RESOLUTION OF COUNCIL OF MINISTERS OF THE REPUBLIC OF BELARUS

of March 4, 2016 No. 180

About approval of the State program "Culture of Belarus" for 2016-2020

(as amended on 20-11-2019)

According to Item 1 of article 9 of the Code of the Republic of Belarus on culture the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed State program "Culture of Belarus" for 2016-2020 (further - the State program).

2. Determine:

responsible customer of the State program Ministry of Culture;

customers of the State program the Ministry of Health, the Ministry of Foreign Affairs, the Ministry of information, the Ministry of Culture, the Ministry of Education, the Ministry of Defence, the Ministry of Sport and the tourism, the Ministry of Justice, Administration of the President of the Republic of Belarus Authorized for religions and nationalities, regional executive committees, the Minsk city executive committee.

3. Customers of the State program:

within the competence exercise control of target and effective use of the funds allocated for its realization;

according to the procedure, established by the legislation, annually submit to the responsible customer of the State program the report on the course of implementation of the State program.

4. Responsible customer of the State program:

4.1. according to the procedure, established by the legislation, annually submits the report on results of implementation of the State program;

4.2. within the competence and for the purpose of implementation of the State program has the right to request necessary information from customers of the State program.

5. To the Ministry of Finance annually when forming drafts of the republican budget for the next financial year to provide in accordance with the established procedure and taking into account opportunities of the republican budget money on financing of the State program.

6. Recommend to regional executive committees, to the Minsk Gorispolkom to provide in accordance with the established procedure funds for financing of actions of the State program and take other measures for its realization.

The state program "Culture of Belarus" for 2016-2020

Chapter 1. General provisions

The state program "Culture of Belarus" for 2016-2020 (further - the State program) is developed according to the Code of the Republic of Belarus about culture, the laws of the Republic of Belarus of November 25, 2011 "About archiving and clerical work in the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2011, No. 136, 2/1875), of June 16, 2014 "Ab Belarusians of zamezhzh" (The national legal Internet portal of the Republic of Belarus, 20.06. 2014, 2/2160), of November 11, 1992 "About ethnic minorities in the Republic of Belarus" (Vyarkho¸naga Savet's Vedamasts_ of Respubl_k_ Belarus, 1992, No. 35, art. 550; The National register of legal acts of the Republic of Belarus, 2004, No. 4, 2/1010), the National strategy of sustainable social and economic development of the Republic of Belarus for the period till 2020. The state program is developed taking into account priority of social and economic development of the Republic of Belarus for 2016-2020 on ensuring effective employment and human development ("Employment") and the Sustainable development goals announced by the General Assembly of the United Nations including on ensuring openness, safety, resilience and ecological stability of the cities and settlements, assistance forward, all-embracing and to sustained economic growth, full and productive employment and decent work for all.

Chapter 2. Purposes and summary target indicators of the State program

Purposes of the State program:

preserving historical memory of the Belarusian people, its national and cultural originality and traditions;

active involvement of citizens of Belarus in cultural life of the country, realization of creative potential of the nation;

ensuring high-quality forming, safety and use of documents of National Archive Fund of the Republic of Belarus as parts of information resource of the country;

assistance to preserving national and cultural identity of the Belarusian diaspora.

Summary target indicators of the State program:

share of the monuments of architecture restored and having the corresponding functional use included in the State list of historical and cultural values of the Republic of Belarus (30 percent, in 2015 - 15 percent);

surplus of number of visits of the organizations of culture (increase by 5 percent in relation to the level of 2015);

share of extrabudgetary funds in the total amount of financing of the state organizations of culture (26 percent by 2020);

the number of the archive documents accepted on permanent storage in the public archive institutions (at least 80 thousand storage units a year);

surplus of number of the actions of welfare and economic orientation held with participation of representatives of Belarusians of the abroad (increase at percent 65,1 in relation to the level of 2015).

Data on the summary target indicators characterizing the purposes of the State program on the target indicators characterizing tasks of subprogrammes, and their values are provided in appendix 1.

Chapter 3. Customers of the State program

Responsible customer of the State program is the Ministry of Culture.

Customers of the State program - the Ministry of Health, the Ministry of Foreign Affairs, the Ministry of information, the Ministry of Culture, the Ministry of Education, the Ministry of Defence, the Ministry of Sport and tourism, the Ministry of Justice, Administration of the President of the Republic of Belarus, Authorized for religions and nationalities, regional executive committees, the Minsk Gorispolkom.

Chapter 4. Subprogrammes of the State program

The state program includes the subprogramme 1 "Heritage", the subprogramme 2 "Art and creativity", the subprogramme 3 "Archives of Belarus", the subprogramme 4 "Belarusians in the world".

