About approval of Methodology of assessment of administrative expenses using Model of standard costs
For the purpose of providing the mechanism of assessment of the administrative expenses performed by economic agents for the purpose of observance of provisions of the state regulation in the Republic of Moldova in the context of assessment of indicators in the Section "Business — with Well-defined Rules of Game" of the National development strategy "Moldova 2020" approved by the Law No. 166 of July 11, 2012 (The official monitor of the Republic of Moldova, 2012, Art. No. 245-247, 791), and accomplishment of provisions of Item 2 of the Action plan on realization in 2013-2015 of the Strategy of reform of regulatory framework of business activity for 2013-2020 approved by the Order of the Government No. 1021 of December 16, 2013. (The official monitor of the Republic of Moldova, 2013, Art. No. 297-303, 1129), the Government DECIDES:
1. Approve Methodology of assessment of administrative expenses using Model of standard costs, according to appendix.
2. To the ministries, other central administrative authorities subordinated to the Government, and the autonomous administrative authorities in case of the Government with obligations in the field of regulation of business activity, independently or in cooperation with other organizations:
perform annually, in 2-month time about one the day established by the order of the Government, assessment of the main areas of regulation using Model of standard costs and represent it to the Ministry of Economy and Infrastructure for review and monitoring;
publish in 5-day time from the date of implementation of estimates their results on official web pages of authorities;
on the basis of results of estimates in 3-month time to perform development and representation for approval to the Government projects of modification of the existing regulatory base for the purpose of reduction of administrative expenses.
3. To the Ministry of Economy and Infrastructure:
exercise control of efficiency of application of Model of standard costs;
to annually publish on the official web page of the Ministry information on application of Model of standard costs to authorities;
give necessary methodical assistance to the ministries, other central administrative authorities and autonomous administrative authorities given authority in the field of regulation of business activity in the course of application of Model of standard costs.
4. Identification, collection and receipt of necessary information for accomplishment of estimates to perform according to provisions of the Law on reuse of information of the public sector No. 305 of December 26, 2012, the Law on information access No. 982-XIV of May 11, 2000, the Law on official statistics No. 412-XV of the December 9, 2004 and regulations adopted for implementation of these laws.
5. To impose control over the implementation of this Resolution on the Ministry of Economy and Infrastructure.

1. The methodology of assessment of administrative expenses using Model of standard costs (further – Methodology) establishes method of establishment and quantitative assessment of the administrative expenses incurred by economic agents due to the need of observance of the regulations operating in the Republic of Moldova.
2. For the purposes of this Methodology the concepts used in it mean the following:
administrative activities – necessary activities for obtaining, storages or submissions of information for each requirement concerning data;
the requirement concerning data – each element of information which shall be received, kept or provided according to information obligation;
administrative expenses – expenses in connection with administrative activities which economic agents shall perform for the purpose of compliance to the information obligations established by regulations;
Model of standard costs – method of identification and quantitative assessment of the administrative expenses connected with compliance with law for business environment;
information obligations – obligations which provide obtaining storage or provision of information to public bodies or the third parties and are stipulated in regulations. Information obligations are interpreted in a broad sense, that is include labeling, the reporting, registration, monitoring and assessment;
regulation – legal acts, regulations of the Government and other bodies of the central public management based on which the regulation of business activity is performed.
3. The purposes of Model of standard costs consist in identification and simplification of those information obligations which are expensive and require big costs of time for economic agents. The purpose of application of Model of standard costs for new regulations is decrease in unreasonable administrative expenses for economic agents. The model of standard costs does not reflect the fact of feasibility of regulation and does not estimate its benefit.
4. The model of standard costs includes establishment of those provisions of regulation which oblige economic agents to receive, store or transfer information. These provisions are information obligations, each of which includes one or several requirements rather this. Concerning data economic agents shall make one administrative activities for fulfillment of requirements or a little. In the drawing communication between information obligations, requirements relatively of data and types of administrative activities is provided.

5. Accomplishment by economic agents of the administrative activities necessary for accomplishment of the information obligations required according to regulation includes resource consumption by economic agents that constitutes administrative expenses.
