program, task and target indicators of subprogrammes, data on interrelation of target indicators of subprogrammes with tasks

The purposes of the State program are improvement of quality and availability of education according to requirements of innovative economy, requirements of information society, educational requests of citizens, development of potential of youth and its involvement in socially useful activities.

The result characterizing goal achievement of the State program is accomplishment of the following summary target indicators:

line item of the Republic of Belarus in the rating of the countries on index of human development (education level index);

youth scope actions in the field of youth policy and patriotic education.

Index of human development - the integral indicator calculated annually for intercountry comparison and measurement of level of living, literacy, education and longevity as the main characteristics of human potential of the researched territory. It is published within the Development program of the UN in annual reports on human development since 1990.

Line item of the Republic of Belarus in rating in group of the countries with very high index of development of education - the objective characteristic of availability and quality of education.

The target indicator on youth scope actions in the field of youth policy and patriotic education characterizes participation of youth (one-time or on permanent basis) in the events held by regional authorities, public associations determines civic stand, political maturity of youth, its activity in social and economic life of the country.

For achievement of effective objective until the end of 2020 the solution of number of tasks within subprogrammes is provided.

The subprogramme 1 "Development of system of preschool education" is directed to the solution of tasks on:

to preserving availability of preschool education (task 1);

to quality excellence of preschool education (task 2);

to ensuring health saving process in organizations of preschool education (task 3).

Realization of 1 actions planned on task will allow to provide by 2020 accomplishment of indicator on scope of children from 3 to 6 years by organizations of preschool education. This indicator characterizes degree of availability of services of preschool education to the population of the Republic of Belarus and provides possibility of intercountry comparison.

Target fill rates of task 2:

equipment of organizations of preschool education tutorials;

share of the tutors of preschool education having:

education in the Childhood Pedagogics direction;

the highest and first qualification categories.

These indicators allow to estimate extent of material logistics of organizations of education (condition for high-quality training) and personnel capacity of system, and in general - the quality level of provision of services in organizations of preschool education.

Indicator of the solution of task 3 - equipment of organizations of preschool education the automated system on accounting and control of quality of food. Achievement of the planned level of this indicator will allow to improve quality of catering services of students in organizations of preschool education.

Within the subprogramme 2 "Development of system of general secondary education" problems will be solved on:

to improvement of quality of general secondary education (task 1);

optimizations of network of organizations of general secondary education (further - UOSO) (task 2).

Target indicators of task 1:

share of teachers of UOSO having:

qualification category "teacher-methodologist";

the highest and first qualification categories;

share of UOSO equipped with modern tutorials and the educational equipment.

These indicators determine the qualification level of teachers that it is directed to improvement of quality of the organization of educational process and quality of general secondary education in general, characterize specific weight of quantity of UOSO (without elementary and basic schools) in which the modern educational equipment and tutorials for offices of physics, chemistry, biology are delivered that is directed to creation of conditions for full and high-quality implementation of practical part of training programs on the subjects "Physicist", "Chemistry", "Biology", and also the number of the organizations having the official sites, and the number of the computers united in local network that will allow to activate use in educational process (at lessons and optional occupations) information and communication technologies.

Target indicator according to the solution of task 2 - average fullness of classes in UOSO located in the city area. Achievement of this indicator will allow to increase ratio "pupil teacher" that will promote efficiency of use of all educational resources.

Tasks of the subprogramme 3 "Development of system of vocational education":

development of inclusive formation of persons with features of psychophysical development (task 1);

preserving availability and variability of education to persons with features of psychophysical development (task 2).

The implementation of actions according to the solution of these tasks will allow to provide by 2020 achievement of target indicators on:

to share of the students with features of psychophysical development getting education in the conditions of the integrated training and education, inclusive education;

to scope of children with features of psychophysical development by the early complex help.

4 "Development of system of professional and secondary vocational education" is provided by the subprogramme the solution of tasks on:

to improvement of quality of training of skilled workers, employees and specialists with professional and secondary vocational education (task 1);

to reduction of amounts and structures of training of workers, employees and specialists in organizations of professional and secondary vocational education in compliance with requirements of economy, development of its high-tech industries (task 2).

Accomplishment of task 1 is characterized by target indicators on:

to the number of persons who got vocational training with the increased skill level (the 4th category above) from total quantity of graduates;

to specific weight of updated educational standards on specialties of professional and secondary vocational education;

to the number of the pupils mastering contents of the educational programs of professional and secondary vocational education which participated in the republican, international championships of professional skill according to the WorldSkills International standards.

Achievement of these indicators characterizes efficiency of the taken measures directed to permanent updating of contents of educational programs of professional and secondary vocational education taking into account the WorldSkills International standards, increase in training of workers with the increased skill level for the knowledge-intensive, high technology productions, increase in prestigiousness of working professions.

The implementation of actions on task 2 will provide achievement of the planned release amounts:

the workers serving with vocational training;

workers and specialists with secondary vocational education.

Accomplishment of these indicators will allow to provide the need of economy for workers and specialists of required qualification.

The subprogramme 5 "Development of system of the higher education" is directed to the solution of three following tasks:

task 1 - improvement of quality of training of specialists, efficiency of praktikooriyentirovanny preparation and deepening of bonds with the organizations - customers of personnel.

Realization of this task is estimated on accomplishment of target indicators on:

to share of the approved educational standards or changes to them from total quantity of educational standards of the higher education;

the number of teachers of the institutions of higher education (further - UVO) which passed training, including training, abroad;

to the number of the created branches of departments.

The major factors influencing quality of education are:

educational standards and scientific and methodical providing (curricula, education guidances and another) which create basis for realization of educational process; approval of new educational standards or changes to them characterizes change of content of education taking into account requirements of real production sector and service industry;

quality of teaching which depends on professionalism of the faculty; training of teachers and the invitation for lecturing of specialists, famous in the area, from abroad create premises for improvement of quality of teaching;

creation of branches of departments at the companies of the Republic of Belarus and in the organizations of National academy of Sciences of Belarus is directed to strengthening of practical orientation of training;

task 2 - increase in competitiveness of the higher education in world educational space. Achievement of this task is estimated by target indicator by quantity of UVO which entered into 4000 best universities of the world according to the rating of Webometrics and (or) in 1000 - according to the ratings of QS or SIR.

In the conditions of promptly growing global demand for the higher education relevance of ratings of universities of the world which results not only allow to estimate quality of the higher education increases, but also influence it on a global scale.

Thus, the target indicator contains complex assessment of achievements of the Belarusian UVO in the field of educational and scientific activities. Participation and occurrence in TORAHS of the world rankings of universities testifies to the high education level in the Republic of Belarus, promotes increase in image of the country abroad, to increase in competitiveness of the higher education of Belarus in world educational space and to increase in export of services;

task 3 - enhancement of planning system and optimization of structure of training of specialists with the higher education.

Accomplishment of task 3 is characterized by the following indicators:

accomplishment of the target figures of acceptance which are annually established by founders of organizations of education;

specific weight of number of the graduates of the I step of the higher education of UVO who entered on training the MA course in total number;

share of the employed graduates from the total number of the graduates who are subject to distribution.

The first indicator shows quality of planning of amounts of training with the higher education taking into account requirement of economy and accomplishment of planned targets of UVO.

Continuation of training at the II step of the higher education testifies to interest from the organizations, the companies and students throughout education at higher step and the weighed approach when planning training of masters.

