Federal regulations and rules of use of atomic energy of "The rule of the device and operation of the localizing security systems of nuclear power plants" (NP-010-16)

I. Appointment and scope

1. These federal regulations and rules of use of atomic energy of "The rule of the device and operation of the localizing security systems of nuclear power plants" (further - Rules) are developed according to the Federal Law of November 21, 1995 No. 170-FZ "About use of atomic energy" (The Russian Federation Code, 1995, No. 48, Art. 4552; 1997, No. 7, Art. 808; 2001, No. 29, Art. 2949; 2002, No. 1, Art. 2; No. 13, Art. 1180; 2003, No. 46, Art. 4436; 2004, No. 35, Art. 3607; 2006, No. 52, Art. 5498; 2007, No. 7, Art. 834; No. 49, Art. 6079; 2008, No. 29, Art. 3418; No. 30, Art. 3616; 2009, No. 1, Art. 17; No. 52, Art. 6450; 2011, No. 29, Art. 4281; No. 30, Art. 4590, Art. 4596; No. 45, Art. 6333; No. 48, Art. 6732; No. 49, Art. 7025; 2012, No. 26, Art. 3446; 2013, No. 27, the Art. 3451), the order of the Government of the Russian Federation of December 1, 1997 No. 1511 "About approval of the Regulations on development and approval of federal regulations and rules of use of atomic energy" (The Russian Federation Code, 1997, No. 49, Art. 5600; 1999, No. 27, Art. 3380; 2000, No. 28, Art. 2981; 2002, No. 4, Art. 325; No. 44, Art. 4392; 2003, No. 40, Art. 3899; 2005, No. 23, Art. 2278; 2006, No. 50, Art. 5346; 2007, No. 14, Art. 1692; No. 46, Art. 5583; 2008, No. 15, Art. 1549; 2012, No. 51, Art. 7203).

2. These rules establish requirements to the device, installation, operation, including testing and repair, the localizing security systems of nuclear power plants.

3. These rules extend to the nuclear power plants designed, constructed, operated and taken out of service. Requirements of Chapter III, and also Items 152 - 176, 190 - 192 these rules do not extend to the blocks of nuclear power plants taken out of service.

4. The procedure for reduction of nuclear power plants in compliance with these rules, including terms and amount of necessary actions, is determined in each case in the conditions of action of the license for construction, operation or conclusion from operation.

5. The list of the used designations and reducings is given in appendix No. 1 to these rules, terms and determinations - in appendix No. 2 to these rules.

II. General requirements to the localizing security systems of nuclear power plants

6. As a part of the AS block LSB providing accomplishment of the following functions shall be provided:

prevention and (or) restriction of distribution of radioactive materials for borders of zone of localization of accident in case of normal operation and violations of normal operation, including accidents;

restriction of exit of ionizing radiation for borders of zone of localization of accident in case of normal operation and violations of normal operation, including accidents;

restriction of pressure of the circle in space in GO in case of accidents;

decrease in concentration of the radioactive materials emitted in zone of localization of accident in case of accidents;

control of concentration of explosive gases in hydrogenous mixes in case of their education in zone of localization of accident in case of normal operation and its violations, including accidents;

hydrogen explosion protection.

7. If in case of violation of normal operation of AS radioactive materials can go out of the room (reservoir) in which they are, in the quantities exceeding the set limits of safe operation for each such room (reservoir) borders of zone of localization of accident shall be established and LSB for prevention or restriction of distribution of radioactive materials for accident localization zone borders are provided.

8. LSB and their elements shall perform the functions provided by the AS project taking into account impact of external natural and technogenic factors, possible around placement of AS, and also impacts arising in case of accidents (for example, shock waves, streams, the flying objects, efforts from the attached pipelines). Durability and operability of the LSB elements shall be proved for all modes of normal operation, and also violations of normal operation, including project accidents.

9. Operability of the LSB elements in case of impact of the low ambient temperatures capable to lead to crystallization of water on their surface shall be confirmed.

