1. Approve the enclosed Rules of registration and the termination of interaction of certification centers, confidential third parties of foreign states with the confidential third party of the Republic of Kazakhstan.

2. To committee of communication, informatization and information of the Ministry for Investments and Development of the Republic of Kazakhstan (Kazangap T. B.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy in printing and electronic form on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of registration and the termination of interaction of certification centers, confidential third parties of foreign states with the confidential third party of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of registration and termination of interaction of certification centers, confidential third parties of foreign states with the confidential third party of the Republic of Kazakhstan (further - Rules) are developed according to the subitem 9) of Item 1 of article 5 of the Law of the Republic of Kazakhstan of January 7, 2003 "About the electronic document and the electronic digital signature" (further - the Law) and determine registration procedure and the terminations of interaction of certification centers, confidential third parties of foreign states with the confidential third party of the Republic of Kazakhstan.

Support of the confidential third party of the Republic of Kazakhstan, the operator of information and communication infrastructure of "the electronic government" performs (further - the operator).

2. In these rules the following basic concepts and reducings are used:

1) means of cryptographic information protection (further - SKZI) - the means realizing algorithms of cryptographic conversions, generation, forming, distribution or management of keys;

2) the intermediate (subordinate) registration certificate - the registration certificate signed with use of the root and (or) intermediate registration certificate in which the supplier field contains information on the root registration certificate and the subject field contains information on this registration certificate;

3) number of digital universal numbering system (Digital Universal Numbering System Number, further - DUNS number) - the international nine-digit identification number of legal entities, groups of legal entities and divisions of the large companies;

4) the list of the withdrawn registration certificates (further - SORS) - the part of the register of registration certificates containing data on registration certificates which are terminated their serial numbers, date and the reason of recall;

5) certification center (further - UTs) - the legal entity certifying compliance of public key of the electronic digital signature to private key of the electronic digital signature, and also confirming reliability of the registration certificate;

6) the confidential third party of the Republic of Kazakhstan (further - DTS RK) - the information system performing confirmation of authenticity of the foreign electronic digital signature and electronic digital signature issued in the territory of the Republic of Kazakhstan within cross-border interaction;

7) the root registration certificate - the registration certificate in which the "subject" and "supplier" fields match;

8) the registration certificate - the electronic document issued by the certification center for confirmation of conformity of the electronic digital signature to requirements established by the Law;

9) the confidential third party of foreign state (further - DTS of foreign state) - the organization given according to the legislation of foreign state the right to perform activities in the automated mode for verification of the electronic digital signature in electronic documents in the fixed timepoint concerning person which signed the electronic document;

10) the electronic digital signature (further - the EDS) - set of electronic digital characters created by means of the electronic digital signature and confirming reliability of the electronic document, its accessory and invariance of content;

11) abbreviation from surnames of Rivest, Shamir and Adleman (Rivest, Shamir and Adleman, further - RSA) - the cryptographic algorithm with public key which is based on computing complexity of task of factorization of large integer numbers;

12) X.509 - the standard determining formats of data and the procedure of distribution of public keys by means of the registration certificate with the EDS.