The third indicator characterizes the level of realization of competence-based approach in training process, extent of interaction of organizations of education with the organizations - customers of personnel. Effective employment of graduates demonstrates good system operation of planning and the right direction of optimization of structure of training of specialists.

The subprogramme 6 "Development of system of postgraduate education" is oriented to the solution of tasks on:

to ensuring functioning of system of postgraduate education, increase in training of scientists of the top skills on the priority professions of scientists of the top skills necessary for development of the high technology productions relating to V and VI technological ways of economy (task 1);

to ensuring close interaction of science and education with production enterprises by expansion of training of scientists of the top skills for real production sector (task 2).

Degree of the solution of task 1 will be determined by accomplishment of the target indicator reflecting orientation of structure of preparation on development of high-technology sectors of economy by specific weight of acceptance in postgraduate study (graduate military course) on the priority professions of scientists of the top skills necessary for development of the high technology productions relating to V and VI technological ways of economy.

Accomplishment of task 2 is estimated by target indicators on:

to specific weight of acceptance in postgraduate study (graduate military course) for the companies and the organizations of real production sector;

to specific weight of release with defense of a thesis within fixed term of training from postgraduate study (graduate military course), doctoral studies.

The first indicator characterizes share of target subgroup in the total number of acceptance of persons in postgraduate study (graduate military course) and reflects the level of involvement of the companies and organizations of real production sector into process of forming of the order for training of scientists of the top skills. The second indicator characterizes share of target subgroup in the total number of release of persons who had training according to educational programs of postgraduate education and reflects effectiveness of postgraduate education of each step.

7 "Development of system of additional education of adults" is provided by the subprogramme the solution of task on enhancement of content of additional education of adults according to requirements of industries of economy.

Target fill rates of this task:

specific weight of updated educational standards of specialties of retraining;

specific weight of the organizations of education realizing educational programs of advanced training of leading employees and specialists in remote form of education.

These indicators characterize efficiency of the measures aimed at providing compliance of content and form of implementation of educational programs of additional education of adults to requirements of industries of economy.

Task of the subprogramme 8 "Development of system of additional education of children and youth" is ensuring availability, quality and efficiency of additional education of children and youth.

Assessment of accomplishment of actions for this task will be performed according to indicator on scope of children and youth additional education which characterizes achievements in the field of additional education of children and youth, forming at pupils of social competences, civil installations, cultures of healthy lifestyle, development of creative initiatives, updating of competences of pedagogical personnel, creation of mechanisms of motivation of teachers to improvement of quality of work and continuous professional development, and also creation of modern infrastructure of additional education of children and youth.

Quantity characteristics of the solution of objectives fully reflect results of the specified actions.

The subprogramme 9 "Ensuring functioning of education system of the Republic of Belarus" is directed to the solution of complex task on creation of conditions for steady functioning of the organizations of system of the Ministry of Education according to their authorized activities including number of the following specific objectives:

organization of conducting centralized testing, development of normative legal support and mechanism of its carrying out, ensuring participation of the Republic of Belarus in the international system of assessment of educational achievements of students (task 1);

development and updating of scientific and methodical providing preschool, general secondary, vocational, professional and secondary vocational education (task 2);

information and analytical ensuring functioning of industry of education, coordination and performance of works in the field of informatization of education system (task 3);

ensuring availability, quality and efficiency of children's rest and improvement, development of infrastructure and ensuring innovative nature of development of educational and improving organizations of education, organization of education "National children's educational and improving center "Zubrenok" (task 4);

enhancement of work of social and pedagogical organizations with the minors which are in socially dangerous provision, acknowledged persons in need in the state protection and also orphan children and children without parental support (task 5);

ensuring functioning of the National center of adoption as the center for the family device (task 6);

providing guarantees on social protection of the orphan children and children without parental support arranged on family forms of education (task 7);

ensuring functioning of special teaching and educational facilities and special medical and educational facility (task 8);

ensuring organization activity, the conditions for the organization of educational process providing creation in organizations of education (task 9);

holding the centralized actions including directed to support of belorusskoyazychny education abroad (task 10).

Actions for the solution of these tasks include:

expert and analytical, information, methodical and scientific maintenance of program actions in the international system of assessment of educational achievements of students;

development and updating of scientific and methodical providing preschool, general secondary, vocational, professional and secondary vocational education;

information and analytical ensuring functioning of industry of education, coordination and performance of works in the field of informatization of education system;

ensuring availability, quality and efficiency of children's rest and improvement, development of infrastructure and ensuring innovative nature of development of educational and improving organizations of education, organization of education "National children's educational and improving center "Zubrenok";

enhancement of work of social and pedagogical organizations with the minors which are in socially dangerous provision, acknowledged persons in need in the state protection and also orphan children and children without parental support;

development of family forms of the device on education of orphan children and children without parental support;

holding the centralized actions including directed to support of belorusskoyazychny education abroad.

The implementation of actions will allow:

reach the planned level of information and analytical ensuring processes of informatization of education system, staticize bank of tasks for centralized testing;

provide efficiency of functioning of preschool, general secondary, vocational, professional and secondary vocational education;

create conditions for the organization of educational process in organizations of education, improvement of children and the studying youth, social resettlement of the minors needing special conditions of education;

increase specific weight of the orphan children and children without parental support arranged on education in families in total number of children of the specified category.

Assessment of accomplishment of actions of the subprogramme will be performed according to the target indicator which is integrally reflecting the solution of task of the subprogramme on share of actually mastered means in the total amount of the financing allocated for implementation of the subprogramme.

Task of the subprogramme 10 "Training for nuclear power engineering" - the organization of complex training for the nuclear power engineering providing picking of industry by qualified personnel, knowledge acquisition and the skills necessary for construction, adjustment, commissioning and safe operation of nuclear power plant, ensuring nuclear, radiation and industrial safety.

It is reasonable to carry out efficiency evaluation of the subprogramme on the following target indicators:

quantity accepted on training in specialties of nuclear power engineering on І step of the higher education;

quantity accepted on training in specialties of nuclear power engineering on the level of secondary vocational education;

number of the trained staff of the state company "Belarusian NPP" abroad.

The subprogramme 11 "Youth policy" is directed to the solution of tasks on:

to forming at youth of active civic stand and patriotism, to its involvement in vigorous public work (task 1);

to acceptance of additional measures for forming at youth of the positive relation to traditional family values and responsible roditelstvo, the valuable attitude towards health, prevention of the negative phenomena among young people (task 2);

to increase in overall performance on professional orientation and the organization of employment of youth in time, free from study (the main work), support of entrepreneurial initiative; to development of volunteer (voluntary) and studotryadovsky movement (task 3);

to support of youth to socially important and public initiatives, bodies of student's and student's self-government, activation of activities of nurseries and youth public associations (task 4).

Implementation of actions, directed to the solution of task 1, it is offered to estimate on indicator on specific weight of number of the young people participating in actions of civil and patriotic orientation. This indicator characterizes participation of youth (one-time or on permanent basis) in the events held by local executive and administrative organs of the power, public associations.

Implementation of actions, directed to the solution of task 2, the target indicator on scope of young people preventive events and actions characterizes. Growth of this indicator demonstrates increase in interest of youth in actions of this direction that characterizes efficiency of the taken measures for the solution of objective.

For assessment of degree of the solution of task 3 the following indicators are offered:

the number of the young people who are taking part in work of student's groups;

the number of the young people involved in volunteer (voluntary) movement.

