The government of the Republic of Kazakhstan and the Government of the Kyrgyz Republic which are hereinafter referred to as the Party
for the purpose of deepening of mutually beneficial cooperation in the field of production and conversion of uranium bearing raw materials, consolidation of potential, technical, financial and personnel production and on the basis of the Intergovernmental Agreement of April 8, 1997.

The parties determined that the Government of the Kyrgyz Republic will provide till November 1st, 1997 formation of independent public joint stock company based on property complex of uranium-processing production of Kara-Balta Mining Plant Joint-stock company.
The government of the Kyrgyz Republic in the procedure established by the legislation guarantees sale of the state block of shares to the National Atomic Company "Kazatomprom" in the amount of 65% of the created joint-stock company at the price determined by the Parties.
The Kyrgyz side shall ensure steady functioning of the created joint-stock company with receipt of high-quality products.
The Kazakhstan side on behalf of the National Atomic Company "Kazatomprom" guarantees supply of uranium bearing raw materials in 1998 of at least 450 tons with further increase in supply rate.
The joint-stock company based on property complex of uranium-processing production incurs expenses on content of tailings dams and environmental protection.
The matters of argument arising in the course of accomplishment of this agreement shall be permitted by negotiations and consultations between the Parties.
By mutual consent of the Parties changes and additions which are drawn up by the separate protocol which is integral part of this agreement can be made to this agreement.
This agreement becomes effective from the date of its signing and will be effective before accomplishment of provisions of this agreement.
It is made to Bishkek on August 15, 1997 in duplicate in Russian, having equal legal force.
