Based on Item i provisions) article 3 of the Code of road transport No. 150 of July 17, 2014 (The official monitor of the Republic of Moldova, 2014, Art. No. 247-248, 568) and the Law No. 131-XVI of June 7, 2007 on traffic safety (repeated publication: The official monitor of the Republic of Moldova, 2015, Art. No. 11-21, 6), and also for the purpose of systematization and classification of the companies for installation, repair and check of tachographs and speed limiters, for ensuring consumer protection and observance of the legislative provisions concerning traffic safety and environmental protection including for introduction of the minimum requirements to equipment of the companies and to personnel, DECIDES: the Government

Rules about mounting conditions, repair and check of tachographs and speed limiters

Rules about mounting conditions, repair and check of tachographs and speed limiters (further – Rules) shift the Directive 92/6/EEC of February 10, 1992 on installation and use of devices of speed limit on certain categories of vehicles in Community published in the Official magazine of the European Union by L 57 of March 2, 1992 and also partially shift Regulations (EU) No. 165/2014 of the European Parliament and Council of February 4, 2014 about tachographs on road transportation, cancellation of Regulations (EEC) No. 3821/85 of Council about recording equipment on road transportation and about change of Regulations (EU) No. 561/2006 of the European Parliament and Council about harmonization of certain social laws of rather over-the-road transport published in the Official magazine of the European Union by L 60 of February 28, 2014.

I. General provisions

1.1. These rules determine mounting conditions, repair and check of the control devices used on road transport and speed limiters.

1.2. Transactions on installation, repair and/or check of tachographs and/or speed limiters can perform only the companies corresponding to provisions of parts (1) - (3) article 110 of the Code of road transport.

1.3. The companies have no right to perform the tachographs and/or speed limiters used on road transport of own park.

1.4. For the purposes of these rules the following concepts are used:

The agency – the body providing control and monitoring of the types of activity specified in Chapters 3, of 7 and 9 these rules (The national agency of road transport);

defect – the failure in work found by the digital tachograph which can be caused by defect or incapacitation of the device;

calibration – updating or confirmation of parameters of the vehicle, including identification of the vehicles and transport characteristics which are stored in memory of data by means of the card of the company or registration leaf, if necessary;

the card of the company – the tachograph card issued by the Agency to authorized personnel of the producer of tachographs, the producer of vehicles or the authorized company which allows to identify the card holder and allows to hold testing, calibration and activation of tachographs and/or data loading from them;

effective circle of tires – average value of the distances passed by each of wheels, setting in motion the vehicle (driving wheels) for one whole revolution. Measurement of these distances is performed in normal conditions of testing, stipulated in Item 10.5 these rules, and the mm is expressed in the form of 1 = …;

characteristic coefficient of the vehicle – the numerical characteristic attaching the corresponding significance to the exit signal given by the vehicle component connecting it with the control device (secondary shaft of the gearbox or axis) after the run the distance vehicle in 1 km in the standard conditions of testing provided in Item 9.5 of these rules. The characteristic coefficient is expressed in turnovers on km (w = … about/km) or impulses on km (w = … imp./km);