Positive dynamics (growth) of both indicators demonstrates successful accomplishment of task.

Realization of task 4 will allow to provide increase in number of the young people who are actively participating in social and political life of organization of education, the organization, the region. It is offered to estimate it, using indicator on the number of the young people involved in activities for development of youth self-government (parliaments, student and youth councils, councils of young scientists and another).

Complexes of actions for implementation of the State program within each subprogramme will provide:

forming of the flexible, effective system of life-long education developing human potential, providing the current and perspective demands of social and economic development of the Republic of Belarus;

development of infrastructure of education and the organizational and economic mechanisms providing equal availability of the main, vocational and additional education;

enhancement of content of education for achievement of modern quality of educational results;

forming of effective system on socialization and self-realization of youth, development of potential of youth.

The specified purposes and tasks of the State program will be approved with the main priorities determined by the Program of social and economic development of the Republic of Belarus for 2016-2020 and provide program and target regulation of realization of state policy in the field of education and youth policy. The solution of these tasks will promote achievement by the Republic of Belarus of the Sustainable development goals containing in the resolution of the General Assembly of the United Nations of September 25, 2015 No. 70/1 "Transformation of our world: the agenda in the field of sustainable development for the period till 2030", including on providing all-embracing and fair quality education and encouragement of possibility of training at extent of all life for all.

Achievement of the specified indicative indicators will render considerable animated effect on dynamics of innovative activity in industries of national economy, will allow to increase the level of competitiveness of national economy in general, will create conditions for development of intellectual potential of the Belarusian people.

Data on the summary target indicators characterizing the purposes of the State program, target indicators characterizing tasks of subprogrammes and their values are provided in appendix 1.

Chapter 4. Financial provision of the State program and subprogrammes

Financial provision of implementation of the State program according to appendix 2 constitutes 32 587 466 657, the 58th ruble, including:

Amounts of means of loan of the World Bank and European commission are calculated for 2016 according to the US dollar exchange rate provided when forming the republican budget for 2016 the next years - based on macroeconomic parameters of social and economic development of the Republic of Belarus for 2017-2020.

Financing of the State program will be annually specified according to the law on the republican budget for the next financial year and decisions of local councils of deputies.

Amounts of means of republican centralized innovative fund will be annually specified according to the legislation.

Amounts of means republican, local budgets and other sources on financing of capital investments are specified according to the procedure, established by the legislation.

Chapter 5. The main risks, mechanisms on risk management and measures for their minimization

In case of realization of the purposes and tasks of the State program implementation of the measures directed to prevention of negative impact of possible risks and increase in level of security of achievement of the resulting effects provided in it is supposed.

The following options (scenarios) of educational development in the medium term are possible.

Perspectives of educational development in the forthcoming fifth anniversary will depend on degree of intensity of economic development of the country in general, opportunities to find additional resources for ensuring high-quality growth of national education system, the strategy of actions according to the solution of the tasks set for education system, achievements of the amount of financing of education system at least 6 percent from gross domestic product.

The scenario of educational development according to the scenario of development of the country oriented to higher rates and quality of economic growth is considered as target.

During development of the State program study of possible educational development of the Republic of Belarus was performed according to the target scenario taking into account two options - in case of favorable and in case of adverse conditions of social and economic development of the country that is connected with possible discrepancies in the amounts of financing of education system.

The target scenario of educational development under favorable conditions for social and economic development of the country: at least 5,2 of percent from gross domestic product in year from all sources of financing will go for financing of education system.

The target scenario in case of adverse conditions of social and economic development of the country proceeds from the reached level of the financing of education system which is not exceeding percent 5,2 from gross domestic product in year.

In case of lack of the State program and financing of its actions the following risks are possible: unavailability to the population of high-quality services of education, impossibility of implementation of training of skilled competitive workers and specialists according to requirement of economy and the social sphere, reduction of integration between production, science and systems of professional, secondary vocational and higher education, weakening of personnel capacity of organizations of education, emergence of problems in expansion of structure of export due to attraction on training of citizens of foreign states.

At the same time the target scenario of educational development irrespective of the scenario of social and economic development of the country assumes the greatest possible use of industry internal sources of development.

Specific risks, possible in case of implementation of each subprogramme, and measure for their minimization are specified in Chapters 7-17 of the State program.

The package of measures for its realization with indication of specific terms of accomplishment of each of actions is designed to promote ensuring effective implementation of actions of the State program, minimization of possible adverse effects of overall risk.

Chapter 6. Efficiency evaluation of implementation of the State program and technique of its calculation

The efficiency evaluation of implementation of the State program is carried out for the purpose of assessment of its contribution to improvement of quality and availability of education, in development of potential of youth and its involvement in socially useful activities, and also for providing with operational information about the course and intermediate results of accomplishment of actions of the State program.

Results of efficiency evaluation are used for adjustment of the State program.

The efficiency evaluation of implementation of the State program is carried out on the basis of calculation of extent of achievement of planned values summary target and target indicators taking into account the amounts of financial resources planned for implementation of the State program and mastered.

At the first stage efficiency of implementation of subprogrammes is estimated.

For assessment of degree of the solution of tasks of subprogrammes extent of achievement of planned values of each target indicator characterizing subprogramme tasks is determined.

Extent of achievement of planned value of target indicator is calculated by formula

Zppf – the value of the target indicator characterizing subprogramme tasks, which is actually reached by the end of the reporting period;

Degree of the solution of tasks of the subprogramme is calculated by formula

If value Srpp more 1, that when calculating degree of the solution of tasks of the subprogramme it is accepted equal 1.

Efficiency of implementation of the subprogramme is estimated on formula

where Erpp – efficiency of implementation of the subprogramme;

Srpp – degree of the solution of tasks of the subprogramme;

Ffp – amount of actually mastered funds for implementation of the subprogramme in reporting year;

Fpp – amount of the planned funds for implementation of the subprogramme in reporting year.

Efficiency of implementation of the subprogramme is recognized:

high if value Erpp constitutes at least 0,9;

average if value Erpp constitutes at least 0,8;

satisfactory if value Erpp constitutes at least 0,7;

unsatisfactory – in other cases.

At the second stage efficiency of implementation of the State program which is determined taking into account extent of achievement of its purposes and efficiency of implementation of subprogrammes is estimated.

For assessment of extent of goal achievement of the State program extent of achievement of planned values of each summary target indicator characterizing the purposes of the State program is determined.

Extent of achievement of summary target indicators is determined upon accomplishment of the established tasks. On condition of compliance of the actual value of summary target indicator to planned value and its exceeding extent of achievement is considered equal 1. In case of not achievement of the established value of summary target indicator extent of achievement is equated to zero.

Extent of goal achievement of the State program is calculated by formula

Efficiency of implementation of the State program is estimated depending on values of extent of its realization and efficiency of implementation of the subprogrammes entering it on formula

Srpp – degree of the solution of tasks of the subprogramme;

Фф – amount of actually mastered funds for implementation of the State program in reporting year;

Фп – amount of the planned funds for implementation of the State program in reporting year;

j – number of subprogrammes.

Efficiency of implementation of the State program is recognized:

high if value Ergp constitutes at least 0,9;

average if value Ergp constitutes at least 0,8;

satisfactory if value Ergp constitutes at least 0,7;

unsatisfactory – in other cases.

