Trade and economic relations of the Russian Federation and the Republic of Kazakhstan are performed within common economic space on the basis of mutual advantage.
Bodies of authority and management of participants of this Agreement both in their centers, and on places accept all necessary approved economic, legal and organizational measures providing freedom of enterprise, realization, acquisitions and movements of goods, works and services, investments in the territories and between the Russian Federation and the Republic of Kazakhstan.
In the territories of the Russian Federation and the Republic of Kazakhstan the single monetary unit (ruble) as means of financial calculations, currency circulation, crediting and other types of financial transactions is used.
The governments of Russia and Kazakhstan, their Central Banks provide the mode of free movement of all types of money.
Central Banks systematically inform each other on amounts of credit and monetary issue, condition of currency circulation.
The companies and the organizations of all forms of business registered in the territory of contracting states have the right freely with observance of the relevant legislation to create affiliated enterprises, branches, departments, representations, other separate divisions in the territory of other state.
The companies and the organizations of all types of property in the activities and economic activities in the territory of other of contracting states observe tax regime of the last.
Bodies of authority and management of the Russian Federation and the Republic of Kazakhstan pursue the active antimonopoly policy and support of new economic structures, do not allow adoption of the regulations limiting free development of the market relations.
For the purpose of priority implementation of bilateral agreements about deliveries of goods the Russian Federation and the Republic of Kazakhstan pursue the approved export-import policy for the goods and services having essential value for barter between participants of this agreement.
The governments of Contracting Parties not introduce additional fees for transportations through the territory (transit) by all modes of transport, including pipeline. The specified procedure extends to all types of loads, including export-import.
For development and realization of specific measures for accomplishment of this agreement, control of its observance by governing bodies of the governments of the Russian Federation and the Republic of Kazakhstan the bilateral intergovernmental commission is created.
It is made in Moscow on January 17, 1992 in duplicate, everyone in the Russian and Kazakh languages, and both texts are equally authoritative.
