About some measures in the field of licensing

Being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, I decide:

1. It is cancelled.

4. Approve "The list of the licensed types of activity, the license for which is granted by executive bodies of the Nakhchivan Autonomous Republic" (appendix No. 4).

5. Determine that:

5.1. from coming into force of this Decree current licenses will be considered as termless;

5.2. licenses for the types of activity specified in Appendix No. 4 to this Decree are issued by the relevant organs of the executive authority determined by the Cabinet of Ministers of the Nakhchivan Autonomous Republic.

6. To the Cabinet of Ministers of the Azerbaijan Republic:

6.1. in connection with change of procedure for licensing and liquidation of the requirement of receipt of the license for some types of activity, and also for the purpose of ensuring control over accomplishment of the requirements to types of activity containing in the laws on which implementation the requirement of receipts of the license is liquidated, within three months to prepare and provide to the President of the Azerbaijan Republic suggestions for improvement of the relevant laws of the Azerbaijan Republic;

6.2. within two months on the basis of offers of the Ministry of Economy and Industry of the Azerbaijan Republic to prepare and provide to the President of the Azerbaijan Republic the corresponding drafts of the laws in connection with enhancement and simplification of conditions of receipt of licenses (including additional terms);

6.3. within a month to prepare and provide to the President of the Azerbaijan Republic offers on reducing number of works and services in the types of activity specified in the parts 3, of the 27 and 29 appendix No. 2 to this Decree requiring licensing;

6.4. within a month to prepare and provide to the President of the Azerbaijan Republic offers in connection with implementation by the Ministry of Emergency Situations of the Azerbaijan Republic of the activities connected with burial of radioactive and ionoizluchayushchy materials;

6.5. within three months to prepare and provide to the President of the Azerbaijan Republic offers on reduction of acts of the President of the Azerbaijan Republic to compliance with this Decree;

6.6. within three months to provide compliance of regulatory legal acts of the Cabinet of Ministers of the Azerbaijan Republic to this Decree and to inform on it the President of the Azerbaijan Republic;

6.7. keep under control reduction of regulatory legal acts of the central executive bodies in compliance with this Decree and in five-months time to inform the President of the Azerbaijan Republic on execution of it;

6.8. resolve other issues following from this Decree.

7. According to Item 5.1 of this Decree to provide to the state bodies providing licenses based on addresses of owners of licenses their replacement by termless licenses.

8. To the Ministry of Economy and Industry of the Azerbaijan Republic together with the State agency on rendering services to citizens and social innovations in case of the President of the Azerbaijan Republic within three months to prepare and provide to the President of Azerbaijan the project of the Provision of the Elektronnye Litsenzii portal.

9. To provide to the Ministry of Justice of the Azerbaijan Republic reduction of regulatory legal acts of the central executive bodies and acts of normative nature in compliance with this Decree and to inform the Cabinet of Ministers of the Azerbaijan Republic.

10.
