About approval of Regulations of Admission to training in the military, special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan realizing educational programs of the higher education

1. Approve Regulations of Admission to training in the military, special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan realizing educational programs of the higher education according to appendix 1 to this order.
2. To department of personnel work of the Ministry of Internal Affairs of the Republic of Kazakhstan (Abdigaliyev A. U.) provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of Ad_let;
3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
4) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;
5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.
4. Recognize invalid some orders of the Minister of Internal Affairs of the Republic of Kazakhstan according to appendix 2 to this order.
5. To impose control of execution of this order on the First Deputy Minister of Internal Affairs of the Republic of Kazakhstan the police lieutenant general Demeuov M. G.
6. This order becomes effective after ten calendar days after day of its first official publication.

Appendix 1
to the Order of the Minister of Internal Affairs of the Republic of Kazakhstan of January 26, 2016 No. 77
1. These rules are developed according to the laws of the Republic of Kazakhstan "About law-enforcement bodies of the Republic of Kazakhstan", "About law-enforcement service", "About education", "About defense and Armed forces of the Republic of Kazakhstan" and "About military service and the status of the military personnel" (further - the Law "About Military Service and the Status of the Military Personnel") and determine procedure for acceptance on training in the military, special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan (further - the Ministry of Internal Affairs) realizing educational programs of the higher education.
2. In military educational institutions the citizens of the Republic of Kazakhstan conforming to requirements of Articles 38, 39 Laws "About military service and the status of the military personnel are accepted.
3. The main command of National Guard till December 1 of the year preceding year of receipt develops for military units of National Guard (further – military units) the plan for the direction of candidates for study for military educational institutions of the Ministry of Internal Affairs.
4. Divisions of the Ministry of Internal Affairs, military units of National guard of the Republic of Kazakhstan based on the plan for the direction of candidates carry out the professional and orientation work including:
1) preliminary medical examination according to the Rules of conducting military-medical examination in law enforcement agencies and the Public courier service of the Republic of Kazakhstan and Regulations on the commissions of military-medical examination in law-enforcement bodies of the Republic of Kazakhstan approved by the order of the Minister of Internal Affairs of the Republic of Kazakhstan of November 2, 2020 No. 758 (it is registered in the Register of state registration of regulatory legal acts No. 21580) and Rules of conducting military-medical examination and Regulations on the commissions of military-medical examination in National guard of the Republic of Kazakhstan approved by the order of the Minister of Internal Affairs of the Republic of Kazakhstan of October 16, 2020 No. 717 (it is registered in the Register of state registration of regulatory legal acts No. 21469) (further – Rules VVE);
2) selection and check of candidates for study at the place of residence, and also obligatory special check.
5. Following the results of professional and orientation work educational cases of candidates for study are created.
The personnel service of Department of police, military unit directs the created educational cases of candidates to military educational institutions of the Ministry of Internal Affairs till July 20 of year of receipt.
Educational case of the candidate for training who filed petition is direct in military educational institution (including in electronic format), is created by personnel service of military educational institution till July 20 of year of receipt.
6. Candidates from among the military personnel till June 1 of year of receipt address with the official report addressed to the commander (chief) of military unit, with indication of military rank, surname, name and middle name (in case of its availability), birth dates, post, the education level, the name of military educational institution and specialty.
The commander (chief) of military unit based on the official report of the candidate provides it collection of the documents specified in the list of the documents submitted by candidates for receipt to military educational institutions according to appendix 1 to these rules and delivery of complex testing.
6-1. The citizens who served fixed term of urgent military military service and showed willingness to arrive in military educational institutions of the Ministry of Internal Affairs, no later than one year from the moment of the termination of conscription military service and the receipts of age of twenty four years which did not reach in year (according to the subitem 2) of Item 1 of article 39 of the Law "About Military Service and the Status of the Military Personnel"), till June 1 of year of acceptance, file petition addressed to the head of territorial subdivision of law-enforcement bodies (further – Department of Internal Affairs), military educational institution Ministry of Internal Affairs or the commander of military unit at the place of residence.
The head of the Department of Internal Affairs territorial subdivision, military educational institution Ministry of Internal Affairs or the commander of military unit will organize work on submission to bodies of homeland security of the Republic of Kazakhstan of materials for conducting obligatory special check, and also on passing of preliminary medical examination of the candidate according to Rules VVE.