Customers of the subprogramme 1 "Heritage" - the Ministry of Culture, the Ministry of Sport and tourism, the Ministry of Health, Administration of the President of the Republic of Belarus, regional executive committees, the Minsk Gorispolkom, the Representative for cases of religions and nationalities.

Customers of the subprogramme 2 "Art and creativity" - the Ministry of Culture, the Ministry of Education, the Ministry of Defence, Administration of the President of the Republic of Belarus, regional executive committees, the Minsk Gorispolkom.

Customers of the subprogramme 3 "Archives of Belarus" - the Ministry of Justice, regional executive committees, the Minsk Gorispolkom.

Customers of the subprogramme 4 "Belarusians in the world" - the Ministry of Foreign Affairs, the Ministry of Culture, the Ministry of information, Authorized for religions and nationalities, regional executive committees, the Minsk Gorispolkom.

Chapter 5. Tasks and corresponding customers of subprogrammes

Subprogramme tasks 1 "Heritage":

preserving historical and cultural heritage (further - task of 1 subprogramme 1). Customers - the Ministry of Culture, regional executive committees, the Minsk Gorispolkom;

improvement of quality and variety of the services provided by libraries, the museums, galleries, showrooms (further - task 2 subprogrammes 1). Customers - the Ministry of Culture, the Ministry of Sport and tourism, the Ministry of Health, Administration of the President of the Republic of Belarus, regional executive committees, the Minsk Gorispolkom;

creation of conditions for further development of national art crafts (further - task 3 subprogrammes 1). Customers - the Ministry of Culture, regional executive committees, the Minsk Gorispolkom;

creation of conditions for preserving and development of cultures of ethnic minorities (further - task 4 subprogrammes 1). Customers - the Representative for cases of religions and nationalities, the Ministry of Culture.

Tasks of the subprogramme 2 "Art and creativity":

the organization and holding cultural actions, support of art and creativity, strengthening of the international cultural cooperation, creation of conditions for esthetic education of children and youth (further - task of 1 subprogramme 2). Customers - the Ministry of Culture, the Ministry of Education, regional executive committees, the Minsk Gorispolkom;

improvement of quality and variety of the services provided by the club organizations and the other organizations of culture (further - task 2 subprogrammes 2). Customers - the Ministry of Culture, the Ministry of Defence, Administration of the President of the Republic of Belarus, regional executive committees, the Minsk Gorispolkom;

creation of conditions for preserving and development of cinematography (further - task 3 subprogrammes 2). Customers - the Ministry of Culture, regional executive committees;

support of the theatrical and spectacular organizations of the Republic of Belarus (further - task 4 subprogrammes 2). Customers - the Ministry of Culture, regional executive committees, the Minsk Gorispolkom;

updating (replenishment and repair) of fund of musical instruments of cultural institutions and education (further - task of the 5th subprogramme 2). Customers - the Ministry of Culture, regional executive committees, the Minsk Gorispolkom.

Task of the subprogramme 3 "Archives of Belarus" - forming of National Archive Fund of the Republic of Belarus, ensuring safety and use of archive documents (further - subprogramme task 3). Customers - the Ministry of Justice, regional executive committees, the Minsk Gorispolkom.

Tasks of the subprogramme 4 "Belarusians in the world":

creation and development of system of partner cooperation with Belarusians of the abroad in social and economic, information, educational, cultural and other spheres (further - task of 1 subprogramme 4). Customers - the Ministry of Foreign Affairs, the Ministry of Culture, the Ministry of information, Authorized for religions and nationalities, regional executive committees, the Minsk Gorispolkom;

involvement of the Belarusian diaspora to participation in realization of tasks of social and economic and cultural development of the Republic of Belarus (further - task 2 subprogrammes 4). Customers - the Ministry of Foreign Affairs, the Ministry of Culture, Authorized for religions and nationalities.

Chapter 6. Target indicators and their interrelation with tasks of subprogrammes

Target indicators of the subprogramme 1 "Heritage":

the number of the non-material historical and cultural values included in the State list of historical and cultural values of the Republic of Belarus (at least 119 manifestations of creativity of the person till 2020, in 2015 – 76 manifestations of creativity of the person). This target indicator characterizes accomplishment of task of 1 subprogramme 1;

the number of the file on objects of heritage of the Republic of Belarus developed and provided to the Center of the World heritage of UNESCO (at least 5 files by 2020, in 2015 files were not developed). This target indicator characterizes accomplishment of task of 1 subprogramme 1;

surplus of number of visits of public libraries, including remote users (increase by 20 percent till 2020 in comparison with indicator of 2015). This target indicator characterizes accomplishment of task 2 subprogrammes 1;

