The government of the Republic of Kazakhstan and the Government of the Republic of Belarus which are hereinafter referred to as by the Parties

aiming at further development of cooperation in the field of transport, wishing to improve implementation of freight and passenger traffic between both states, and also transit across their territories to the third countries (including the states of the Commonwealth of Independent States),

agreed as follows:

Article 1

The parties will develop and deepen mutual economic and sci-tech cooperation in the field of all modes of transport and their infrastructure.

Article 2

Each Party will provide in the territory on the principles of reciprocity favorable conditions for implementation of transportations of passengers and loads between both states and transit across their territories and in airspace.

Article 3

Conditions, procedure for the organization of transportations of passengers, loads, movements of vehicles between the State Parties of this agreement, and also transit across their territories and airspace, are determined by modes of transport by free standing agreements, taking into account requirements of the legislation of the Republic of Kazakhstan and the legislation of the Republic of Belarus.

Article 4

1. The parties agreed to keep the existing rules, instructions, standards and specifications regulating work of transport.

2. Change, and also introduction of the new regulating documents infringing on interests of other Party are made under approval between competent authorities of the Parties.

3. The parties will aim at standardization of the transport legislation existing in their territories.

Article 5

The parties reserve the right to sign Agreements in the field of transport with other states, without infringing on interests of other Party, and, in case of the conclusion inform of it other Party.

Article 6

The parties agreed to promote development of direct commercial ties of the companies and organizations of transport and road economy of both states.

Article 7

The parties agreed with cooperation in the field of training of engineers, technicians, specialists of mass professions of transport and development of single requirements to their preparation, and the qualification documents issued about the termination of educational institution will have legal force in the territory of both states.

Article 8

Payments and calculations between transport organizations and firms of both states will be made according to agreements on calculations and payments between the Parties.

Article 9

The questions which are not settled by this agreement, and also international agreements which participants are both Parties will be solved according to the domestic legislation of each Party.

Article 10

1. For the purpose of accomplishment of this agreement, and also in case of difficulties in transportations between both states, representatives of the Parties will perform direct contacts and to hold as required bilateral meetings for development of mutually acceptable decisions.

2. Changes and amendments to this agreement are drawn up by protocols which after approval or approval by the Parties are integral part of the Agreement.

Article 11

This agreement becomes effective from the date of its signing and will be effective before the expiration of 90 days from the date of when one of the Parties reports to other Party by notification about the intention to terminate the Agreement.

It is made in the city of Alma-Ata on September 16, 1992 in duplicate, everyone in the Kazakh, Belarusian and Russian languages, and all texts are equally authoritative.
