recognizing the inalienable right of all sovereign states to take necessary measures for reliable protection of the frontiers,

in view of need of streamlining of the mode on joint border for the purpose of providing due boundary, customs, migratory, sanitary and other commonly accepted forms of control,

confirming passing of frontier between the Republic of Kazakhstan and the Kyrgyz Republic on the basis of the existing administrative-territorial differentiation,

emphasizing that the frontier established as a result of delimitation between the Republic of Kazakhstan and the Kyrgyz Republic will be open for free movement of citizens and loads of both states,

Agreed as follows:

1. The parties will start since January, 1999 negotiations on delimitation of frontier between the Republic of Kazakhstan and the Kyrgyz Republic for its legal registration according to rules of international law.

2. The parties will create delegations from representatives of relevant organs to which will charge implementation of necessary actions for delimitation of border and preparation of the relevant interstate agreement.