surplus of amount of Museum fund of the Republic of Belarus (increase by 5 percent till 2020 in comparison with indicator of 2015). This target indicator characterizes accomplishment of task 2 subprogrammes 1;

surplus of number of visits of the museums (increase by 5 percent till 2020 in comparison with indicator of 2015). This target indicator characterizes accomplishment of task 2 subprogrammes 1;

the number of festivals (festivals fairs), the holidays spent for the purpose of demonstration of achievements of masters of national art crafts (at least 8 in year). The specified target indicator characterizes accomplishment of task 3 subprogrammes 1;

the number of the cultural events held with participation of on-stage performance groups of national and cultural associations (at least 50 in year). This target indicator characterizes accomplishment of task 4 subprogrammes 1.

Target indicators of the subprogramme 2 "Art and creativity":

the number of the festivals held by the theatrical and spectacular organizations, forums, holidays and other cultural actions (14,5 of one thousand actions a year suffices). This target indicator characterizes accomplishment of tasks 1 and 4 subprogrammes 2;

the number of the spent days of national culture, days of cinema (at least 5 in year). This target indicator characterizes accomplishment of task of 1 subprogramme 2;

the number of the cultural events held by the club organizations (at least 500 thousand actions a year). This target indicator characterizes accomplishment of task 2 subprogrammes 2;

the number of nonprofessional (amateur) collectives of art creativity with the names "national" and "exemplary" (surplus on 150 till 2020 to the level of 2015). This target indicator characterizes accomplishment of task 2 subprogrammes 2;

surplus of amount of the income from film screening and other services of the film distributing and film spectacular organizations (increase by 50 percent till 2020 from the level of 2015). The specified target indicator characterizes accomplishment of task 3 subprogrammes 2;

quantity of the purchased musical instruments (at least 2440 units till 2020). The specified target indicator characterizes accomplishment of task of the 5th subprogramme 2;

share of the repaired (recovered) musical instruments (in 2020 – 10, percent). The specified target indicator characterizes accomplishment of task of the 5th subprogramme 2.

Target indicators of the subprogramme 3 "Archives of Belarus":

the number of the unique and especially important archive documents having insurance copies (at least 600 storage units a year);

the number of the archive documents having digital copies (at least 3600 storage units a year);

the number of the published collections of documents and archive reference books about structure and contents of documents of National Archive Fund of the Republic of Belarus (at least 5 in year).

These target indicators characterize accomplishment of task of the subprogramme 3.

Target indicators of the subprogramme 4 "Belarusians in the world":

the number of cultural actions with participation of foreign collectives of art creativity and delegations of national and cultural associations of the Belarusians of the abroad who are carried out in the territory of the Republic of Belarus (at least 17 in year). This target indicator characterizes accomplishment of tasks 1 and 2 subprogrammes 4;

the number of actions with participation of the Belarusian professional and nonprofessional (amateur) collectives of art creativity which are carried out by Belarusians of the abroad (at least 83 in year). This target indicator characterizes accomplishment of task of 1 subprogramme 4;

the number of business forums with participation of Belarusians of the abroad from among the entrepreneurs who are carried out in the territory of the Republic of Belarus (at least 1 in year). The specified target indicator characterizes accomplishment of tasks 1 and 2 subprogrammes 4.

Chapter 7. Financial provision of implementation of the State program

Sources of financing of actions of the State program are means republican and local budgets, own means of the organizations, and also other sources which are not prohibited by the legislation.

On implementation of the State program means in the amount of 3 107 500 874, of ruble, including from the republican budget 610 449 884 rubles, from local budgets – 1 911 342 912, 31 ruble, own means of the organizations – 585 708 077, the 99th ruble, including by years will be required:

2016 – 483 354 613, 31 ruble, from them the republican budget – 86 002 734 rubles, local budgets – 310 515 360, the 11th ruble, own means of the organizations – 86 836 519, 2 rubles;

2017 – 529 715 753, 94 rubles, from them the republican budget – 93 078 141 rubles, local budgets – 333 672 985, the 25th ruble, own means of the organizations – 102 964 627, the 69th ruble;

2018 – 600 919 691, 93 rubles, from them the republican budget – 99 279 400 rubles, local budgets – 389 926 034, the 27th ruble, own means of the organizations – 111 714 257, the 66th ruble;

2019 – 700 033 581, the 17th ruble, from them the republican budget – 141 087 481 rubles, local budgets – 415 543 916, the 56th ruble, own means of the organizations – 143 402 183, 61 rubles;

2020 – 793 477 233, the 95th ruble, from them the republican budget – 191 002 128 rubles, local budgets – 461 684 616, the 12th ruble, own means of the organizations – 140 790 489, 83 rubles.

