About approval of the Procedure for metrological certification of technique (method) of measurements

For the purpose of implementation of the subitem 3 of Item 9 of the Protocol on carrying out coordinated policy in the field of ensuring unity of measurements (appendix No. 10 to the Agreement on the Eurasian Economic Union of May 29, 2014) and according to Item 36 of appendix No. 1 to the Regulations of work of the Eurasian economic commission approved by the Decision of the Supreme Eurasian economic council of December 23, 2014 No. 98, Council of the Eurasian economic commission solved:

1. Approve the enclosed Procedure for metrological certification of technique (method) for measurements.

2. Determine that:

before the date of entry into force of this Decision metrological certification of techniques (methods) of measurements is carried out according to the legislation of state member of the Eurasian Economic Union;

the documents on metrological certification of techniques (methods) of measurements issued according to the legislation of state member of the Eurasian Economic Union before the date of entry into force of this Decision are effective before the date of the termination of effective period of the corresponding techniques (methods) of measurements determined according to the legislation of this state.

3. This Decision becomes effective from the effective date the rules of mutual recognition of results of works on ensuring unity of measurements approved by the Eurasian economic commission, but not earlier than 30 calendar days from the date of official publication of this Decision.

Procedure for metrological certification of technique (method) for measurements

1. This Procedure is developed according to provision of the subitem 3 of Item 9 of the Protocol on carrying out coordinated policy in the field of ensuring unity of measurements (appendix No. 10 to the Agreement on the Eurasian Economic Union of May 29, 2014) and determines rules of metrological certification of technique (method) of measurements in state members of the Eurasian Economic Union (further respectively - certification, technique, state members).

2. For the purposes of this Procedure primary reference technique (method) of measurements is understood as technique (method) of measurements which is implemented with the highest accuracy in state member at the single legal entity on 1 set of the equipment, is applied to assessment of correctness of results of the measurements received with use of other techniques (methods) of measurements of the same sizes including reference, allows to receive results of measurements without their metrological traceability to units of sizes of the same sort and is approved as primary reference technique (method) applied in state member.

Other concepts used in this Procedure are applied in the values determined by the Protocol on carrying out coordinated policy in the field of ensuring unity of measurements (appendix No. 10 to the Agreement on the Eurasian Economic Union of May 29, 2014).

3. The techniques applied in the field of state regulation of ensuring unity of measurements (legislative metrology) are subject to certification without fail.

Concerning the techniques applied out of the sphere of state regulation of ensuring unity of measurements (legislative metrology), certification is carried out in voluntary procedure.

4. Certification of technique is carried out by the organizations authorized on it according to the legislation of state member (further - authorized organization).

Certification of technique is carried out according to the statement of any state member registered according to the legislation in the territory of this state member of the legal entity or physical person as the individual entrepreneur which are developers of technique, or person by request of whom the technique is developed (further - applicants).

5. During certification of technique theoretical and (or) pilot studies by determination of authorized organization are conducted and confirmation of conformity of technique to metrological requirements to measurements is performed. Metrological requirements to measurements are specified in the specification on development of technique or in other document containing initial requirements for development of technique (further - the specification).

As a result of conducting theoretical and (or) pilot studies of technique indicators of accuracy of the received results of measurements are established.

When conducting pilot studies of technique standards of units of sizes, standard samples and measuring instruments for which metrological traceability of the results received with their help to the International System of Units (SI), national (primary) standards and (or) international standards of units of sizes or to primary reference techniques (methods) of measurements is provided are used.

6. In case of confirmation of conformity of technique to metrological requirements to measurements:

a) it is established:

compliance of purpose of technique to the properties of subject to measurements capable to exert impact on results of measurements, and to nature of the measured sizes;

compliance of conditions of accomplishment of measurements to requirements for application of technique;

compliance of indicators of accuracy of results of measurements and methods of ensuring accuracy of measurements to metrological requirements to measurements;

ensuring metrological traceability of results of measurements to national (primary) standards and (or) international standards of units of sizes or to primary reference techniques (methods) of measurements;

correctness of representation of results of measurements;

completeness of statement of requirements for accomplishment of measurements and corresponding procedures;

compliance of the document regulating technique, to the interstate standard on development and registration of measurement techniques and to documents on maintaining information fund for ensuring unity of measurements of state member;