The state program (subprogramme) can be acknowledged highly effective under condition if planned values of the summary target and target indicators established to each region are executed by all regions.

When evaluating efficiency with the accruing result the analysis of accomplishment of summary target and target indicators for row of years during which the State program was implemented is performed.

At the same time features of indicators are considered.

For assessment of extent of achievement of the indicators which are characterizing result of the taken measures within separate year and having:

absolute values, are summed up the actual values by every year of the analyzed period and compared with the amount of planned values for the same period (the indicators specified in Items 1, of 9, 14-16, 18-20, 31-33, 36-38 of appendix 1);

relative values, the arithmetic average of the actual values of the analyzed period is compared every year with arithmetic average of planned values (the indicators specified in Items 5, of 7, of 8, of 12, of 13, of 17, 21-28, 30, 34 appendices 1).

For assessment of extent of achievement of the indicators reflecting result of the taken measures for all analyzed period the actual and planned measure values for the last year of the analyzed period are compared (the indicators specified in Items 2-4, 6, of 10, of 11, of 29, of the 35th appendix 1).

For indicators which were cancelled or established not since the beginning of implementation of the State program assessment of extent of achievement is performed for the period on which they were established.

In case of assessment of degree of compliance of the actual amount of financing of the State program (subprogramme) planned total values of the actual and planned amounts of financing of the State program (subprogramme) of the analyzed period respectively are compared every year with the accruing result.

Chapter 7. General characteristic and directions of implementation of the subprogramme 1 "Development of system of preschool education"

Current status and forecast of development of system of preschool education

In the country 3951 organizations of education realizing the educational program of preschool education function (in 2014 – 3972), the number of pupils constitutes 409 844 (in 2014 – the 410th 564).

Function 3571 groups of short-term stay (in 2014 – 2899), 15 781 interest groups of the esthetic, sports and improving, ecological directions, learning of foreign languages and others, from them on paid basis – 13 947 groups (in 2014 – the 13th 386).

In 2009-2014 93 organizations of preschool education on 13 648 places are put into operation, 11 organizations of preschool education on 733 places based on other organizations, on the first floors in premises of the existing housing stock (cottage building) are opened. In 2015 the construction of 9 organizations of preschool education is planned for 1837 places, for January 12, 2016 14 organizations on 2001 places are opened.

The steady tendency to reduction of number of the days missed by one child due to illness over the country is observed (2015 – 5,1 of day, 2010 – 9 days).

The numerical list of the pedagogical workers providing educational process in organizations of preschool education constitutes 55,6 of one thousand people (in 2014 – 54 thousand people), with the higher education – percent 58,8 (in 2014 – percent 56,9), the highest qualification category – percent 17,1 (in 2014 – percent 17,8).

Equipment of organizations of preschool education tutorials, the gaming and sports equipment constitutes percent 73,6 from the established standard rates.

At the same time there are urgent following problems:

the solution of question of availability of preschool education in a number of regions (The Minsk district of the Minsk region, Brest, Frunzensky district of Minsk) is not provided;

high is indicator by quantity of the injuries got in organizations of preschool education – 62 cases (in 2014 – 52 cases, 2013 – 57 cases, 2012 – 49 cases, 2011 – 50 cases);

insufficient security with qualified personnel of organizations of preschool education is observed: in 2015 the share of pedagogical workers with education in the Childhood Pedagogics direction constituted percent 44,8 (in 2014 – percent 45,1, 2013 – percent 46,1, 2012 – percent 48,9, 2011 – percent 51,2);

there is need of further upgrade and updating of material and technical resources of organizations of preschool education: Are placed by 14,1 of percent of organizations of preschool education in the adapted buildings, only in 533 such organizations (percent 13,5) there are pools, in 873 (percent 22,1) – system of video surveillance, in 43 organizations (percent 1,1) – rooms for heatprocedures with the obogrevalny camera. Now only in 105 organizations of preschool education (percent 2,7) computer classes are equipped, in 80 kindergartens (2 percent) there are interactive boards.

The designated tendencies cause need of development of the complex, consecutive and long-term instrument of state policy in the field of development of system of preschool education.

The complex of actions for each task of the subprogramme with indication of customers, amounts and sources of financing by years of realization is provided in appendix 3.

Actions for the solution of task for preserving availability of preschool education include ensuring functioning of organizations of preschool education (including their reorganization, reshaping of groups in organizations of preschool education in sanatorium, special, the integrated training and education).

The task on quality excellence of preschool education will be carried out for the account:

equipment of organizations of preschool education tutorials;

acquisitions of the computer equipment, purchase of software products;

creations of the websites of organizations of preschool education;

preparation and release of educational editions, educational and program and educational and methodical documentation (including electronic tutorials);

methodical literature and education guidances.

The following events are directed to the solution of task on ensuring health saving process in organizations of preschool education:

implementation of capital repairs of organizations of preschool education;

implementation of the automated system on accounting and control of quality of food;

acquisition of the equipment (technological and another).

Realization of the planned measures by 2020 will allow:

raise scope of children from 3 to 6 years organizations of preschool education to 98 percent (in 2015 – percent 94,7);

reduce the number of children to whom the place in organizations of preschool education is not provided;

provide step-by-step optimization and development of network of organizations of preschool education;

increase to 85 percent from the established standard rates (in 2015 – percent 73,6) equipment of organizations of preschool education tutorials for implementation of the educational program of preschool education according to requirements;

increase share of the tutors of preschool education having education in the Childhood Pedagogics direction to 70 percent (in 2015 – 50, percent), to provide share of the tutors of preschool education having the highest and first qualification categories at the level of at least 50 percent (in 2015 – percent 49,2);

reduce quantity of cases of children's injury rate in organizations of preschool education;

increase to 80 percent equipment of organizations of preschool education the automated system on accounting and control of quality of food;

enhance scientific and methodical, material logistics of preschool education. 

Possible risks in case of accomplishment of the subprogramme, including failure to carry out of target indicators, mechanisms on risk management and measures for their minimization

In case of accomplishment of the subprogramme the following risks are possible:

commissioning of dwelling stock without construction of organizations of preschool education;

increase in the number of children in certain regions exceeding calculated parameters of the subprogramme;

low social status of profession of the tutor of preschool education, low pay level of work;

insufficient level of the actual financing of actions.

For decrease in possible risks in case of accomplishment of the subprogramme it is planned:

carrying out annual monitoring of the course of implementation of the subprogramme and its adjustment in case of need;

acceptance of additional measures for providing children with places in organizations of preschool education due to placement of organizations of preschool education on the first floors of residential buildings in case of construction in residential districts new buildings, creations of groups of short-term stay, opening of organizations of preschool education in the built-in rooms (family kindergartens) attached or attached to apartment houses, organizations of preschool education of private pattern of ownership;

creation of conditions for retraining passing, including on budget basis, to the pedagogical employees of organizations of the preschool education who do not have educations, conforming to qualification requirements;

enhancement of system material (grants, tenders) and moral incentive of work of pedagogical employees of organizations of preschool education.

The course of implementation of the subprogramme is controlled on target indicators annually (appendix 1 to the State program).

The analysis of accomplishment of the subprogramme is performed by the Ministry of Education on the basis of analytical information on accomplishment of actions of the subprogramme, information obtained when holding different conferences, seminars, other actions and also during studying by heads and specialists of education system of the state of affairs on places.