The amounts of financing of subprogrammes constitute:

the subprogramme 1 "Heritage" – 994 787 333, 42 rubles;

the subprogramme 2 "Art and creativity" – 2 028 340 016, 22 rubles;

the subprogramme 3 "Archives of Belarus" – 81 569 287, the 46th ruble;

the subprogramme 4 "Belarusians in the world" – 2 804 237, 2 rubles.

Financial provision of implementation of the State program is provided according to appendix 2.

The complex of actions of the subprogramme 1 "Heritage" is provided according to appendix 3.

The complex of actions of the subprogramme 2 "Art and creativity" is provided according to appendix 4.

The complex of actions of the subprogramme 3 "Archives of Belarus" is provided according to appendix 5.

The complex of actions of the subprogramme 4 "Belarusians in the world" is provided according to appendix 6.

Chapter 8. The analysis of the main risks in case of accomplishment of the State program

The main risks in case of accomplishment of the State program are connected:

with reducing network of cultural institutions;

with change of social and economic country situation;

with poor control of implementation of the State program, including management of financial, personnel and material resources.

It can bring:

to reduction of influence of culture by social and economic development of the country;

to non-compliance with the principle of ensuring equal access to the cultural benefits of different national groups;

to threat to forming of National Archive Fund of the Republic of Belarus;

to reduction of interest of Belarusians of the abroad in participation in social and economic and cultural life of Belarus.

Early termination of implementation of the State program can occur in case of change of social and economic country situation, determination of new priorities of state policy in the field of culture and cooperation with Belarusians in the world.

For prevention of negative effects in case of implementation of the State program the following mechanisms on risk management and measures for their minimization were considered:

the complex solution of tasks of state policy in the field of culture with participation of all main subjects of cultural activities;

support of the priority directions of development of national culture - protection of historical and cultural heritage, support of activities of the theatrical and spectacular organizations and organizations of cinematography, development of all art forms and creativity, national art crafts;

upgrade and strengthening of material and technical resources of the organizations of culture, public archive institutions;

ensuring innovative development of the sphere of culture, use of modern managerial, information and other technologies in activities of cultural institutions;

adaptation of actions of the State program to the changing social and economic conditions of development of the sphere of culture of the Republic of Belarus;

variability of approaches to realization of separate actions of the State program;

activation of interaction of state bodies of the Republic of Belarus with the organizations of compatriots abroad in the different directions of cooperation (economy, culture, education, sport and others);

the direction of extrabudgetary (own) funds of the organizations of culture on accomplishment of actions of the State program.

Chapter 9. Technique of efficiency evaluation of the State program

The efficiency evaluation of implementation of the State program and subprogrammes is performed by the responsible customer and customers of the State program.

Efficiency of implementation of the State program is estimated as extent of goal achievement of the State program, the actual achievement of summary target indicators of the State program and efficiency of implementation of subprogrammes.

Efficiency of implementation of subprogrammes is estimated as degree of the solution of tasks of the subprogramme and the actual achievement of target indicators of the subprogramme.

The efficiency evaluation of implementation of the State program and subprogrammes is made annually. Results of such assessment are represented as a part of the annual statement about the course of implementation of the State program and subprogrammes.

The efficiency evaluation of implementation of subprogrammes is performed in three stages.

At the first stage extent of achievement of planned value of the target indicator characterizing subprogramme task which is calculated by formula is estimated

where SDP/ppz – extent of achievement of planned value of the target indicator characterizing task of the subprogramme (percent);

ZPP/pf – the value of the target indicator characterizing subprogramme task, which is actually reached by the end of the reporting period;

ZPP/software – planned value of the target indicator characterizing subprogramme task.

If value SDP/ppz is more than 100 percent, then when calculating degree of the solution of tasks of the separate subprogramme it is accepted to equal 100 percent.

At the second stage degree of the solution of tasks of the separate subprogramme on formula is estimated

where the PRODUCTION SHARING AGREEMENT / п – degree of the solution of tasks of the separate subprogramme in reporting year (percent);

SDP/ppz – extent of achievement of planned value of the target indicator characterizing task of the separate subprogramme;

N – quantity of the target indicators characterizing tasks of the separate subprogramme.

At the third stage efficiency of implementation of the separate subprogramme is determined. Efficiency of implementation of the subprogramme is determined as the relation of degree of the solution of tasks of the subprogramme to degree of compliance of the actual amount of financing of the same subprogramme to the planned amount of financing in reporting year:

where the EDS / п – efficiency of implementation of the separate subprogramme in reporting year;

The PRODUCTION SHARING AGREEMENT / п – degree of the solution of tasks of the separate subprogramme in reporting year;

Susa – degree of compliance of the actual amount of financing of the subprogramme to the planned amount of financing in reporting year.

