About approval of the Method of calculation of goods turnover of public catering and indexes of physical amount of goods turnover of public catering

Based on subitem 8.10 of Item 8 of the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445, National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the Method of calculation of goods turnover of public catering and indexes of physical amount of goods turnover of public catering it is applied and to enact it since calculation of goods turnover of public catering and indexes of physical amount of goods turnover of public catering for January, 2016.

2. Declare invalid the resolution of National Statistical Committee of the Republic of Belarus of January 21, 2015 No. 2 "About approval of the Method of calculation of goods turnover of public catering and indexes of physical amount of goods turnover of public catering" (The national legal Internet portal of the Republic of Belarus, 05.02. 2015, 7/3036).

3. This resolution becomes effective in fifteen working days after its signing.

Method of calculation of goods turnover of public catering and indexes of physical amount of goods turnover of public catering

Chapter 1. General provisions

1. This Technique establishes procedure of payments bodies of the state statistics of goods turnover of public catering and indexes of physical amount of goods turnover of public catering.

2. Calculation of goods turnover of public catering is perfromed monthly on the republic, areas and the city of Minsk and annually - on the republic, areas and the city of Minsk, areas, the cities of regional subordination.

Indexes of physical amount of goods turnover of public catering are calculated monthly for the accounting period by the basic period (the republic, areas and the city of Minsk) and annually for accounting year to previous year (the republic, areas and the city of Minsk, areas, the cities of regional subordination).

3. The goods turnover of public catering and indexes of physical amount of goods turnover of public catering are calculated:

on the republic – National Statistical Committee;

on areas, areas, the cities of regional subordination – the head statistical offices of areas;

on the city of Minsk – the Head statistical office of the city of Minsk.

4. For the purposes of this Technique the following main terms and their determinations are used:

the accounting period – the period for which comparison is made;

the basic period – the period accepted for base of comparison;

current prices – the prices of the accounting period;

stable prices – the prices of the basic period;

goods turnover of public catering – the cost of products of public catering and the goods realized to the population, legal entities and individual entrepreneurs for cash and (or) non-cash payment in objects of public catering and also out of objects of public catering by orders;

the consolidated index of consumer prices of goods – the relative statistics characterizing changes in time of cost of the fixed consumer set of goods acquired by the population for non-productive consumption;

index of physical amount of goods turnover of public catering – the relative statistics of dynamics characterizing change of goods turnover of public catering in time in case of change in price influence exception.

5. The goods turnover of public catering consists from:

goods turnover of public catering of the organizations performing public catering (further - goods turnover of public catering of the organizations);

goods turnover of public catering of the individual entrepreneurs performing public catering (further - goods turnover of public catering of individual entrepreneurs);

goods turnover of public catering of the peasant farms performing public catering (further - goods turnover of public catering of peasant farms).

6. Information basis for calculation of goods turnover of public catering are:

6.1. primary statistical data in the following forms of the state statistical observations:

12 bidding (goods turnover) "The report on the retail turnover and inventories of goods, goods turnover of public catering" (further - form 12 the bidding (goods turnover));

1 bidding (public catering) "The report on public catering" (further - form 1 the bidding (public catering));

1-skh Anketa o deyatelnosti krestyanskogo (fermerskogo) hozyaystva (peasant farm) (further - form 1-cx (peasant farm));

6.2. administrative data:

The Ministries of Taxes and Tax Collection about proceeds from sales of goods the individual entrepreneurs performing public catering (further – administrative these Ministries of Taxes and Tax Collection);

The ministries of anti-monopoly regulation and trade about the number of places in the objects of public catering belonging to individual entrepreneurs (further – administrative these Ministries of anti-monopoly regulation and trade).

Chapter 2. Calculation of goods turnover of public catering of the organizations

7. The goods turnover of public catering of the organizations is calculated:

7.1. monthly based on primary statistical data in form 12 the bidding (goods turnover):

for the accounting period the accruing result since the beginning of year;

for month under report - as difference between goods turnover of public catering of the organizations for the accounting period and previous;

7.2. annually - for accounting year.

8. The goods turnover of public catering of the organizations for accounting year is calculated two times.

The first calculation of goods turnover of public catering of the organizations for accounting year (preliminary data) is perfromed based on primary statistical data in form 12 the bidding (goods turnover) for January – December on the republic, areas and the city of Minsk. The first calculation of goods turnover of public catering of the organizations for accounting year (preliminary data) is not perfromed on areas, the cities of regional subordination.

The second calculation of goods turnover of public catering of the organizations for accounting year (final data) is perfromed based on primary statistical data in form 1 the bidding (public catering) for accounting year on the republic, areas and the city of Minsk, areas, the cities of regional subordination.