Chapter 8. General characteristic and directions of implementation of the subprogramme 2 "Development of system of general secondary education"

Current status and forecast of development of system of general secondary education

General secondary education - one of levels of the main education, directed not only on mastering pupils fundamentals of sciences, but also on spiritual and moral and physical development of the identity of the pupil, its preparation for full-fledged life in society, to the beginning of labor activity and continuation of education.

In 2015/2016 academic year in the republic functions 3038 UOSO (without organizations of vocational education), including 3011 UOSO - in system of the Ministry of Education, 16 - in system of other ministries, 11 private institutions. Current academic year in UOSO 959,7 of one thousand people, including UOSO of the Ministry of Education - 955,4 of one thousand pupils, UOSO of other ministries - 3,6 of the pupil, private UOSO - 754 pupils studies.

Educational process in UOSO is provided by 99 096 teachers, from them the highest qualification category have percent 36,7, the first - percent 39,7. 137 teachers (percent 0,1) have qualification category "Teacher-methodologist".

For several years taking into account demographic situation, features of development of regions and for the purpose of increase in efficiency of expenditure of budgetary funds by local executive and administrative organs optimization of UOSO network is performed.

From 2010 to 2015 the quantity of UOSO in system of the Ministry of Education was reduced on 505 (from 3516 organizations to 3011). The school enrollment increased by 15 thousand people (with 940,4 of one thousand people to 955,4 of one thousand people).

Educational process in UOSO will be organized in the mode of the six-day school week including five-day educational week and one day of the week for carrying out with pupils of sports and mass, sports and improving, other educational actions, the organizations of labor training, including studies on industrial practice objects.

From 2015/2016 academic years profile training at III step of general secondary education which will allow to solve the problems connected with further choice of profession by graduates of schools is entered.

For the purpose of ensuring relative completeness of the II step of general secondary education the standard curriculum till 2020 taking into account transition within five years to relative completeness of the II step of general secondary education is developed, work on review of training programs on subjects for the purpose of their structuring by linearly-concentric principle (V-IX, X-XI classes) is carried out.

In UOSO for studying one of foreign languages - English, German, French, Spanish or Chinese is obligatory. The learning of foreign language is organized in all types of UOSO. From 2012/2013 academic years obligatory final examination in foreign language in oral form is entered.

For the purpose of promotion of healthy lifestyle, increase in physical activity of pupils, removal of emotional loadings during school day in UOSO according to the class timetable obligatory classes "Hour of health and sport" are given for all pupils of the I-XI classes.

For strengthening and updating of educational material resources of offices of physics and creation of conditions for high-quality accomplishment of practical part of the training program since 2013 centralized equipment of offices of physics with the modern educational equipment at the expense of means of the republican budget is begun. In 2013-2015 the educational equipment in 582 educational offices of physics and 35 offices of chemistry is delivered. The 244th is spent for these purposes 991, by 4 million rubles.

Systematic upgrade of UOSO libraries and their transformation to the centers of information resources is performed.

Conditions for full development of all pupils, inclusions of the most talented of them in intellectual and creative activities are created. Development of skills of research activities of pupils is promoted by interaction with UVO in which on permanent basis under departments and faculties according to profile of training of future specialists work more than 40 schools young for pupils of UOSO is organized.

The approaches to the organization of work on identification and support of talented children and youth created for many years are kept. For this purpose are annually carried out:

the republican Olympic Games on subjects (at all stages of these Olympic Games more than 500 thousand pupils take part);

republican tournaments of young physicists, young mathematicians;

republican tender of research works (conference) of pupils on subjects.

About quality of general secondary education witness results of participation of the Belarusian school students in the international Olympic Games on subjects. From 2010 to 2015 253 members of national teams - pupils of UOSO at the international subject Olympic Games win 199 medals, including 20 gold, 76 silver, 103 bronze medals.

The complex of actions for each task of the subprogramme with indication of customers, amounts and sources of financing by years of realization is provided in appendix 4.

The solution of tasks of the subprogramme will be performed for the account:

increases in qualification level of teachers;

developments and editions of updated training programs on subjects, education cartographic guidances;

preparation and edition of new textbooks and education guidances;

uses in educational process of modern tutorials and the educational equipment, information and communication technologies;

annual carrying out monitoring of quality of general secondary education;

enhancement of national system of quality evaluation of general secondary education;

Realization of the planned measures by 2020 will allow:

enter profile training at III step of general secondary education;

provide relative completeness of the II step of general secondary education;

provide carrying out monitoring of quality of general secondary education;

deliver the modern educational equipment in UOSO, to actively use in educational process (at lessons and optional occupations) information and communication technologies;

increase the qualification level of teachers;

provide step-by-step optimization of UOSO network;

increase average fullness of classes in UOSO located in the city area.

Resulting effect of the undertaken measures - improvement of quality of general secondary education.

Possible risks in case of accomplishment of the subprogramme, including failure to carry out of target indicators, mechanisms on risk management and measures for their minimization

In case of accomplishment of the subprogramme the following risks are possible:

insufficient level of the actual financing of actions;

the insufficient number of teachers of UOSO having opportunity to increase qualification category;

lagging from terms of implementation of actions of the subprogramme;

possibility of influence of negative social factors.

For decrease in possible risks in case of accomplishment of the subprogramme it is planned:

creation of conditions for passing of advanced training by teachers, planning and holding the training seminars, round tables and other methodical actions for hot topics of general secondary education;

enhancement of system material (grants, tenders) and moral incentive of work of teachers of UOSO;

timely allocation of necessary means for equipment of UOSO the modern educational equipment and tutorials;

implementation of the Actions plan on enhancement of UOSO network for 2015-2020, its timely adjustment if necessary;

carrying out annual monitoring of the course of implementation of the subprogramme and its adjustment in case of need.

For risk minimization of lagging from terms of implementation of the subprogramme monitoring and the analysis of operational data on the course of accomplishment of actions for the purpose of the subsequent adjustment of the subprogramme will be carried out.

The course of implementation of the subprogramme is controlled on target indicators annually (appendix 1 to the State program).

The analysis of accomplishment of the subprogramme is performed by the Ministry of Education on the basis of analytical information on accomplishment of actions of the subprogramme, information obtained when holding different conferences, seminars, other actions and also during studying by heads and specialists of education system of the state of affairs on places.

Chapter 9. General characteristic and directions of implementation of the subprogramme 3 "Development of system of vocational education"

Current status and forecast of development of system of vocational education

The system of vocational education is characterized by availability, variability, progress to creation in organizations of formation of the developed infrastructure now "without barriers", expansion of borders of interaction of children with features of development and regular children through development of educational integration, implementation of modern information and communication technologies of training.

For September 15, 2015 the databank about children with features of psychophysical development (further – OPFR) contains the information about 144 459 children with OPFR, from them about 10 931 disabled persons. The tendency to increase in number of children with OPFR is observed (2010 – the 126th 785).

Now 240 organizations of vocational education (further – USO), from them 46 special preschool institutions, 141 centers of the correctional developing training and rehabilitation, 28 auxiliary schools (auxiliary boarding schools), 25 special comprehensive schools (special general education boarding schools) function.

Providing implementation of educational programs of vocational education, USO at the same time function and as the resource centers, that is are material, information, methodical resources for improvement of quality of vocational education, qualification of the teachers working with children with OPFR.

The developed USO network, the integrated training and education, Items of the correctional and pedagogical help provides high percent of scope of children with OPFR vocational education and the correctional and pedagogical help (in 2015 – percent 99,5, 2010 – percent 90,2).

