I. General provisions

Article 1. Purpose of this Law

This Law determines the legal basis of training, education, professional training of citizens and is aimed at providing constitutional right of everyone on education.

Article 2. Legislation on education

The legislation on education consists of this Law and other acts of the legislation.

The relations in the field of education in the Republic of Karakalpakstan are governed also by the legislation of the Republic of Karakalpakstan.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which contain in the legislation on education are applied rules of the international treaty.

Article 3. The basic principles of State policy in the field of education

Education is proclaimed priority in the field of social development of the Republic of Uzbekistan.

The basic principles of state policy in the field of education are:

humanistic, democratic nature of training and education;

continuity and succession of education;

obligation of general average, and also secondary vocational, professional education;

voluntariness of the choice of the direction of secondary vocational, professional education: academic lyceum or professional college;

secular nature of education system;

availability of education within the state educational standards;

unity and differentiation of approach to the choice of training programs;

promotion of education and talent;

combination of the public and public administration in education system.

Article 4. Right to education

The equal rights to education independently about floor, language, age, racial, national identity, beliefs, the relation to religion, social origin, occupation, social standing, the residence, length of residence in the territory of the Republic of Uzbekistan are guaranteed to everyone.

The right to education is provided:

development of the public and non-state educational institutions;

the organization of training with separation and on the job;

free training according to state programs of education and training, and also paid professional training in educational institutions on a contract basis;

the equal rights of graduates of all types of educational institutions in case of receipt in educational institutions of the following step;

provision of the right to the citizens who got education in family or by self-education on certification according to the procedure of the external studies in accredited educational institutions.

Citizens of other states have the right to get education in the Republic of Uzbekistan according to international treaties.

The persons without citizenship living in the republic have the equal rights with citizens of the Republic of Uzbekistan to education.

Article 5. Rights to occupation pedagogical activities

Pedagogical activities persons with the corresponding education, professional training and having high moral quality have the right to occupation.

Employment of pedagogical workers in higher educational institutions is performed on competitive basis according to the Provision approved by the Cabinet of Ministers of the Republic of Uzbekistan.

Persons to whom it is forbidden by the court verdict are not allowed to pedagogical activities in educational institutions.

Article 6. Legal status of educational institution

Accreditation of educational institution is performed by authorized state body on the basis of certification.

The educational institution is legal entity and is created according to the procedure, established by the legislation. The non-state educational institution acquires the rights of the legal entity and the right to educational activities from the moment of its state accreditation according to the procedure, established by the Cabinet of Ministers of the Republic of Uzbekistan.

The educational institution acts on the basis of the Charter, developed according to the legislation.

The educational institution can be deprived of the state accreditation by results of certification.

Educational institution in the right to unite in teaching and educational complexes and educational science and production associations and associations.

The educational institution has the right to render paid educational services, and also to be engaged in other types of business activity according to authorized tasks.

Article 7. State educational standards

The state educational standards determine requirements to content and quality of general average, secondary vocational, professional and higher education.

Accomplishment of the state educational standards is obligatory for all educational institutions of the Republic of Uzbekistan.

Article 8. Training language

The procedure for use of language of training in educational institutions is regulated by the Law of the Republic of Uzbekistan "About state language".

II. System and types of education

Article 9. Education system

The education system of the Republic of Uzbekistan consists from:

the public and non-state educational institutions realizing educational programs according to the state educational standards;

the scientific and pedagogical organizations performing the research works necessary for ensuring functioning and educational development;

state bodies in the field of education, and also the companies, organizations and the organizations subordinated to them.

The education system of the Republic of Uzbekistan is single and continuous.

Article 10. Education types

Education in the Republic of Uzbekistan is implemented in the following types:

preschool education;

general secondary education;

secondary vocational, professional education;

the higher education;

postgraduate education;

advanced training and retraining of personnel;

out-of-school education.

Article 11. Preschool education

Preschool education aims at forming of the healthy and full-fledged identity of the child prepared for study at school. It is carried out to six-seven years in family, in kindergarten and in other educational institutions, irrespective of patterns of ownership.

Article 12. General secondary education

Steps of general secondary education:

primary education (I-IV classes);

general secondary education (I-IX classes).

Primary education is directed to forming of bases of literacy, knowledge and skills necessary for receipt of general secondary education. In the first class of school children are accepted since six-seven years.
