3. To committee on investments of the Ministry for Investments and Development of the Republic of Kazakhstan (Hairov E. K.) provide:

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan provision in Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

4. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan

5. This order becomes effective after ten calendar days from the date of its first official publication.

Rules of selection of projects

1. General provisions

1. These rules of selection of projects (further - Rules) are developed according to subitem 12-1) of article 5 of the Law of the Republic of Kazakhstan of July 21, 2011 "About special economic zones in the Republic of Kazakhstan" (further - the Law) and determines procedure for selection of projects of applicants on implementation of activities as the participant of special economic zone.

2. The basic concepts used in this Procedure:

1) special economic zone (further - SEZ) - part of the territory of the Republic of Kazakhstan with precisely designated borders on which the special legal regime of special economic zone for implementation of priority types of activity acts;

2) governing body of special economic zone - managing company, public institution of local executive body of the capital or autonomous cluster fund;

3) the project of the potential participant of special economic zone, the applicant, participant of special economic zone (further - the project) - complex of the actions providing creation of modern high-productive, competitive productions for implementation of priority types of activity;

4) the agreement on implementation of activities as the participant of special economic zone (further - the agreement on activities implementation) - the agreement signed between the participant or several participants of special economic zone and governing body of special economic zone, establishing types of activity of the participant or participants of special economic zone in the territory of special economic zone, condition of implementation of such activities, the right, obligation and responsibility of the parties;

5) priority types of activity - the types of activity answering the purpose of creation of special economic zone to which the special legal regime of special economic zone extends;

6) the applicant - person submitting the application for implementation of priority or auxiliary types of activity to governing body of special economic zone;

7) authorized body - the central executive body performing state regulation in the field of creation, functioning and abolition of special economic zones.

2. Rules of selection of projects of applicants on implementation of activities as the participant of special economic zone

1. For selection of projects of applicants on implementation of activities as the participant of special economic zone, the applicant provides in governing body of special economic zone the request for implementation of activities as the participant of special economic zone in form, according to appendix 1 to these rules, the questionnaire on implementation of activities as the participant of special economic zone in form, according to appendix 2 to these rules, and also the documents provided by Items 2 and 3 of article 10 of the Law.