The system of the early complex help assuming the earliest identification of violations in development of the child and earlier start of work with the child and his family that it not only promotes socialization of the child is created but also quite often allows to remove it from system of vocational education further.

Improvement of quality of education and efficiency of educational process in the organizations of education realizing educational programs of vocational education is promoted by creation of the adaptive educational circle, use in educational process of the specialized equipment, electronic tutorials, special programs. Now adaptive educational environment is created in 951 organizations of education. However USO are not fully equipped with the rehabilitation equipment, specialized appliances, different devices and devices adapted for needs of children with OPFR because of the high cost of such equipment and small amounts of its production. Distance training of persons with OPFR at the different education levels is insufficiently developed, including due to the lack of the regulatory legal base and the mechanism of its implementation.

The important characteristic of vocational education in our country is development of the integrated training and education. In 2015/2016 academic year about 70 percent of students with OPFR got vocational education in the conditions of integration (2010 – 60 percent). Still significant problems for many regions are insufficient security of the integrated training and education by pedagogical workers with the higher defektologichesky education, and also insufficient competence of the teachers working in the conditions of the integrated training and education, absence for them special knowledge of features of different categories of children with OPFR about methods and working methods.

For the purpose of the most complete inclusion in joint educational process of students with different educational requirements, including persons with OPFR, development of inclusive education will be provided.

The complex of actions for each task of the subprogramme with indication of customers, amounts and sources of financing by years of realization is provided in appendix 5.

The solution of task 1 "Development of inclusive formation of persons with features of psychophysical development" will be performed for the account:

creations of optimum network of the organizations of education realizing inclusive education and also networks of the resource centers in USO;

increases in number of the organizations of education which created adaptive educational environment, scope of persons with OPFR inclusive forms of education.

Actions for the solution of task 2 "Preserving availability and variability of education to persons with features of psychophysical development" will be directed on:

allocation in structure of the centers of the correctional developing training and rehabilitation of the isolated structural divisions: diagnostiko-advisory department, department of the help to children with autistic violations;

ensuring pedagogical escort of children with autistic violations in educational process (no more than six children with autistic violations on one pedagogical worker);

strengthening of system of the early complex help;

maintenance in urgent condition of the websites of USO, the website of department of vocational education of the Ministry of Education;

acquisition of the specialized program equipment, development of information communication technologies, including educational remote technologies;

creation of modern scientific and methodical providing inclusive and vocational education;

strengthening of material and technical resources and improvement of the territory of USO: acquisition of the special equipment, equipment by the outdoor equipment, acquisition and replacement of vehicles and another.

Realization of the planned measures by 2020 will allow:

increase share of students from OPFR getting education in the conditions of the integrated training and education, inclusive education to 85 percent;

increase the number of the organizations of education realizing inclusive education, the resource centers in USO;

increase the number of the organizations of education which created adaptive educational environment for persons with OPFR, and also scope of students inclusive forms of education;

increase to 90 percent scope of children with OPFR the early complex help;

allocate the isolated structural divisions in structure of the centers of the correctional developing training and rehabilitation: diagnostiko-advisory department, department of the help to children with autistic violations;

provide pedagogical escort of children with autistic violations in educational process (at the rate of no more than six children with autistic violations on one pedagogical worker);

increase the number of the specialized program equipment, develop information communication technologies, including remote educational technologies;

strengthen material and technical resources and arrange well USO territory (acquisition of the special equipment, equipment by the outdoor equipment, acquisition and replacement of vehicles and another);

enhance modern scientific and methodical providing inclusive and vocational education.

Possible risks in case of accomplishment of the subprogramme, including failure to carry out of target indicators, mechanisms on risk management and measures for their minimization 

The risk of not achievement of the expected results (target indicators) can arise for the following reasons:

insufficient financing of actions of the subprogramme;

possibility of the choice by legal representatives of children with OPFR of form of education, receipt of the early complex help;

territorial remoteness of the centers of the correctional developing training and rehabilitation from families of the children needing receipt of the early complex help.

For decrease in possible risks in case of accomplishment of the subprogramme it is planned:

carrying out annual monitoring of the course of implementation of the subprogramme and its adjustment in case of need;

acceptance of additional measures for interaction of all participants of educational process in case of the choice of educational route (development of methodical recommendations, use of capacity of the resource centers, inclusion of parents in work of self-government institutions of organizations of education and another);

implementation of new forms of work with legal representatives of the children needing receipt of the early complex help (use of opportunities of information communication technologies, creation of interdepartmental platforms for experience exchange and increase in professional competence of specialists of the organizations of health care and organizations of education in the field of rendering the early complex help, use of opportunities of transportation of children and another).

The course of implementation of the subprogramme is controlled on target indicators annually (appendix 1 to the State program).

The analysis of accomplishment of the subprogramme is performed by the Ministry of Education on the basis of analytical information on accomplishment of actions of the subprogramme, information obtained in the analysis of the departmental reporting, information on holding different conferences, seminars, other actions and also during studying by heads and specialists of education system of the state of affairs on places.

Chapter 10. General characteristic and directions of implementation of the subprogramme 4 "Development of system of professional and secondary vocational education"

Current status and forecast of development of system of professional and secondary vocational education

Vocational training is one of the most important sources of forming of personnel potential of industries of economy and the social sphere in the republic. In industries of economy and the social sphere of the country labor work force makes 2259,7 of one thousand people. At the same time 32 percent (722,1 of one thousand people) from them have vocational training.

In implementation process of actions of the State program of development of vocational training for 2011-2015 the following results are achieved.

195,08 of one thousand young workers is prepared and it is accepted on training of 177,31 one thousand people. The number of trainees under contracts for preparation and requests increased with percent 94,3 in 2011 to percent 95,8 in 2015. In organizations of vocational training had professional training, retraining and advanced training of 120,7 of one thousand people. Within the carried-out work on optimization of network the number of organizations of vocational training decreased by 53 units and makes 166 (2010 - 219).

In 2011-2015 educational standards of vocational training, standard curricula and standard training programs on subjects of professional component on 67 specialties are updated, 154 names of education guidances and textbooks are published, development of electronic educational resources on subjects of all-professional and special cycles on the most mass qualifications is conducted. 19 resource centers of inservice training equipped by the modern machinery and equipment are created.

During the specified period of 14,9 of one thousand pedagogical workers underwent advanced training and retraining.

In modern conditions secondary vocational education is one of the most important sources of forming of manpower in the Republic of Belarus, development of personnel potential of industries of economy and the social sphere, the guarantor of intellectual, cultural and spiritual and moral development of youth.

Over 840 thousand workers with secondary vocational education are engaged in industries of economy and the social sphere (percent 22,5 from total quantity of the working population).

The major factors influencing development of system of secondary vocational education are the need of industries of economy and the social sphere for qualified specialists and workers with secondary vocational education, innovative transformations in science, the equipment, technology, demographic country situation.

In implementation process of actions of the State program of development of secondary vocational education for 2011-2015 the following results are achieved.

Release of specialists and workers with secondary vocational education constituted 223 thousand people. It is accepted on training of 223,7 one thousand people. 197 educational standards are updated, 854 curricula and 863 training programs are developed and approved, 177 education guidances of national literature are published. In organizations of secondary vocational education according to educational programs of advanced training and retraining 14,61 of one thousand leading and pedagogical workers was trained. The material and technical resources of colleges of the republic are strengthened - 6350 units of machines and the modern educational equipment are acquired. For improvement of conditions of training and accommodation of pupils for the specified period repairs are made and buildings and constructions of organizations of secondary vocational education are modernized, it is repaired 104,23 of one thousand square meters of roofs and 36,91 of one thousand running meters of engineering communications.