Degree of compliance of the actual amount of financing of the subprogramme to the planned amount of financing in reporting year is calculated by formula

where Susa – degree of compliance of the actual amount of financing of the subprogramme to the planned amount of financing (percent);

Vf – amount of the actual financing of the subprogramme;

Vp – the planned amount of financing of the subprogramme.

If value of Susa is more than 100 percent, then when calculating degree of compliance of the actual amount of financing of the subprogramme to the planned amount it is accepted to equal 100 percent.

Efficiency of implementation of the subprogramme is recognized high if EDS value / п makes at least 0,9.

Efficiency of implementation of the subprogramme is recognized to average if EDS value / п makes at least 0,8.

Efficiency of implementation of the subprogramme is recognized satisfactory if EDS value / п makes at least 0,7.

Efficiency of implementation of the subprogramme is recognized unsatisfactory if EDS value / п makes less 0,7.

Efficiency of implementation of the subprogramme can be acknowledged high if planned values of the target indicators established in breakdown on regions are executed by all regions.

The efficiency evaluation of implementation of the State program is performed in three stages.

At the first stage extent of achievement of planned value of each summary target indicator characterizing the purposes of the State program which is calculated by formula is estimated

where Sdpzgp – extent of achievement of planned value of the summary target indicator characterizing the purposes of the State program (percent);

Zpgpf – the value of the summary target indicator characterizing the purposes of the State program, which is actually reached by the end of the reporting period;

Zpgpp – planned value of the target indicator characterizing the purposes of the State program.

If value Sdpzgp is more than 100 percent, then when calculating extent of achievement of planned value of the summary target indicator characterizing the purposes of the State program it is accepted to equal 100 percent.

At the second stage extent of goal achievement of the State program is estimated.

Assessment of extent of goal achievement of the State program is determined through values of extent of achievement of all summary target indicators of the State program by formula

where Srtsgp – extent of goal achievement of the State program in reporting year (percent);

Sdpzgp – extent of achievement of planned value of the summary target indicator characterizing the purposes of the State program;

N – quantity of the summary target indicators characterizing the purposes of the State program.

At the third stage efficiency of implementation of the State program as the relation of extent of goal achievement of the State program to degree of compliance of the actual amount of financing of the State program to the planned amount of financing in reporting year is determined:

where Egp – efficiency of implementation of the State program;

Srtsgp – extent of goal achievement of the State program in reporting year;

Susa – degree of compliance of the actual amount of financing of the State program to the planned amount of financing in reporting year.

Degree of compliance of the actual amount of financing of the State program to the planned amount in reporting year is calculated by formula

Vf – amount of the actual financing of the State program;

Vp – the planned amount of financing of the State program.

If value of Susa is more than 100 percent, then when calculating degree of compliance of the actual amount of financing to the planned amount it is accepted to equal 100 percent.

Efficiency of implementation of the State program is recognized high if:

value Egp constitutes at least 0,9;

efficiency of realization at least two subprogrammes is recognized high, and efficiency of implementation of other subprogrammes is not lower than average.

Efficiency of implementation of the State program can be acknowledged high if planned values of the summary target indicators established in breakdown on regions are executed by all regions.

Efficiency of implementation of the State program is recognized to average if:

value Egp constitutes at least 0,8;

efficiency of realization at least two subprogrammes is recognized not lower than average, and efficiency of implementation of other subprogrammes is not lower than satisfactory.

Efficiency of implementation of the State program is recognized satisfactory if:

value Egp constitutes at least 0,7;

efficiency of implementation of each subprogramme is acknowledged not lower than satisfactory.

Efficiency of implementation of the State program is recognized unsatisfactory other cases.

When evaluating efficiency of implementation of the State program extent of accomplishment of actions state and regional investing programs is not considered.

When evaluating efficiency with the accruing result the analysis of accomplishment of summary target and target indicators for row of years during which the State program was implemented is performed.

At the same time features of indicators are considered:

for assessment of extent of achievement of the indicators which are characterizing result of the taken measures within separate year and having absolute values the actual values by every year of the analyzed period are summed up and compared with the amount of planned values for the same period (Items 4, 5, 11, 13–15, 20–25 of appendix 1);

for assessment of extent of achievement of the indicators reflecting result of the taken measures for all analyzed period the actual and planned measure values for the last year of the analyzed period are compared (Items 1-3, 6-10, 12, 16–19 appendices 1);

assessment of extent of achievement of indicators which in implementation process of the State program are cancelled or established later (Items 18, of the 19th appendix 1), it is performed for the period on which they were established;

in case of assessment of degree of compliance of the actual amount of financing of the State program (subprogramme) planned total values of the actual and planned amounts of financing of the State program (subprogramme) of the analyzed period are compared every year with the accruing result.

Chapter 10. The expected results of implementation of the State program

The implementation of actions of the State program will increase social and cost efficiency of functioning of spheres of culture, spheres of archiving, interaction with Belarusians of the abroad and will allow:

realize support of the priority directions of development of national culture - protection of historical and cultural heritage, activities of the theatrical and spectacular organizations and the organizations of cinematography, development of all art forms and creativity, national art crafts;

expand access to the cultural benefits to different categories of the population;

increase quality and variety of cultural products and services;

ensure safety and adaptation under modern functions of historical and cultural values;

provide entering into the List of the World heritage of UNESCO of objects of heritage;

complete construction and capital repairs of objects;

update material and technical resources, including funds of musical instruments of cultural institutions and education in the field of culture;

upgrade the equipment of cultural institutions which activities have portable character (autoclubs, bibliobusa);

modernize places of film video display;

create conditions for further development of art creativity (professional and nonprofessional), national art crafts;

create conditions for realization of creative potential of talented youth;

provide effective forming of National Archive Fund of the Republic of Belarus;

create conditions for permanent storage of archive documents;

provide quick and open entry of users to archive information;

promote preserving national and cultural identity of the Belarusian diaspora;

provide promotion of foreign policy and external economic interests of the Republic of Belarus abroad with assistance of representatives of Belarusians of the abroad;

provide involvement of Belarusians of the abroad to participation in program implementation of social and economic development of the Republic of Belarus;

provide promotion of Belarusian and culture abroad.

Chapter 11. Subprogramme 1 "Heritage"

The characteristic of current status and the forecast of development of the sphere of culture regarding protection of historical and cultural heritage, museum and library science

The subprogramme 1 "Heritage" is aimed at providing the state support of activities in the field of protection of material and non-material cultural heritage (monuments of architecture and town planning, monuments history, archeology, art and non-material manifestations of creativity of the person – folklore, traditions, customs, ceremonies, national art crafts and other objects), developments of museum and library science in the Republic of Belarus.

In 2011-2015 the system of public administration and the legislation in the field of protection of historical and cultural heritage was enhanced: purposeful actions for preserving, restoration and effective use of monuments were performed.

Restoration works are complete and museumification on the most significant objects of heritage of Belarus included in the List of the World heritage of UNESCO – the castle World complex and palace and park ensemble in Nesvizhe who is part of object "Architectural and cultural complex of the residence of sort Radzivillov" is carried out.

Within the State program "Culture Belarus і" for 2011-2015, the Republic of Belarus approved by the resolution of Council of Ministers of December 26, 2010 No. 1905 (The national register of legal acts of the Republic of Belarus, 2011, No. 11, 5/33091), and the State program "Zamk_ Belarus і" for 2012-2018, the Republic of Belarus approved by the resolution of Council of Ministers of January 6, 2012 No. 17 (The national register of legal acts of the Republic of Belarus, 2012, No. 10, 5/35092), were performed restoration works in Lidskom (the 14th century) and Novogrudsk (XI __-XIV centuries) locks, preservation and improvement of ruins of locks in Golshanakh (XVІ–XV ІІ centuries), Krevo (the 14th century), the Old lock in Grodno (the 14th century). Restoration of the palace was complete and the new museum of M. K. Oginsky in the village of Zalesye of the Smorgon district of the Grodno region is open.

In system of the Ministry of Culture 151 museums are effective. The new building of the Belarusian state museum of history of the Great Patriotic War and the museum dacha of the national writer of Belarus Vasyl Bykov are open. The southeast part of barracks of the Citadel of the Brest fortress is restored and exposure "The museum of war – the world territory" is created. New projects of exposures in the museums of all regions of the country are realized.

Works on restoration and adaptation of single complex of buildings of the National art museum of the Republic of Belarus – to creation of museum quarter are conducted. In the long term on its base it is planned to create new exposures, depositary, library, rest areas.

As a result of reorganization the museum network was reduced by 9 units: as branches to the State museum of history of the Belarusian literature the literary museums of Maxim Bogdanovich and Petrusya of the Brow, joined the National historical museum of the Republic of Belarus – the museum of history of theatrical and musical culture and the museum of the nature and ecology. Reorganization of the museums in the Mogilev, Gomel and Grodno regions is carried also out.

Reorganization of the state museums became one of means of assistance to their further high-quality and effective development, allowed to reduce the administrative machine, to expand range of the services rendered by them, and also helped to use rationally and effectively budgetary funds.

The museums became more open and available to visitors. They are engaged in searches of additional sources of financing, expand service industry and increase their high-quality level, actively use new information technologies and develop interactive forms of work with visitors. Intensively develop innovative forms of exhibition and cultural and educational activities.

