1. Approve the enclosed Rules of use by the medical organizations of means of the normalized safety stock of territorial fund of compulsory medical insurance for financial provision of actions for the organization of additional professional education of health workers for programs of advanced training, and also on acquisition and carrying out repair of the medical equipment.

2. To make to the Ministry of Health of the Russian Federation together with Federal Compulsory Health Insurance Fund explanations on application of the Rules approved by this resolution.

Rules of use by the medical organizations of means of the normalized safety stock of territorial fund of compulsory medical insurance for financial provision of actions for the organization of additional professional education of health workers for programs of advanced training, and also on acquisition and carrying out repair of the medical equipment

1. These rules determine procedure and conditions of use by the medical organizations of means of the normalized safety stock of territorial fund of compulsory medical insurance (further - territorial fund) for financial provision stipulated in Item 7.1 parts 2 of article 20 of the Federal law "About Compulsory Medical Insurance in the Russian Federation" of actions on:

a) organizations of additional professional education of health workers for programs of advanced training;

b) to acquisition of the medical equipment;

c) to carrying out repair of the medical equipment.

2. Means of the normalized safety stock of territorial fund for financial provision of the these rules of actions specified in Item 1 (further respectively - actions, means for financial provision of actions) are provided by territorial fund to the medical organizations participating in implementation of territorial programs of compulsory medical insurance in case of observance of the conditions provided by these rules based on the agreement on financial provision of actions signed by territorial fund with the medical organization which standard form and procedure for the conclusion affirm the Ministry of Health of the Russian Federation.

3. Means for financial provision of actions are provided by territorial fund to the medical organizations within the means of the normalized safety stock provided in the budget of territorial fund on financial provision of actions, in the amount of, determined by territorial fund proceeding from amount of necessary financing, stipulated in Item 8 these rules.

4. Use of means by the medical organizations for financial provision of actions is performed in case of observance of the following conditions:

a) availability at the medical organization of the prisoner according to article 39 of the Federal law "About Compulsory Medical Insurance in the Russian Federation" of the contract for rendering and payment of medical care on compulsory medical insurance the current financial year;

b) inclusion of the medical organization in the actions plan approved by authorized body of the executive authority of the subject of the Russian Federation (further - authorized body) and approved with territorial fund, medical insurance companies, medical professional non-profit organizations or their associations (unions) and labor unions of health workers or their associations (associations) which representatives are included in structure of the commission created in the subject of the Russian Federation according to part 9 of article 36 of the Federal law "About Compulsory Medical Insurance in the Russian Federation" (further - the actions plan). Selection criteria of the medical organizations for inclusion in the actions plan affirm authorized body.

5. In case of realization by medical organization of events, the these rules specified in the subitem "an" of Item 1, use of means for financial provision of actions is performed in case of observance in addition to stipulated in Item 4 these rules of the following additional terms:

a) availability of the statement of the health worker to the head of the medical organization about the direction on additional professional education according to the program of advanced training in the organization performing educational activities at the choice of the health worker who is performed according to the procedure, established by the Ministry of Health of the Russian Federation;

b) availability at the medical organization of the prisoner according to article 54 of the Federal law "About Education in the Russian Federation" of the contract on education for training in the additional professional educational program;

c) modification (if necessary) of the plan of financial and economic activities of the medical organization for the purpose of implementation of actions.

6. In case of realization by medical organization of events, the these rules specified in the subitem "b" of Item 1, use of means for financial provision of actions is performed in case of observance in addition to stipulated in Item 4 these rules of the following additional terms:

a) availability at the medical organization of need for the acquired medical equipment provided by the procedures for delivery of health care approved by the Ministry of Health of the Russian Federation;

b) availability of medical worker(s) having appropriate level of education and qualification for work on the acquired medical equipment;

c) availability in the medical organization of the room for installation of the acquired medical equipment (if the acquired medical equipment requires the special room for installation and (or) use);

d) availability at the medical organization of the delivery contract of the medical equipment concluded in accordance with the legislation of the Russian Federation.

7. In case of realization by medical organization of events, the these rules specified in the subitem "v" of Item 1, use of means for financial provision of actions is performed in case of observance in addition to stipulated in Item 4 these rules of the following additional terms:

a) availability at the medical organization of requirement under repair the medical equipment provided by the procedures for delivery of health care approved by the Ministry of Health of the Russian Federation;