Data on the target indicators characterizing subprogramme tasks and their values are given in appendix 1 to the State program.

The complex of actions for each task of the subprogramme with indication of customers, amounts and sources of financing by years of realization is provided in appendix 6.

Are necessary for the solution of tasks:

enhancement of scientific and methodical providing due to updating of educational standards of professional and secondary vocational education;

ensuring the mass and again opened specialties of professional and secondary vocational education with national educational literature;

creation new and equipment of the operating resource centers;

updating of material and technical resources due to acquisition by organizations of vocational training of modern machines and the industrial practice equipment, computer classes, the equipment;

development of multi-profile and multipurpose network of organizations of professional and secondary vocational education;

forming of amounts and structure of training of workers, employees, specialists taking into account requirement of economy and the developing demographic situation;

increase in attractiveness of vocational training for youth and adult population.

The implementation of actions of the subprogramme will allow by 2020:

prepare 144,4 of one thousand people with vocational training, including for innovative economy, accept on training of 156,9 one thousand people (2016 - 32,4 of one thousand people, 2017 - 31 thousand people, 2018 - 30,9 of one thousand people, 2019 - 31,3 of one thousand people, 2020 - 31,3 of one thousand people);

train 159, one thousand specialists and workers with secondary vocational education, to accept on training in educational programs of secondary vocational education of 183,1 one thousand people (2016 - 36,1 of one thousand people, 2017 - 36,8 of one thousand people, 2018 - 36,6 of one thousand people, 2019 - 36,8 of one thousand people, 2020 - 36,8 of one thousand people).

At the same time acceptance in day form of education by budget funds according to educational programs of vocational training for profiles of education will constitute: "The equipment and technologies" and "Architecture and construction" - percent 64,3, "Rural and forestry. Landscape gardening construction" - percent 12,8, "Public catering. Consumer services" - percent 11,6, others - percent 11,3.

On the level of secondary vocational education acceptance in all forms of education by budget funds on profiles of education will constitute: "The equipment and technologies" and "Architecture and construction" - 43 percent, "Pedagogics" - percent 7,3, "Rural and forestry. Landscape gardening construction" - percent 19,1, "Health care" - percent 11,5, "Communications. Right. Economy. Management. Economy and production organization" - 8 percent, others - percent 11,1.

Possible risks in case of accomplishment of the subprogramme, including failure to carry out of target indicators, mechanisms on risk management and measures for their minimization

In case of implementation of the subprogramme as the main risks there can be doubtful data of the forecast of additional requirement for training of workers with vocational training, workers and specialists with secondary vocational education, untimely acceptance of organizational management decisions, insufficient level of the actual financing of actions in this connection accomplishment of the target indicators on training which got vocational training with the increased skill level, to updating of educational standards on specialties of professional and secondary vocational education, and also amounts of training of workers, employees with vocational training, workers and specialists with secondary vocational education can be not in full provided.

For the purpose of risk minimization in case of implementation of the subprogramme the events directed to address training, employment of graduates according to the received qualification, strengthening of interaction with the organizations - customers of personnel in questions of the organization of inservice training, holding training for pedagogical workers will be held.

Chapter 11. General characteristic and directions of implementation of the subprogramme 5 "Development of system of the higher education"

Current status and forecast of development of system of the higher education

The system of the higher education in the Republic of Belarus develops taking into account world tendencies in the field of the higher education, the strategy of transition of the country to innovative economy and is the main source of forming of personnel capacity of the country.

In the republic 43 state UVO, from them 30 universities, 9 academies, 4 institutes function. The state UVO are under supervision of 12 ministries and departments. Training of specialists with the higher education in the country is also performed by 9 UVO private patterns of ownership.

Due to the demographic situation process of optimization of system of the higher education is directed to increase in its cost efficiency and realization of social functions.

In the last two years 13 organizations of secondary vocational education are attached to 4 UVO. Besides, organization of education "Minsk state highest radio engineering college" is attached to organization of education "Belarusian state university of information science and radio electronics", and organization of education "International state ecological university of A. D. Sakharov" is included in structure of complex of the Belarusian state university.

UVO provide training of specialists in all directions of economy and the social sphere taking into account structure and requirements of the labor market. Training with the higher education is performed on 15 profiles of education including 384 specialties, 317 directions of specialties and over 1000 specializations.

In the country according to world tendencies the two-level system of the higher education is realized. For 2011-2015 419,7 of one thousand specialists with the higher education, including 17,5 of one thousand masters is prepared.

The demand of graduates of UVO is determined by indicators of their distribution and employment which remain steadily high in recent years. The place of employment by distribution in 2015 was received by 20 thousand people, or percent 95,1 from subjects to distribution. Other 4,9 of percent of graduates acquired the right to independent employment on the reasonable excuses established in articles 83 and 84 of the Code of the Republic of Belarus about education (4 percent) or due to the lack of place of employment on the profession and the appropriated qualification (percent 0,9).

The job placement was also got voluntarily 1,3 of one thousand graduates of the state UVO which were getting higher education at the expense of own means in day form of education.

At the same time classification of specialties of the higher education needs enlargement and reduction in compliance with the International standard classification of education and the nation-wide qualifier of the Republic of Belarus of OKRB 005-2011 "Types of economic activity" which became effective since January 1, 2016.

For the purpose of increase in efficiency of interaction between the labor market and education system the question of system implementation of national frame of qualifications in the country requires the solution taking into account international experience.

In structure of acceptance for education in day form by budget funds specialties of technical and technological profile - 26 percent, pedagogical - 10 percent, medical - 9 percent, agricultural - 10 percent have the highest specific weight.

Payroll number of the faculty made 22 thousand people from whom 1333 persons (percent 6,1), the candidate of science - 8584 persons (39 percent), academic status of professor - 1194 persons (percent 5,4), the associate professor - 7391 persons (percent 33,6) have academic degree of the doctor of science.

For the purpose of increase in competitiveness of system of the higher education of the Republic of Belarus in the world market of educational services work on implementation in the higher education of the Republic of Belarus of the international and European approaches is conducted.

Measures for building-up of export volumes of educational services are taken. In 2015/2016 academic year the number of the studying foreign citizens in the Belarusian UVO (in all forms of education) constitutes 15,4 of one thousand people.

The practical orientation of training amplifies. The quantity educational and work practice is differentiated on specialties and on the education levels. Their duration is increased and averages from 16 to 24 weeks.

In the country are created and more than 1022 branches of departments function.

Educational standards of the higher education provide research activities as obligatory part of educational process in quality of the major component.

The main perspective directions of development of system of the higher education are transition to network system of the UVO organization (forming of educational clusters of one education level by the principle of specialization) and creation of educational complexes (clusters) combining organizations of the different education levels - professional, average special and the highest.

Data on the target indicators characterizing subprogramme tasks and their values are given in appendix 1 to the State program.

The complex of actions for each task of the subprogramme with indication of customers, amounts and sources of financing by years of realization is provided in appendix 7.