Stable growth of Museum fund of the Republic of Belarus which constitutes more 3,1 of one million museum objects is observed and increased by 10 percent by 2014. Growth of attendance of the museums which is one of the main criteria in case of assessment of contribution of the museums to cultural life of society continues. In 2014 this indicator constituted 5848,4 of one thousand people.

For the purpose of integration of historical and cultural heritage of the country into the European world space the State catalog of Museum fund of the Republic of Belarus which includes 154,5 of one thousand museum objects is created.

The National forum "Museums of Belarus" which promotes expansion of the international cultural exchange and inclusion of national property in world cultural heritage became significant event in cultural life of the country, complex form of the highly professional and technologically oriented cultural action.

One of the most pressing problems in the field of museum activities is lack of full exposure of the National historical museum of the Republic of Belarus which is intended to express the Belarusian national idea, to act as the most important factor of preserving national historical and cultural heritage, fostering patriotism and national consciousness, to promote consolidation of society. Need of construction of single depositary for storage of fund collections of the leading museums of the republic ripened.

Enhancement of museum activities will be promoted: upgrade of the existing repositories of the museums and equipment by their special equipment, enhancement of work of the State catalog of Museum fund of the Republic of Belarus, upgrade of system of electronic accounting of museum objects, implementation of new technologies and front lines the practician in exposition, exhibition activities, development of infrastructure of the museums.

The cumulative network of libraries of Belarus contains about 7,7 one thousand public and special libraries with total amount of funds about 180 million copies today. About 37 percent of libraries of the country are under authority of the Ministry of Culture (2,9 thousand).

In recent years because of social and demographic processes reducing network of public libraries in the rural zone is observed. At the same time information and library services are still demanded by the population. So, by results of 2014 the number of visits made 27 141,5 thousand including due to visits in the remote (virtual) mode.

In this regard work of libraries on forming of electronic information resources was of particular importance. Creation and development of information systems and services of all-republican value is performed: virtual reading room of National library of Belarus, service of electronic delivery of documents. Further development was gained by non-stationary forms of servicing that expanded access of the population of the remote territories to cultural values and information, knowledge.

Creation of the barrier-free circle was promoted by equipment of public libraries tiflooborudovaniye for users with sight violation.

The wide public response was received by such library actions as forum of librarians of Belarus which became traditional, the International congress "Library as culture phenomenon", the International knigovedchesky readings, the republican tender "Library — the Center of National Culture" and others.

At the same time the low level of informatization of libraries remains urgent problem. Perspective long-term projects are creation of National electronic library of Belarus, corporate service of electronic delivery of documents based on National library of Belarus, use in activities of libraries of cloud computing.

Active support of art crafts was performed. Non-material manifestations of creativity of the person, separate types of crafts officially are recognized quality of national property, national masters and the centers of folk art and crafts are provided with protection and support. Annually there pass the international, national and regional showings, festivals, fairs (The international open-air of potters, Stolinsky district; Republican festival fair "Vyasnova bouquet", Minsk; regional open-air of carvers of monumental sculpture, Drogichinsky district; holiday tender of masters in weaving "Matchyna of krosna". Old Roads; holiday tender of masters of pottery "Gl_nyana ring", Volozhinsky district and others).

The State program of revival of technologies and traditions of production of the Slutsk belts and development of production of national souvenirs of "Slutsk_ya of payasa" for 2012-2015 approved by the resolution of Council of Ministers of the Republic of Belarus of November 22, 2012 No. 1069 is realized (The national legal Internet portal of the Republic of Belarus, 05.12. 2012, 5/36544).

At the same time number of unresolved problems remains, including:

availability of considerable number of the objects of historical and cultural heritage which are in inadequate technical condition and not having functional adaptation;

absence at the majority of the objects of cultural heritage of the approved components which are subject to protection, developed and the approved projects of zones of protection;

considerable amount of unauthorized excavation on archaeological objects;

insufficient rates of informatization of the sphere of historical and cultural heritage and its presence at world information space;

deficit of qualified personnel, first of all for carrying out restoration works on objects of cultural heritage, in funds of the museums and libraries;

insufficient presence of objects of heritage at the international security lists, including List of the World heritage of UNESCO, Representative list of non-material cultural heritage of mankind (UNESCO);

unequal access to museum and library stocks of inhabitants of the settlements which do not have stationary cultural institutions;

insufficient amount of financing of works on protection and restoration of objects of historical and cultural heritage.

