About reducing the types of business activity requiring special permission (license), simplification of procedures of issue of special permission (license) and ensuring their transparency
Development of business activity is one of the priority directions of state policy in the Azerbaijan Republic.
However large number of the types of business activity requiring special permission (license), the operating procedures of issue of special permission (license) created additional difficulties to development of entrepreneurship and conditions for corruption cases.
For the purpose of stimulation of development of entrepreneurship, providing favorable business environment, simplification of procedures of issue of special permission (license) and ensuring their transparency in the territory of the Azerbaijan Republic, being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, I decide:
1. Charge to the Ministry of Economics of the Azerbaijan Republic issue of special permission (license) for all types of business activity requiring special permission (license) (except as specified, following from state security).
2. Provide issue of special permission (license) provided by part of 1 this Decree according to the following rules:
2.1. obtaining, in case of recognition by the necessary Ministry of Economics of the Azerbaijan Republic, the conclusion of the relevant state body in connection with issue of special permission (license), depending on type of business activity;
2.2. recognition positive the conclusions if the relevant state body did not express at the scheduled time opinion;
2.3. implementation of services in issue of special permission (license) by the Ministry of Economics of the Azerbaijan Republic in the centers "ASAN xidm? t".
3. To the Ministry of Economics of the Azerbaijan Republic:
3.1. in a month to provide to the President of the Azerbaijan Republic offers on the following questions:
