1. Form the Advisory Board on improvement of the investment climate in Tajikistan in case of the President of the Republic of Tajikistan.

Regulations on the Advisory board on improvement of the investment climate in case of the President of the Republic of Tajikistan

1. General provisions

1. The advisory board on improvement of the investment climate in case of the President of the Republic of Tajikistan (further the Advisory board) is consultative body in case of the President of the Republic of Tajikistan. The advisory board is important tribune for dialogue between the state and private sector, and promotes forming of state policy in spheres of development of entrepreneurship and improvement of the investment climate in the Republic of Tajikistan. - representatives of the foreign donor organizations are elected in coordination with partners in development;

- the representative of foreign investors in structure of the Advisory board are chosen from among investors who realize large investment and priority projects in sectors of economy;

- advisory board members affirm according to the solution of the Advisory board at its meetings;

- the term of power of advisory board members from private sector constitutes two years;

- powers of advisory board members it can be stopped before the expiration or once can be prolonged;

- advisory board members can be chosen in its structure in a row, only for two terms;

- the former advisory board members can be included in its structure with observance of the corresponding Items of this provision again.

8. The head of the secretariat of the Advisory board is elected according to the proposal of the Chairman of the Advisory board according to provisions of the European Bank for Reconstruction and Development.

9. Replacement of advisory board members from among the international donor organizations, foreign investors and domestic entrepreneurs is performed according to the procedure, the established Advisory board.

Main objective of the Advisory board is ensuring the state private dialogue, development of business activity, improvement of the investment climate, and also assistance to economic development, increase in welfare of the population, to elimination of problems and the main, barriers of development of entrepreneurship and investments, assistance to the President - to the Chairman of the Advisory board, the Government of the Republic of Tajikistan and other public institutions in implementation process of measures for improvement of the investment climate in the country.

11. Functions of the Advisory board:

- ensuring permanent dialogue and developing partnership between the state and private sector concerning promotion of questions of entrepreneurship and investment in the republic;

- carrying out research and the analysis concerning business activity and the investment climate in the country;

- development of offers and recommendations to the President of the Republic of Tajikistan - to the Chairman of the Advisory board and the Government of the Republic of Tajikistan, and also other state bodies concerning improvement of the investment climate and business activity;

- development of offers on reforming of system of public administration, enhancement of the current legislation for the purpose of strengthening of regulatory tasks of the state on development, business activity and improvement of the investment climate;