Improvement of quality of training of specialists, efficiency of praktikooriyentirovanny preparation and deepening of bonds with the organizations - customers of personnel will be performed for the account:

introduction of amendments to the Code of the Republic of Belarus about education regarding cancellation of tough regulation of content and forms of educational process;

developments of life-long education, implementation of the educational programs of the higher education integrated with educational programs of secondary vocational education;

enhancement of contents of training programs of all-professional and special disciplines with participation of the organizations - customers of personnel;

implementations of modern methods of the organization of educational process on the basis of modular and rating technologies;

advanced trainings of the faculty;

opening of branches of departments at the companies of the Republic of Belarus and in the organizations of National academy of Sciences of Belarus;

developments of material and technical resources, including capital expenditures, the industry laboratories created in structure of UVO at the expense of the means of republican centralized innovative fund determined annually by the manager of the specified fund.

Increase in competitiveness of the higher education in world educational space will be performed for the account:

developments of the integral indicators of development of national system of the higher education approved with similar indicators in systems of the higher education of other countries (including the line items of the Belarusian UVO establishing increase in world educational rankings), carrying out comparative monitoring research and the publication of the report on condition of the higher education of the Republic of Belarus;

developments of new classification system of the higher education on the basis of the International standard classification of education and the nation-wide qualifier of the Republic of Belarus OKRB 005-2011 "Types of economic activity";

developments of cooperation of UVO of Belarus with UVO of the foreign and neighboring countries regarding implementation of educational programs;

activation of exchange of students and teachers both on republican, and at the international level.

Actions for the solution of task for enhancement of planning system and optimization of structure of training of specialists with the higher education will be directed on:

optimization of amounts and structure of training of specialists with the higher education, automation of forming of target figures of acceptance;

development of criteria of forming of target figures of acceptance for education for the budget account;

enhancement of content of educational process at the II step of the higher education;

change of types of UVO according to implementable educational programs, amount and variety of the directions of scientific and methodical and international activities and other factors;

implementation of transition to network system of the UVO organization (forming of educational clusters of one education level by the principle of specialization), and also ensuring creation of educational complexes (clusters) combining organizations of the different education levels - professional, average special and the highest;

enhancement of system of scholarship providing and wages system of the faculty.

Realization of the planned measures by 2020 will allow:

enhance material, the UVO educational and laboratory base;

create in the organizations new branches of the UVO departments providing educational process and passing the practician of students in real production sector and UOSO;

provide improvement of quality of education and improvement of image of system of the higher education of the republic in world educational space;

create and to normative fix system of acceptance in UVO answering to task on improvement of quality of the higher education, and also interests of citizens, the states and to positive international image of the Republic of Belarus;

accept on training in programs of the higher education (the I step) annually at least 50 thousand people, including for the budget account - at least 24 thousand people (in day form of education by budget funds on education profiles: on specialties of natural-science and technical and technological profile - 41 percent, pedagogical profile - 10 percent, medical - 9 percent, agricultural - 10 percent and the rest - 30 percent);

train about 250 thousand specialists with the higher education, including by budget funds about 120 thousand people;

provide at the II step of the higher education profound training of specialists, capable to independent innovative design, managerial and analytical, research activities;

optimize the UVO system, having provided change of type, the status, profile of organization of education taking into account territorial, demographic and other factors.

Possible risks in case of accomplishment of the subprogramme, including failure to carry out of target indicators, mechanisms on risk management and measures for their minimization

In case of implementation of the subprogramme subprogrammes, removable during realization, can act as the main risks which can negatively influence achievement of target indicators of subprogrammes as the external factors which are not depending on will and efforts of participants of implementation of the subprogramme and the internal factors created and in that or other degree.

Treat the main risks influencing the course of implementation of the subprogramme:

external risks (financial, social and economic, normative and legal, technological, ecological, natural);

internal risks (organizational, personnel).

The most significant financial risks are the insufficient level of the actual financing of actions, increase in prices for accomplishment of actions that can entail insufficient funding, reducing or complete cessation of financing of program actions and, as a result, not achievement of values of target indicators of the subprogramme.

For the purpose of minimization of effects of approach of financial and economic risks implementation of the following measures is planned:

monitoring of timely and effective use of means in case of program implementation of actions;

attraction of additional resources from non-budgetary sources of financing;

annual refining of amounts of the financial resources provided on implementation of actions of the State program taking into account the achieved results.

Social and economic risks are connected with development of national economy, level of the income of workers of different fields of activity, local social tension. For the purpose of risk minimization will be annually carried out professional orientation work with arriving, adjustment of target figures of acceptance to UVO. Actions for enhancement of wages system of the faculty will be performed Besides.

Normative and legal risks of implementation of the State program are connected with the possible change of the national legal system attracting change of sales terms of actions of subprogrammes.

Decrease in probability and minimization of effects of approach of the risks connected with change of the legislation will be performed by means of the following measures:

permanent monitoring of change of the legislation;

carrying out in need of adjustment of the subprogramme.

Technological, environmental, natural hazards are connected with change of conditions of implementation of educational activities owing to unexpected changes technological, ecological, environment. Decrease in influence of such risks will be carried out by redistribution of financing between customers of the State program and if necessary by adjustment of the subprogramme.

It is possible to refer inconsistency and lack of due coordination of actions of customers and contractors of the subprogramme to organizational risks of implementation of the subprogramme. This risk can entail failure to carry out of the purposes and tasks, decrease in efficiency of use of resources and quality of accomplishment of actions of the subprogramme. The main condition of minimization of effects of approach of organizational risks is forming of effective management system implementation of the subprogramme.

Decrease in probability and minimization of effects of approach of the specified risks will be performed by realization of the following measures:

forming of accurate and exhaustive requirements to results of accomplishment of actions;

implementation of monitoring of accomplishment of the subprogramme;

ensuring coordination of actions of participants of the State program.

Personnel risks are caused by insufficient competence of contractors or inefficient arrangement of contractors of actions.

Decrease in influence of these risks is supposed by means of taking measures on:

to attraction to performance of works of skilled contractors, if necessary - replacement of contractors;

optimizations of placement of personnel, subprogramme actions involved in accomplishment.

Under favorable conditions for financing, timeliness of accomplishment in full of the planned actions, adoption of the corresponding legal acts and lack of impact of other risk factors achievement of all target indicators of the subprogramme will be provided that will lead to accomplishment of the tasks set within the subprogramme.

The course of implementation of the subprogramme is controlled on target indicators annually (appendix 1 to the State program).

Chapter 12. General characteristic and directions of implementation of the subprogramme 6 "Development of system of postgraduate education"

Current status and forecast of development of system of postgraduate education

In recent years in the country purposeful work on development of the scientific sphere and its personnel potential according to the purposes and tasks of innovative development of the Republic of Belarus is carried out. Measures for enhancement of planning system and forming of the contingent of persons for training in postgraduate study (graduate military course) and doctoral studies, to overcoming the developed disproportions in industry specialization of students according to the priority directions of science and technologies are taken.

For the beginning of 2016 121 organizations of the country (74 scientific and other organizations and 47 organizations of education) realized the educational program of postgraduate study. Countrywide the number of persons mastering contents of the educational program of postgraduate study (graduate military course) constituted 4931 persons, from them at the expense of means of the republican budget had training of 3905 people.

For January 1, 2016 countrywide the number of persons mastering contents of the educational program of doctoral studies constituted 351 persons, from them 319 - at the expense of means of the republican budget. In doctoral studies of organizations of education 262 persons (percent 74,6) study.
