based on proximity of cultures and traditions of the people of both states, aiming at further development and strengthening of friendly relations and cooperation between the people of the Republic of Kazakhstan and the Republic of Belarus in the field of culture, science and education, being effective in the spirit of provisions of the Helsinki Final Act of the Organization for Security and Co-operation in Europe,

being guided by the Agreement on the Commonwealth of Independent States of December 8, 1991 and the Almaty declaration of December 21, 1991,

agreed as follows:

Article 1

The parties will promote:

- to development of cooperation in the field of culture, science, education, sport, including between public organizations, the creative unions, associations and funds;

- to acquaintance with culture of other Party, historically developed large meetings and collections of cultural values which integrity they confirm;

- to mutual access to the state library, archive and museum stocks of the Republic of Kazakhstan and the Republic of Belarus for citizens of both states on equal terms and to use of these funds in the cultural, scientific and educational purposes.

Article 2

The parties will assist development of cooperation in training in the field of culture, science and education, to experience exchange between the interested departments and the organizations, to establishment, expansion and deepening of direct cooperation and direct connections between public institutions and public organizations in the field of culture, science, education, including at the level of regions.

Article 3

The parties guarantee free and equal development of cultures of Kazakhs in the Republic of Belarus and Belarusians in the Republic of Kazakhstan. The parties will create favorable conditions for preserving their national originality, culture, language, realization of spiritual and religious needs.

Article 4

The parties will render assistance to holding art festivals, tours of collectives and soloists, statement on the stage of musical and drama works of authors of other country, to exchange of delegations and literature, art exhibitions, including the collections having the world value.

Article 5

The parties will cooperate in area of preserving their cultural heritage, including restoration of historical, cultural and religious monuments and objects.

The parties will resolve by negotiations the issues connected with missing or illegal the exported cultural values which appeared in the territory of other Party.

Article 6

The parties will promote cooperation in the field of cinematography by holding national film festivals and film premieres, implementation of joint statements, exchange of movies, specialists, archive, literary and other materials.

Article 7

Each Party will encourage exchanges in the field of publishing case and to render assistance in distribution in the territory of the state to the printed materials published by other Party.

Each of the Parties will render comprehensive assistance to transfer and the edition of literary works, interlibrary bonds, exchange of writers and journalists, materials between publishing houses and the editorial offices, to publication of materials about political, economic, cultural and scientific life, the edition of newspapers and magazines in language of other Party.

Article 8

The parties will promote development of cooperation between the author's and legal organizations of the Republic of Kazakhstan and the Republic of Belarus.

Article 9

The parties will cooperate in area of television and broadcasting. Specific questions of such cooperation will be regulated by agreements between the interested departments and the organizations of the Parties.

Article 10

As required the Parties will hold consultations by determination of the priority directions of research works, to perform mutual informing on results of scientific research, to organize joint scientific and scientific and practical conferences, seminars and symposiums, to conduct publishing activities and to use other forms of scientific exchange and cooperation.

Questions of research of new areas and forms of cooperation, providing the rights and freedoms of citizens in the field of culture, science and education, questions of legal and social and economic regulation of activities of cultural, scientific and educational institutions, protection of interests of cultural figures, science and education can also be subject of consultations.

Article 11

The parties will cooperate in questions of development of material and technical resources of culture, science and education, to exchange new technologies, to perform on mutually advantageous basis of supply of equipment and technical means for cultural institutions, science and education.

Article 12

The parties will encourage cooperation between scientific institutions of both countries in the directions which are of mutual interest. For this purpose they will be:

- in every possible way to promote expansion and deepening of direct cooperation between Academies of Sciences, research institutions and the organizations;

- render assistance in carrying out joint scientific research;

- encourage exchange of scientists and specialists for mutual acquaintance with scientific research, and also experience exchange;

- promote participation of young scientists in the congresses, symposiums, seminars held in both countries;

- render development assistance of scientific research in the field of history and culture of the people of the Republic of Kazakhstan and the Republic of Belarus.

Article 13

The parties will develop cooperation in the field of education. For this purpose they will be:

- promote establishment and development of direct connections between the interested departments, educational institutions and the organizations on the basis of direct arrangements;

- promote exchanges of pupils, students, graduate students, specialists and teachers for the purpose of training of scientific training, lecturing, advanced training and teaching work;

- promote participation in scientific and scientific and methodical seminars, conferences, symposiums and other events held in both countries and also cooperation in joint scientific projects and programs;

- cooperate in area of educational and methodical literature and tutorials;

- encourage other forms of cooperation between educational institutions of all levels.
