About additional measures for stimulation of export of not oil products

In recent years in development of the not oil sector which is the main driving force of national economy considerable success was achieved, its specific weight prevailed in the gross domestic product, production of competitive products with the high export potential extended.

In the Concept of development "Azerbaijan 2020: prospection" the business case of export orientation was taken as basis and as the important purpose transformation in the economy of export orientation creating high value added is determined. In this framework one of the main objectives consists in expansion of export opportunities of not oil sector with preserving high rates of its development.

For the purpose of stimulation of export of not oil products, increase in production and export of competitive not oil products, opportunities of entry into the traditional and new markets, further expansion of favorable conditions in this area, being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, I decide:

1. To the Cabinet of Ministers of the Azerbaijan Republic to prepare and provide to the President of the Azerbaijan Republic drafts of the regulatory legal acts regulating the following questions in a month:

1.1. the mechanism of rendering the agricultural and processed agricultural products of support of the return payment in connection with export;

1.2. the part of expenses on the organization of export missions paid for the account of the government budget to foreign countries, studying of the foreign markets and marketing activity, encouragement in the foreign markets of the Made in Azerbaijan brand, obtaining by the local companies in foreign countries of the certificates and patents connected with export, the programs and projects for research and development connected with export and the payment mechanism.

2. To the Ministry of Economics of the Azerbaijan Republic:

2.1. for the purpose of application of additional benefits to the loans granted to production of export orientation to prepare and provide to the President of the Azerbaijan Republic offers on entering of corresponding changes into the "Rules of use of means of National fund of the help to entrepreneurship of the Azerbaijan Republic" approved by the Presidential decree of the Azerbaijan Republic of October 7, 2009 No. 162 in a month;

2.2. to prepare and provide to two-month time to the President of the Azerbaijan Republic offers on creation of the logistic centers in the countries with the potential export markets;

2.3. provide forming of the database of export (the electronic portal).