Values of target indicators of the subprogramme

Value of target indicator by the number of the non-material historical and cultural values included in the State list of historical and cultural values of the Republic of Belarus (at least 119 manifestations of non-material creativity of the person till 2020), is caused by obligations of the Republic of Belarus on implementation of the Convention on the protection of non-material cultural heritage accepted on October 17, 2003 by the General conference of the United Nations Educational, Scientific and Cultural Organization.

Financial provision of the subprogramme 

The amount of financing of the subprogramme constitutes 994 787 333, 42 rubles, including from the republican budget – 254 510 308, the 78th ruble, from local budgets – 647 677 108, the 18th ruble, at the expense of own means of the organizations – 92 599 916, the 46th ruble, from them by years of realization:

2016 – 154 702 681, 25th ruble;

2017 – 161 213 442, 81 rubles;

2018 – 169 576 402, 72 rubles;

2019 – 216 982 473, 62 rubles;

2020 – 292 312 333, 02 rubles.

The amounts of financing are subject to refining proceeding from macroeconomic parameters of social and economic development of the Republic of Belarus and opportunities republican and local budgets.

The analysis of the main risks in case of accomplishment of the subprogramme 

It is possible to carry to major factors which can influence achievement of target indicators of the subprogramme:

reducing network of public libraries;

insufficient skill level and experience of practical work of managerial personnel in the field of protection of historical and cultural heritage;

poor control of implementation of the subprogramme, including management of financial, personnel and material resources, lagging from terms of implementation of actions and, as a result, not development of the allocated financial resources;

reduction of the amounts of financing.

Financing of the State program for 90 percent and reducing network of the organizations of culture more than for 10 percent will be given:

to decrease in scope of the population information and library servicing it is lower than 30 percent;

to decrease in attendance of the state museums to 10 percent.

The insufficient skill level and experience of practical work of managerial personnel in the field of protection of historical and cultural heritage can bring:

to decision making which lead to deterioration in condition, conditions of perception and scientifically not reasonable changes of historical and cultural values;

to departure from the provisions accepted by the legislation on ensuring safety of historical and cultural values and decline in quality of the developed scientific project documentation, adoption scientifically not of reasoned project decisions;

to increase in costs for reduction of works in compliance with the current legislation about culture;

to failure to meet time constraints of performance of works on historical and cultural values.

The insignificant amount of financing at the expense of all sources directed to repair and restoration works on historical and cultural values can bring:

to considerable deterioration in technical condition of monuments of architecture;

to increase in costs on their reduction in proper technical condition:

to reduction of share of the restored historical and cultural values during the considered period for 40–50 percent from planned.

Risk minimization is possible at the expense of the organization and ensuring permanent and operational monitoring of implementation of the subprogramme, and also due to adjustment of the subprogramme on the basis of data analysis of monitoring, carrying out certification and retraining of managerial personnel in the field of protection of historical and cultural heritage, the direction of extrabudgetary (own) funds of the organizations of culture on accomplishment of actions of the subprogramme.

Chapter 12. Subprogramme 2 "Art and creativity"

Characteristic of current status and forecast of development of art and creativity of the Republic of Belarus

The subprogramme 2 "Art and creativity" is directed to support of fine, arts and crafts, monumental, theatrical, musical, choreographic, cinema arts, professional and nonprofessional (amateur) collectives of art creativity, activities of the theatrical and spectacular organizations and club organizations, creation of conditions for the organization of cultural rest (leisure) of the population, esthetic education of children and youth, expansions of the international cultural cooperation, ensuring with musical instruments of professional and nonprofessional (amateur) collectives of art creativity and organizations of education.

Art of Belarus is characterized by the high art level, specific and genre variety. In the country unique composer, performing, art schools are created. Art in many respects determines modern look of national culture.

In the Republic of Belarus 28 state theaters, from them 27 – systems of the Ministry of Culture (2 musical, 18 drama, 7 doll), 1 – the Ministries of Defence are effective. "National" 4 theaters have the status, ranks "Honored Collective of the Republic of Belarus" are awarded 10 theaters. State policy in the field of art and creativity is implemented through information and financial support of activities of the theatrical and spectacular organizations, organizations of cinematography, professional and amateur on-stage performance groups, creation of cultural institutions of new type, support of festival movement. In Belarus annually there take place about 60 international, republican and regional festivals. The largest of them – the International festival of arts "Slavic market in Vitebsk", the Minsk international L_stapad Film Festival, the International festival of theater "Panorama", the International festival of arts "The Belarusian musical fall", the holiday "Kupalye" ("Alexandria brings together friends"), the International holiday of traditional culture "Brasla¸sk_ya zarn_ets", the International festival of ethnocultural traditions of "Kl_ch Palessya", the International festival of folk music "Zv_nyats cymbals і гармонік", the International festival of folk art "Friendship wreath", the Republican festival of folklore art Berag_nya and others.