10. In case of operation of AS protection of the LSB elements against harmful effects of microorganisms and other biological objects shall be provided.

11. LSB shall be capable to perform the functions as when functioning sources of power supply of normal operation, and in case of their refusal.

12. The LSB elements shall be available to control, testing, repair, deactivation and maintenance.

For the LSB elements which are unavailable to control and testing in use of AS in the AS project accomplishment of project functions by them during the appointed service life of these elements shall be proved, or in case of accomplishment of analyses of safety the specified AS elements shall be considered as disabled.

13. Technical condition of the AS elements which refusal can exert impact on operability of LSB and their elements shall be controlled with established in the project documentation EXPERT (further - the AS project) frequency and according to requirements of federal regulations and rules of use of atomic energy.

14. The AS project shall contain data on the number of testing which LSB and their elements shall maintain without working capacity loss.

15. For each LSB reliability measure calculations shall be executed. Indicators of reliability of LSB shall be considered in case of determination of value of probability of big emergency emission.

16. All LSB active elements shall be controlled with BPU, and also (in case of loss of possibility of management with BPU) with RPU.

17. Representation amount on BPU and RPU of information on the controlled parameters characterizing work of LSB and their elements, amount of registration and storage of the specified information, and also requirement to reservation of measuring channels and to the accuracy of measurements shall be proved in the AS project.

18. In premises of AS in which in case of normal operation or in case of violations of normal operation, including project accidents, there are liquid radioactive materials the pressurizing steel facing of floor and lower part of walls shall be provided. Facing of walls shall be at least than 200 mm higher than the possible level of liquid in case of complete emptying being in this room of the equipment or pipelines as a result of their destruction.

19. In rooms which half and walls have the pressurizing facing control of level of liquid in case of accident with destruction of the equipment which is in these rooms or pipelines with information output on BPU and RPU shall be provided.

20. The LSB device and their elements, their operation, and also documentation on LSB are objects of activities for quality assurance.

III. Requirements to the device of hermetic barrier

General requirements

21. As a part of the AS block GO of reactor installation shall be provided. Need of GO for other systems (elements) containing radioactive materials shall be proved in the AS project.

GO shall be capable to execute the following functions in case of normal operation of AS and her violations, including accidents:

prevention or restriction of distribution of the emitted radioactive materials for borders of GO;

protection of personnel and population against ionizing radiation;

protection against external natural and technogenic impacts in the cases provided by the AS project, which are in GO of systems and elements which refusal can lead to exit for the borders of radioactive materials established by the AS project in the quantities exceeding the set limits of safe operation.

22. The list of the AS elements, including the building constructions which are part of GO shall be established by the AS project including:

steel or steel concrete building constructions, including with system of preliminary tension, with the pressurizing facing;

the products established in building constructions of GO (drivings, hatches, doors, locks, perepuskny and safety devices, and also embedded parts of these elements);

sites of the pipeline communications crossing GO or connected to GO within the isolating devices and the isolating devices;

the equipment and pipeline communications which are going beyond building constructions of GO and participating in forming of zone of localization of accident.

23. In case of normal operation of AS and her violations, including project accidents, not exceeding of project value of leakage from GO shall be provided.

24. By the AS project technical and organizational measures for restriction of value of leakage from GO in case of beyond design basis accidents shall be provided and proved. The specified measures shall be directed to restriction of pressure and temperature of the circle in volume of accident localization zone, to prevention of detonation of explosive mixes, to protection of GO against dynamic impacts of streams, the flying objects, and also to emission limitation of radioactive materials to the environment.

When using the device of localization of fusion of active zone reliable subcriticality of the circle which is in this device shall be provided.

Controlled emission of radioactive materials out of limits of GO of reactor installation is allowed in case of severe accidents only for the purpose of prevention of destruction of GO on condition of taking measures to ensuring radiation safety of the population (by means of implementation of filtering emission of radioactive materials, the shelter, evacuation or other measures).
